District 13 Mission 2: Inception and Deception + a note
First off, there have been a few tweaks made to the District 13 page! A few NPCs have been removed and a new one has been added! If you'd like CR with him, feel free to PM his account or the Mod account.
The most important change to note is that we are tapering off the idea that Thirteen blames Tributes for participating in The Games. Thirteen does not consider Tributes complicit in the Capitol's regime for their participation. However, there are many people who do believe this and will tell Tributes as much. You can consider some of the Re-Education Professors similarly minded, but their view is not the one Thirteen wants to sell. Residents of Thirteen, of course, DO get mad when anything is remotely Pro-Capitol and they don't sympathize well with the consequences of speaking out.
That aside, it's time for a NEW MISSION.
By now the New Citizens of District Thirteen probably understand the intentions of the Higher Ups a little better. No? Well. If punishments and report cards don't get the message across, perhaps it's time for another mission. Perhaps it's time to hit a little closer to home.

This mission will not be announced formally. There are no rumors, nobody is quite sure when the next round begins. Maybe paranoia makes it harder to sleep, but with a rigorous schedule like this, everyone drifts off in the end. District Thirteen seems particularly fond of their Dream Tech, but this might be the last time they utilize it. New Citizens will dream up something simpler this time, so simple that it doesn't feel so surreal. It's just District Thirteen as they know it, they can walk through it and find that it seems a little emptier, but overall it feels as if they've woken up and they're going about their day as usual.
Within a few minutes, they'll be approached by someone in the familiar jumpsuits of District Thirteen, but it might be someone who shouldn't be there. In this dream, the Trainees will be tested by a dream version of people with the most influence on them. They will seem just as they should be, their mannerisms are perfectly on point and their voices are comfortingly normal. They are, however, determined to convince Trainees that District Thirteen is wrong and that the best course of action is to escape. They aren't necessarily speaking in favor of The Capitol, the thing they really care about is the fact that Thirteen isn't trustworthy.
And isn't it true? Don't they treat you poorly? Don't you deserve better? Your familiar face can offer you better. You can run away, find a new place to hide or find a new team to side with. Better food, more respect and better company. A better chance to fight against The Capitol, even. District Thirteen never helped you anyway, it's time to cut ties, wouldn't you say?
The choice is, of course, entirely up to you.
Summary:
As stated in the dramatic reading, District Thirteen is testing weaknesses. What this means is, we're inviting people outside of Thirteen to Guest Star in Dreams!! We ask that characters coming in have some reason to influence the Trainees here, though they don't necessarily need to be best friends.
Here are a few dot points of what you can expect from this:
- People from outside of Thirteen AND inside guest starring in dreams for your character.
- People inside Thirteen can be used to fake-influence each other if that works best.
- We ask that anyone who signs up do so with good reason, they must have some connection to the people in Thirteen.
- Dropped characters are OKAY if the muns are interested in playing them for this.
- Characters who have never been in the game do not count as Thirteen has no way of emulating them.
- Multiple threads with multiple visitors are OKAY.
- If you choose to play an influential character, do so knowing that they're basically being Role-Played by people from District Thirteen.
The overall consequences for failure will be decided as this plays out. Unlike the last mission, we're giving you a week and a bit to gather your people and make plans. A little after the post goes up, I will be asking how many people allowed themselves to be fooled. Remember that the dream is very, very vivid and there are very few tells as to whether they're being tested or not.
This is very much an independent plot, there will be a post to use for starters and the direction you take your threads is entirely up to you.
Go ahead and use this post to plan and feel free to use your plotting comments to coax people into signing up. There will be a comment for signing up and asking questions in the comments.

