District 13 General Plotting Post
Since District 13 is completely separate from the Capitol and functions as it's own thing for now, I thought it might be time we had our own plotting post. There aren't a lot of people right now, but that doesn't mean we can't do our own thing within the constraints of the setting.
If you have any short term ideas, maybe some new weapon you want your character to learn or fighting style or technology or simply something new, this is the place to express that and then maybe find someone whose character can facilitate it happening. If you have some sort of character arc or development you want to work on, share it with everyone! Maybe someone will be interested and like to help you see it happen. Or maybe you just think it'd be cool if Character A threaded with Character B but you don't know when or where or about what? This is the place to put it! Remember, this is not just for small interactions or just long term goals, it is for both.
Below is the form from the usual plotting meme, but altered for our use. Feel free to use it or simply go freeform if that would allow you to get your ideas out better. Here is the District 13 info for anyone who needs a refresher.

Hunting Plotting
Characters will be allowed to roam relatively freely with only a time limitation on their activities. Characters will be encouraged to go in groups of at least two, so use this section to find your 'hunting buddy' and maybe plan a little trip.
For the characters who needed to learn how to hunt, they're free to latch onto someone who knows what they're doing and learn from them (if they're willing to teach) or Bucky will be sticking close to base and teaching anyone who wants to stay with him.

Skills your character has: Hannah has been trained as an avox, has some training from her time in the Games and after, and knows many of the darkest best-kept secrets of the Capitol including passwords and the surveillance there.
Skills your character might want to learn: She's a victor but not any kind of assassin, or skilled so much as some off-worlders are. She wants to hone every destructive skill available. She's an excellent tree climber.
Basic personality: A cold and closed off person. She doesn't trust kindness. She's nihilistic and believes in the worst of the world. Sad and full of rage. Used to be a sweet shy girl, who'd collect clocks and music boxes. Used to have morbid interests like ghosts and the occult-- or as close as she could get to such in Panem. Currently has a fondness for cigarettes, but alas there are none. Is the cat friend.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Hannah is like a ghost in that she seems to haunt the whole place. She's in the background of the training room, work rooms, cafeteria, wherever, and she is always listening in, often without notice. She is a gatherer of information and working out how to play the bigger game. She particularly likes using throwing knives or ropes when training and doesn't mind if she scares people. She watches the games attentively.
Upcoming plots, wanted CR or other things to note about this character: Hannah doesn't just want to tear the Capitol apart, she wants to tear down everything. If she thinks she can use you, she will. Are you looking for you character to be used? Or maybe you think there's hope for striking friendship with this lady. If so, good luck to you.

Joan Watson | Elementary
Skills your character has: Joan is a doctor. She is also very good at deduction, and has in the past been able to sift through Capitol information and identify things the government was trying to cover up.
Skills your character might want to learn: Joan is getting more comfortable with the need for violence, lethal if absolutely necessary, and she'd like to learn more methods.
Basic personality: Joan is generally friendly, with a quiet voice, yet can be sharp tongued and bitingly sarcastic, and isn't afraid to get into someone's face if necessary. She is fiercely protective of her friends, and also of vulnerable people.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Joan is probably spending a lot of her free time playing sober companion to Punchy. I've also asked the mods for her to be going over media coming out of the Capitol, so we'll see how that turns out. Overall, though, she isn't very happy with 13, particularly with the way they're treating the former Tributes. She's doing her best to pick her battles, but there's likely a point where she's going to stand up for someone and likely get into trouble for it.
Upcoming plots, wanted CR or other things to note about this character: I'm willing to roll with pretty much anything! If your character is sick or injured, she can help make them better. If they're willing to teach her fighting methods, she's willing to learn.
Punchy
Skills your character has: Combat (strictly non-lethal) and a savant with computers. Currently he's working on trying to remotely infiltrate Peacekeper HQ via hacking Robocop. It's not going to go well.
Skills your character might want to learn: How to shoot, combat with weapons (again, non-lethal), any tech stuff he can get his hands on.
Basic personality: Punchy's an idealistic wannabe gangsta with a knack for hacking who flunked out of superhero school. Punchy is not just a person. Punchy is an ~experience~.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Punchy only watches the Games enough to see if his friends are alive, and he's looking for a way to let them know he's alive. He barely sleeps and spends most of his free time working with the tech. He's been handling the transition to District Thirteen with a lot of difficulty because he didn't leave the Capitol in a great headspace. Until he opens his mouth, it may even be hard for characters who knew him beforehand to recognize him as that obnoxious, ostentatious kid.
Upcoming plots, wanted CR or other things to note about this character: I'm looking forward to having Punchy become extremely disillusioned with the Rebellion, especially since he's such an idealist. Having him have to make difficult decisions and maybe making his comrades suffer for it could be fun.

