Lets Get Down To Business - District 13 plot
Introducing your newest District Thirteen plot, today's flavour is Rigorous Training and Surprise Missions.
The foundations of District Thirteen are built on people, all sorts of people from Districts that go beyond Thirteen. It's something of a safe haven, but a safe haven is only safe if the people protecting it are competent enough to do so. Tributes and Victors alike have been snatched for purposes beyond clear understanding, the only real truth is that they are to participate in the rebellion against the Capitol.
The only problem? District Thirteen doesn't think they're ready. They've reviewed your strengths and weaknesses, they know your fears, your distractions and your capability. You may have talents beyond your ability to fight, but the fact is that District Thirteen is a place for soldiers.
It starts with announcements and an assurance that training for the Tribute refuges will begin soon. Something that appears to be a survey will be handed out, there's little debate as to whether it out to be filled out or not. Tributes are asked to return their forms promptly so as to ensure the training runs smoothly.
OOC information:
Starting promptly, characters will be inducted into official District Thirteen training. Regardless of their merit as fighters, their loyalty and skill will be trusted through routine tests. Things such as notable weaknesses and fears will be used against the refugees in an attempt to test them, District Thirteen only wants to be represented by those they feel they can trust.
These tests will cycle like events, probably with one or two a month and with varying skills applied. They won't always rely on combat skills, sometimes it will be based on tactical thinking or your reliability and honor as a person. Since a person cannot be banished from District 13 for poor performance, those who fail missions or do badly will be punished with harsh training, grueling chores and other less favorable duties while good behavior and performance is rewarded.
Punishments and rewards will vary based on the tests, sometimes it may be RNG but for the most part it will be based on IC/OOC judgment.
We would like to roll out the first test in the months, the only detail you'll need to know is that it will be spontaneous for your characters. There will be plenty of warning for you, however.

CARLOS THE SCIENTIST
Name: Carlos
Age: 35ish, give or take the time I lost being revived in the Arenas.
Notable Skills: Science.
Areas of Improvement (in your personal opinion): I don't see anywhere I need to improve. I'm a scientist. I'm good at science.
OOCly
Your characters fears/biggest weaknesses: Carlos is afraid of being held down and squirrely about things getting near his face. It's not quite claustrophobia. He's fine as long as he can move around and isn't restrained.
Situations your character excels in: Immediate and present danger or horrifying things happening in front of him. Carlos keeps a cool head no matter what, so long as he's still free to move.
Punishments that would impact them: Being in restraints, being threatened with heat-based torture, and most especially, being taken off the science project.
Rewards that would entice them: Better care for Thor. That's the big one. Being able to turn his watch off at night. Coffee for him and for Cecil would be nice, too. A lab coat. Friends of his being brought here. Being allowed to cook?
Hannah Megido
Name: Hannah Megido
Age: 34
Notable Skills: excellent memory. ability to pass unseen and unnoticed. excellent climbing ability. proficient with throwing knives, daggers, ropes/whips, improvised weaponry. basic survival. private combat and endurance training.
Areas of Improvement (in your personal opinion): increase range of weapons able to be used.
OOCly
Your characters fears/biggest weaknesses: being controlled, any loss of agency at all. Being lied to/betrayed/used by those "close" and ergo letting anyone close at all. Being touched. Losing her chance to get her vengeance and doubly being made to live while imprisoned.
Situations your character excels in: Stealth and secret gathering. Alternately any instance where maximum destruction is called for. Any task requiring endurance and patience.
Punishments that would impact them: minor punishments would be any restriction at all regardless of what it was, or being made to work with others. More extreme punishment would be imprisonment and any abuse suffered during.
Rewards that would entice them: Any inch of new freedom. Any opportunity at exacting vengeance where desired. Time outside or just being left alone. Cigarettes.