Resident Sign-ups
no subject
Character: Hannah Megido
Characters who would influence them: Bucky Barnes (Panem). The homestucks on specific condition... People who have or can create weapons of mass destruction.
Things that would tempt them: Information about her mystery sister(s) of unknown location (possibly the whole family), a way to kill specific people from her backstory, death and mass murder combo,
time travelfreedom.thor
Character: Thor Odinson
Characters who would influence them:
Tony and Steve in particular but most of the Avengers and Avenger friends, Carlos, Sif, Molotov, Feferi and Initiate.
Things that would tempt them:
A chance to have a greater influence, a chance to help more people. If the rest of the team were in real danger or needed him he would absolutely be compelled to follow through.
no subject
Character: Wyatt Earp
Characters who would influence them: Maximus, Howard Bassem, Venus
Things that would tempt them: Being able to be with them; a better way to help people; freedom
no subject
Character: Bucky Barnes
Characters who would influence them: Steve, Peggy, Hannah, Sam
Things that would tempt them: If the person convinced him to let go of his loyalty to his mission (fighting for 13 and taking down the Capitol for ruining his life and the life of others) he'd be willing to listen to whatever the person had to say. Also the person in question's safety/peace of mind, freedom is also tempting once he gets past that mission hurdle.
no subject
Character: Albert Heinrich
Characters who would influence them: Jet Link, Sam Wilson, Initiate Fraysong, Steve Rogers, Terezi Pyrope, Venus Dee Milo, Bruce Banner, potentially Clara Murphy, Punchy, Thor Odinson, or Bucky Barnes (MCU). Cyrus Reagan or Sigma Klim could influence him to leave 13 as well for other reasons (see below)
Things that would tempt them: Other close CR being in trouble, evidence of Thirteen's leadership wanting to betray the off world Tributes in the future or otherwise lumping them together with the Capitol, escape with close CR (though that would take a lot of convincing; Albert is invested in the fate of Panem's citizens as a whole now). In the case of Sigma and/or Cyrus it would be going AWOL for revenge.
no subject
Character: Joan Watson
Characters who would influence them: Sherlock, Punchy, Wyatt
Things that would tempt them: Being with her friends, a better way to fight the Capitol, pointing out how badly 13 treats Tributes and how idiotic that is, protecting her friends. (As things stand right now, it really won't take much at all.)
Carlos
Character: Carlos
Characters who would influence them: The Initiate, Cecil, Thor, Joan
Things that would tempt them: Being able to do science without fear of it being weaponized, being able to protect close CR from punishment at 13's hands.
no subject
Character: Sif
Characters who would influence them: Thor can talk her into some pretty bad ideas. Bruce and Tony might be able to convince her as well.
Things that would tempt them: Protecting Thor, helping a greater number of people, having more influence, getting to do some real fighting. Claiming that she could have her real strength restored.
Re: Resident Sign-ups
Character: Punchy
Characters who would influence them: Joan, Dave, Gary, Initiate, any Avox
Things that would tempt them: A chance to be the hero, glory
Re: Resident Sign-ups
Re: Resident Sign-ups
Character: Cecil Palmer
Characters who would influence them: Carlos, Joan, Initiate
Things that would tempt them: Information about his family; strong comparisons between the Capitol and D13; persuasion that plays on the aftereffects of Avox conditioning; the promise of a place where speech is actually free.
Dream Guest Sign-ups
no subject
Character(s) Offered: Karkat Vantas
Character(s) they will approach: Hannah Megido - he's relevant in knowing Aradia and Damara, but he barely has relevance to anyone else.
Re: Dream Guest Sign-ups
Character(s) Offered: Clara Murphy and Darcy Lewis
Character(s) they will approach:
Clara: Albert, Carlos, Punchy, possibly Wyatt
Darcy: Punchy, Thor, Sif
no subject
Character(s) Offered: Initiate (with speech???)
Character(s) they will approach: Carlos, Cecil, Thor, Punchy, Albert. (If anyone would want that.)
no subject
Character(s) Offered: Steve Rogers
Character(s) they will approach: Thor, Albert, Bucky. (Maybe others if they want him.)
no subject
Character(s) Offered: Maximus, Sherlock, Ellie
Character(s) they will approach: Wyatt, Joan, Punchy. I'm sure there are others still in 13 that have CR with my baes but it is 6:04 am
no subject
Character(s) Offered: Jet Link
Character(s) they will approach: Albert, I don't think he has any influence over anyone else.
no subject
Character(s) Offered: Molotov Cocktease
Character(s) they will approach: Thor b/c no one else matters
no subject
Character(s) Offered: Terezi Pyrope
Character(s) they will approach: Albert, Hannah, anyone else who wants her?
no subject
Character(s) Offered: Carlos
Character(s) they will approach: Cecil, Joan, Punchy -- anyone else who's interested?
no subject
Character(s) Offered: Hannah
Character(s) they will approach: Bucky (Panem)
Re: Dream Guest Sign-ups
Character(s) Offered: Sigma Klim
Character(s) they will approach: He'll approach Albert because of the bad blood between Albert, Jet, and Sigma. Being a Capitol Official who seems like he would benefit from Tributes returning to the Capitol, anyone who has shown to have strong feelings about his promotion, really (just ask!).

Plotting
Hannah Megido
That said, I would love for someone to try and sway her through kindness. She doesn't tend to trust that so it would be interesting to see an attempt, especially to get her at least thinking about wants beyond the ones above and what she might give for those. (things like, say, a musebox ahah)
I'm not picky to who sways her, or how, just so long as there is at least one. c: Any takers?
