District 13 Mission 5: Under the Ashes



Once again, a notice is sent out to gather in a briefing room. It seems your resounding success in the last mission has earned some brownie points because there's one major change to be found here: information. For once, teams won't be flying blind in this mission. It seems the goal of the mission is far too important to wait till last minute to convey. A quick glance at the files spread on the table and mission runners will see their destination.

Recon on District 3.

Other notes mention that the main point of checking out the firebombed district is information. There's important information 13 is hoping survived the attack and it's your job to collect it. It should be easy, it's a dead district, no one to sneak past, but there will be plenty of ruble and destruction to sift through.

This mission will have two phases to it. The first is simple info gathering. There will be three goals that need to be achieved in regards to this information and three locations to search for it. Teams won't matter and will be decided later.

The second part of this mission is less complicated; someone didn't get their information right (or perhaps it was withheld) but the mission runners will be in District 3 at the same time a Peacekeeper patrol is passing through. The result is a shoot out. Players will be outnumbered and there is no way to win this fight, although it's certainly possible to put a dent in it. The goal will be to pull back and make it to the hovercraft in one piece, feel free to use the section below to plot out whatever interactions you might want. As long as the info was gathered and everyone makes it back on the hovercraft alive, it will be a mission success.

Note: Light character injuries are welcome, be advised that serious injuries could leave characters out of missions all the way into endgame, so plot wisely!

Mission Success

With team work and skill, the mission went off perfectly! The transmitters put in place and the staff none the wiser, the Capitol only knows it's train was attacked and raided, taking suspicion of the main objective. 13 is one step closer to a successful rebellion with the ability to talk to the districts now in place.

Of course, this mission wouldn't have been a success without the help of those who risked themselves to carry it out and Coin knows that. A week after the mission's conclusion, the new supplies stored and the transmitters proven to work, those who volunteered will find a small token of 13's appreciation waiting for them when next they step into their rooms.

DISTRICT 13 MISSION 4: COMMUNICATION IS KEY + A NOTE



The time has come to see if all that team training and dream training has paid off: pack your bags, kids, it's time for a field trip.

It's no secret a new mission is to be run, they never are, the surprise comes with the announcement that you will be running it this time. That's right, no dream serums, no cozy fake environments, it's time to head out into the world and see if you're really as capable as you all claim to be. It's time to see if you really will make a difference in this war.

You're all called into a briefing room and told the mission will be led by 13's Bucky Barnes, but they need volunteers for the rest of the positions in the mission. They need people who are good with electronics, people who are good at being stealthy and breaking in and sneaking in, people who are willing to put their lives on the line an extra step by providing a distraction and those who are willing to stay back in relative safety and see to it that one of the most important parts of this mission is seen through to the end. Rest assured, all you fight-happy people, there'll be plenty of action for all.

There's no room for failure and should someone get hurt and be unable to keep up, it's likely they'll be left behind. With that in mind, it's time to sign up.

District 13 Mission 2: Inception and Deception + a note

First off, there have been a few tweaks made to the District 13 page! A few NPCs have been removed and a new one has been added! If you'd like CR with him, feel free to PM his account or the Mod account.

The most important change to note is that we are tapering off the idea that Thirteen blames Tributes for participating in The Games. Thirteen does not consider Tributes complicit in the Capitol's regime for their participation. However, there are many people who do believe this and will tell Tributes as much. You can consider some of the Re-Education Professors similarly minded, but their view is not the one Thirteen wants to sell. Residents of Thirteen, of course, DO get mad when anything is remotely Pro-Capitol and they don't sympathize well with the consequences of speaking out.

That aside, it's time for a NEW MISSION.

By now the New Citizens of District Thirteen probably understand the intentions of the Higher Ups a little better. No? Well. If punishments and report cards don't get the message across, perhaps it's time for another mission. Perhaps it's time to hit a little closer to home.