Skills your character has: Extensive military training and experience, especially with tactical formulations and unit coordination. Wilderness and urban survival skills, marksmanship, serviceable field first aid skills, rudimentary skill with a spear, and metal arms and legs gifted him by the Capitol but he has a history with being fully cybernetically enhanced with built-in weapons and is well-versed in the maintenance and upkeep that goes with that. When push comes to shove, he may be willing to undergo modifications to make himself more useful in the field. He's also really good at peeling potatoes and playing/composing music.
Skills your character might want to learn: More of Panem's history (so he'll actually be paying attention in that class) and more advanced mechanical or computer skills.
Basic personality: Grumpy or possibly even cold on the outside but a squishy grandpa inside. He does have some issues with depression and has some attitudes that belong in the early 20th century, but if it's for a cause he can be easy to work with. He's fiercely protective of his close CR, and of children in general, and pretty codependent where Jet Link (his husband) is concerned. He's also surprisingly trusting for an intelligent guy who's been through what he has, but not without protecting himself.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Albert will be coming to 13 off of the Ice Age Arena and be pissed off that Panem!Bucky didn't rescue Jet (even if it's not actually Panem's fault...). He'll be glad to see some familiar faces but worry about those left behind.
Upcoming plots, wanted CR or other things to note about this character: He's potentially going to punch Panem!Bucky in the face, but they'll probably come to an understanding. Otherwise, Albert's going to be testing the boundaries of 13, seeing how restrictive they are in comparison to the Capitol, and he'll be very fixated on opening secure lines of communication between 13 and the Tributes in the Capitol.

Skills your character has: One of the most storied gunfighters in history, Wyatt has skills with a gun. Granted, modern assault rifles are a bit after his time, but he learns quick and the skills translate. He also has tracking skills, both animal and human, and, on the animal side of things can trap and clean game.
Skills your character might want to learn: Maybe some more medical training? He's learned a lot of basic stuff while in the Games, but maybe some more substantial stuff. He'd like to feel prepared if anyone he knew ever needed it.
Basic personality: Good guy's, good guy. Gentle dad figure - everyone's "son," or "sis" to him, even if they're not that much younger than him.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: He's a bit disillusioned really with 13. He'd hoped 13 would be answer to the Capitol, but the way their treated, especially with 13 hiding things from them the same way the Capitol did and those "reeducation sessions" have really got his dander up. But, that aside, at least it's not the arena, and at least they have a shot here at fixing things. It's a step up, if a small one.
In his free time, he can usually be found in the training area, or in his quarters.
Upcoming plots, wanted CR or other things to note about this character: He's going to be participating in the Hunting log, but nothing else immediately on the horizon.
NPC: Jade Nguyen

Skills your character has: He has a basic working knowledge of firearms (from his period, although it's expanding), as well as how to build gunpowder-centric weapons (grapeshot, small dynamite-style explosives). He's not the worst with military tactics, although he still very much thinks like someone waging a street war in the early part of the 19th Century. Enjolras has also picked up some more formalized hand-to-hand skills, is at least competent with a knife, and lighter swords. He also practices some boxing and Sherlock Holmes-style cane fighting. Outside of combat stuff, let him tell you about systems of governance. He's pretty adept at organizing social movements when he sets his mind to them.
Skills your character might want to learn: More modern tactics of guerrilla/asymmetrical warfare. For him, it's a less a matter of adjusting to being a tool for the cause and more about modernizing his thinking in relation to it.
Basic personality: Severe, perfectionistic, driven to a fault. He has a sense of humor, it's just buried deep down and lbr, it's not particularly great anyway. He can be warm when he's made a connection with someone, and he feels passionately about pursuing truth and virtue, but before he has those connections, he can be a bit of a wet blanket. Also he's verbose as fuck. That's not a personality trait necessarily, but it should be.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: He doesn't watch the Games specifically. In general, Enjolras goes along with the program without complaint. He's almost overly attentive to the lectures on history and D13's relationship to the Capitol. Generally speaking, he's also keen to take and preserve scrap paper and any writing utensils. In his room there are various papers piled (though neatly) that have notes scribbled on them. His free time is generally spent in his room if he has something that needs to be written down, or in the training areas.
Upcoming plots, wanted CR or other things to note about this character: Not really. I'm keen on him adapting to modern warfare, but that's it. And as I noted above, it's much more of a psychological, scope-type thing.