D13 Status Report

Hey sports fans,
Now that D13 has experienced it's first spontaneous mission, you can expect a punishment and evaluation log to go up within about a week. Backtagging the mission is still totally alright and encouraged, but in the interest of keeping the pace and understanding what your character's will experience, we'd like everyone to know what punishments or rewards they're in for.

In order for this to happen, all D13ers will need to check into this post and rate your character's performance. It's up to you to do a small summary or just a few words, remember that D13 is looking for ruthlessness and efficiency so anything that prompts hesitation or weakness in your character would be an example of poor performance. This round in particular is special because there was no real success.

In a related note, D13 characters can expect a surprise of sorts that will be set after their punishments but the post may arrive before then. As usual, the quicker this gets done, the quicker character's can receive their evaluations. It should not impact their reactions too much, nobody will receive immediate severe punishments.

Lets Get Down To Business - District 13 plot

Introducing your newest District Thirteen plot, today's flavour is Rigorous Training and Surprise Missions.

The foundations of District Thirteen are built on people, all sorts of people from Districts that go beyond Thirteen. It's something of a safe haven, but a safe haven is only safe if the people protecting it are competent enough to do so. Tributes and Victors alike have been snatched for purposes beyond clear understanding, the only real truth is that they are to participate in the rebellion against the Capitol.

The only problem? District Thirteen doesn't think they're ready. They've reviewed your strengths and weaknesses, they know your fears, your distractions and your capability. You may have talents beyond your ability to fight, but the fact is that District Thirteen is a place for soldiers.

It starts with announcements and an assurance that training for the Tribute refuges will begin soon. Something that appears to be a survey will be handed out, there's little debate as to whether it out to be filled out or not. Tributes are asked to return their forms promptly so as to ensure the training runs smoothly.

District 13 General Plotting Post

Since District 13 is completely separate from the Capitol and functions as it's own thing for now, I thought it might be time we had our own plotting post. There aren't a lot of people right now, but that doesn't mean we can't do our own thing within the constraints of the setting.

If you have any short term ideas, maybe some new weapon you want your character to learn or fighting style or technology or simply something new, this is the place to express that and then maybe find someone whose character can facilitate it happening. If you have some sort of character arc or development you want to work on, share it with everyone! Maybe someone will be interested and like to help you see it happen. Or maybe you just think it'd be cool if Character A threaded with Character B but you don't know when or where or about what? This is the place to put it! Remember, this is not just for small interactions or just long term goals, it is for both.

Below is the form from the usual plotting meme, but altered for our use. Feel free to use it or simply go freeform if that would allow you to get your ideas out better. Here is the District 13 info for anyone who needs a refresher.

Good evening! This post contains important information about the Rebellion and life in District 13. We're including information on PC and NPC rebellion members, typical daily schedules for recently arrived recruits, some areas of exploration within D13, and a bit of information about what the reeducation process is like out there.

A few things for the wrap up of Visitor's Day Plot Wrap-Up!

Firstly, (and most importantly,) not all is as it seems with the ashes. Molly Hooper has taken a sample back to District 13 to be examined by the scientists there. Morale is low in relation to the mission, but intel in the form of several hard drives has also been brought back to the District. The offensive and scientific teams are determined to make this mission not have been for nothing.

Secondly, over the next day or so things will become noticeably more tense amongst the natives. Electronics usage will be limited, the New Arrivals will be encouraged not to use their communicators unless it is absolutely necessary. No one is, strictly speaking, informed why, but the rumor among the people who are willing to gossip is that the latest supply run didn't end up getting everything they needed. After the destruction of District 3, tech is getting scarce in Panem, and D13, which mainly scavenges from the outer Districts, is feeling the stretch. Something will need to be done.

Finally, tomorrow afternoon the New Arrivals' communicators will be seized by D13 officials for about half an hour. They will not be requested, they will be taken. When your characters get them back, they will have monitoring software installed so that D13 can track all transmissions. Any resistance will be met with a brusque and proportionate response. They'll get them back very shortly though and nothing will seem to run differently in the slightest. If any of your characters ask where the orders are coming from, they will be told "Jade", and nothing else.



That's it for the IC-end of things. On the OOC side, more about the D5 resolution and the ashes will be posted later this week (probably on Friday or Saturday). Presently, we're imagining that the need for tech will drive D13 to look for other Districts to uhh… Covertly infiltrate and pirate from. These will need to be smaller-scale missions, with particular ends in mind, but it's a way for your characters to gain the trust of District 13's higher ups. Which brings us to our second point!

Bucky is still the Tribute/New Arrival liaison, but he will be overseen by Jade Nguyen (NPC). She is not nice. Remember Penny? Jade's sort of like the less torture-happy version of her. Your characters are free to notice how everyone seems to talk around her. She's not a comfortable subject.

We would like to encourage everyone with characters currently in D13 to collaborate with the mods (specifically Te and Yami) to plan things like missions to other Districts. We're also still very much brainstorming ways for D13 characters to communicate info back to Capitol characters and vice versa. If you have any thoughts on that, feel free to hit us up! Thanks!

District 13

So D13 stuff is getting moving behind the scenes.

And we are at the point where we need to gauge who is going and when. Signing up now is not a guarantee or commitment, we are just trying to gauge interest. You can in fact mark your level of interest in moving them.

We have 3 upcoming opportunities to get people in 13, and are hoping to have a solid chunk there pretty rapidly for people to have people to interact with.

Some things to consider while picking characters and deciding:

13 is going to be more strongly character driven for the time being, and less event. If you have not read the books, everyone in 13 has a very strong schedule, and we'll set that up for you guys, but while things are figured out, you're RPing is mainly going to be bouncing off each other in a more confined environment.

You will have little contact with the Capitol. Right now we are looking at an altered version of snail mail.

You WILL have lighter AC for awhile. But I would not choose characters that are easy to loose the voice off, because they will not have as much stimulation dropped in their laps as in the Capitol/Arenas.

Give y'all something to do while plurk is down!

This is about plots, generally. How to get involved, and a major shift in the future of the rp (in a good way.)

So the first is fairly simple. If you have an idea to get involved, just bring it to us! We try to be as open as possible, within the confines of a dystopian dictatorship under constant surveillance. Even if you only have bits of an idea, we can work on weaving them in with other plots!

When we make plots, we do try to make as many open hooks for people as possible, like the family visit exposes, but we are generally making plots for the whole game (or at least large majority.) So if you do want personal plot related to the metaplot, it is something you need to bring to us. And please do! Some awesome and surprising things come from player plots. Thought the general course of the game is set, we do have wiggle room for things to move in different ways.

AND SPEAKING OF WHICH!

We would like to introduce District 13 as an area to play.

But it is going to be a bit of a bump for a bit, and we are still working out the ins and outs of how.

But, what is generally the idea right now is that, through some mean or another, Tributes (and possible some panem citizens) will start to be smuggled out to 13.

All those smuggled out will need to have been around at least one arena, and not be openly anti-rebellion/pro-capitol. 13 needs to be sure they won't be bringing over someone who's just gonna blow their whole thing, but they also can't be super choosey, because their windows to smuggle people will be limited. You could app characters with the idea to get them over there asap, but they'd have to be in the Capitol at least for an arena.

It also means canon characters and OC living in 13 will be appable.

However it ALSO means if your character volunteers, they will be, for some (hopefully short) time, in a very limited pool of CR and RP chances for awhile, and might end up being "dormant" for a bit. We are gonna try to move people over pretty fast, but we would not suggest, when it opens up, to volunteer yours super active character you need lots of CR with.

We will also try to get some sort of network/messaging system up but it will have limits (something like snail mail, or something, we're not sure yet.)

This would not be happening for a bit yet (at least till summer, maybe longer) but we are happy to hear feedback with the information here, including if this is a direction you guys are even wanting to start in? It will not end arenas (that will not happen until a point when all out war is going down) but will hopefully open another aspect of the Hunger Games world up for people to explore.

And feel free to ask questions, though right now as this is still VERY in it's beginning stages, those questions might be "IDK."