Marius Pontmercy
Skills your character has: Apparently he can learn completely new languages within the span of 6 months. Also he has training with sabres, pistols, and is a pretty good shot (ayyy clean headshot with hand-me-down pistols)
Basic personality: He's very book-smart, which unfortunately does not translate to being street-smart or even practical. He's lived a sheltered life although obviously has been roughened up a bit in the Capitol. First and foremost Marius Really Believes In Love, and his dependency on his wife Cosette can be a bit worrying. Has granddad and daddy issues. tl;dr he's a messed up kid who uses his wife as an emotional crutch. FUN TIMES.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Marius spends as much free time as he could with Cosette. When he's not allowed to or if she's not around, he tends to wander off, although he's pretty much obedient towards rules, etc. in D13. He has nightmares about losing Cosette a lot, something that's been carried over from the Initiate implanting that fear in him. Despite his outward obedience he's a bit doubtful of D13, again because the Initiate instilled the thought that D13 doesn't care about the fate of the Tributes. Note that memories of the Initiate being the origin of the idea's been erased from his memory, so all he's really hanging on to is the thought and the feeling of fear whenever he tries to talk about D13. Thanks, Initiate!
Upcoming plots, wanted CR or other things to note about this character:
-If someone talks to him about how Super Awesome D13 is for saving him, he'll probably give a bit of side-eye, and he's not a particularly great actor or liar.
-Ask about Cosette and you'll get a novel about How Awesome Cosette Is and how Love Conquers All.
-You can teach him languages idk?? lol
-Someone talk to him about Napoleon, pls
And basically I'm struggling a bit with something to do with Marius, if someone can convince him to be a bit more active re: saving people or something he will probably do it, especially if they mention saving Courfeyrac or the other French dudes. But mostly Courfeyrac. Also it's 1am so I'm probably not that eloquent or coherent rn oops

(also, gosh, can I just say how delighted I am that after all this time, Initiate's voodoo has still stuck? I saw his log and I laughed/cried a little. Poor Marius. )

Skills your character has: Between being a victor and being in 13's 'army' for so long, he's trained to kill and works hard to not let his skills go dull. He's a sharpshooter when given a gun, but he's also trained with knives (throwing and fighting) and with a spear. He's okay with a bow and arrow, but mostly just for hunting purposes. He's got his hand in 13's propaganda, battle strategy and general training, so he's got that under his belt as well.
Skills your character might want to learn: Bucky's got a decent knowledge of tech, but mostly how to work the stuff he needs to and how to dismantle things for their parts, those to things don't come together very well for him, so he couldn't build anything in a pinch if need be, that's something I'd love for him to learn. Also any new weapons since he mostly just sticks to what he knows he's good with.
Basic personality: Stone-faced and serious most of the time, Bucky's dedicated to his cause to the point it's made him more an extension of 13 than a person. However, he's also secretly snide and sarcastic but can be kind when he feels he needs to be.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Bucky is everywhere. He's usually poking his head into whatever meetings he can because he likes knowing what's going on as much as possible. Consequently, he's really not around much except for being in the cafeteria and training people during the training periods. Free time, he'll take walks or he can be found in his room where he's got an open door policy for that half hour.
And sometimes, when he's really bad, he sneaks out at night and rides the motorcycle he has stashed in the hanger bay but shhh he's a perfect example of 13 behaviorUpcoming plots, wanted CR or other things to note about this character: My short term goal is at least one thread with every person in 13, preferably more, since he's there to help them and I'm hoping to get it across that he does actually care about the off-world tributes and what happens to them. Long term, I'm working on a character arc that's basically the cause vs. the person and him learning how to be him again and not just a tool of D13.

Thor Odinson
Skills your character has: Military training (in an Asgardian aspect), Leadership/Ruling skills (knowledge of how to rule a realm), Physical strength and good combat skills.
Skills your character might want to learn: A more varied range of weapons knowledge, particularly things like guns. He knows about Midgardian technology, but he wouldn't mind a little more hands-on experience.
Basic personality:
Generally he's a friendly guy. A little boisterous and stubborn but he works well with a team. He's a warrior and a prince so he knows a thing or two about fighting and politics. He's undergone some changes which I will detail below, but he'll be a little more distraught and closed off than he tends to be for at least a little while.
What has happened to them recently? What can they usually be found doing during their free time or during structured time?: Recently Thor was caught trying to destroy the Arena and punished brutally for it. He suffered through torture and high-jacking and as a result he lashed out and killed a considerable amount of his close CR.
The reset he earns from dying should wipe a lot of the internal damage, but he'll still remember some aspects and struggle with the long term impacts.
Upcoming plots, wanted CR or other things to note about this character: Basically just his arrival. He'll need a lot of help rehabilitating and I'd love for him to form some bonds and involve himself in helping.