Age: 42
Notable Skills: Medicine, deduction, single stick/baton, passable rifle shot. I can tell when someone is lying about 90 percent of the time, notice when a single detail is out of place, and remember everything I see with high accuracy.
Areas of Improvement (in your personal opinion): Technology, more lethal combat methods.

Your characters fears/biggest weaknesses: Joan's biggest fear is being responsible for the death of someone she cares about or is protecting. Her main weakness is vulnerable people. She will instinctively protect, and can be taken advantage of.
Situations your character excels in: Joan is good at performing in crisis situations. She's able to turn off her emotions and do what has to be done.
Punishments that would impact them: Joan is a tough nut to crack. Scutt work would be very annoying and bring flashbacks of med school and life as a lowly intern. Probably the worst would be working hard to do something and not being able to do it right no matter what she does.
Rewards that would entice them: Projects and time with her friends.

Areas of Improvement (in your personal opinion): Some of things here I still don't know how to use. I'd like to learn.

Your characters fears/biggest weaknesses: Losing those he cares about/them being hurt (Maximus, Howard, Venus specifically). Needles, being injected with just about anything, innocuous or otherwise.
Situations your character excels in: Endurance. Wyatt can push himself a long time against a variety of trials, be they physical or environmental. He's also quick-thinking and has excellent reflexes, making him great in a fire-fight.
Punishments that would impact them: Being threatened with just about anything medical, or thinking his failure will hurt Max/Howard in anyway.
Rewards that would entice them: Being allowed to go topside, knowing more about where and what Maximus is doing (which, him being a dropped character means that's not something 13 can really give, but promises that they will would help for a while).

Notable Skills: Skilled warrior, trained in several kinds of Asgardian combat, competent hunter, Political leader and Prince, Interdimensional traveller (adaptable), Can work independently or in a team, High level endurance and strength, Physically fit and something of a tactician. Fights primarily with melee weapons or hand to hand.
Areas of Improvement (in your personal opinion): Weak state of mind, currently. Could be described as traumitised but isn't willing to be weighed down by it. Temper issues. Out of sorts while proceeding with treatment. Could use help adapting to new technology and weapons.

Your characters fears/biggest weaknesses:
Right now his biggest fear is that somehow he will lapse into the brainwashed state of mind again and lose control. Hurting loved ones or threatening his home world are big no buttons for him. He has a huge weakness for his family and his friends and he can be fooled fairly easily using them. He has a very trusting nature.
Above all things, losing control is the worst for him. Being threatened could end badly. He's most afraid of himself right now.
Situations your character excels in: Ones where he can take charge and initiative. Ones that require prioritising. Rescue missions in particular, he prefers situations where he's there to help and not to kill.
Punishments that would impact them:
The threat of being unable to contact anyone for his own failures, limited time around other people (time consuming chores), punishing anyone else for his failures.
Rewards that would entice them:
The ability to contact the people he has left in the Capitol, he's also pretty enticed by the idea of resuming a leaderly position even if he's wary of himself.

Age: 20
Notable Skills: Dawg, I be straight high up with the tech shit, plus I can fucking law a motherfucker out like Kansas if they be stepping. Plus I'm a lyrical gangsta and the bitches love me. Let me at your ho for twenty minutes and she be dumping you like a bad hand.
Areas of Improvement (in your personal opinion): I'm too fly, I can't improve on perfection.

Your characters fears/biggest weaknesses: Punchy is a strict no-kill pacifist, so he won't kill anyone. His biggest fear is being forced to do so again or harm coming to a loved one, or public ridicule.
Situations your character excels in: High-pressure rescue missions.
Punishments that would impact them: Anything reminiscent of Avoxing.
Rewards that would entice them: Getting to communicate with his friends in the Capitol, shiny tech shit, praise, booty.
Albert Heinrich
Name: Albert Heinrich
Age: Over 100 years.
Notable Skills:
+ Tactical experience of 50+ years in the field participating in and coordinating operations both overt and discreet specializing in outnumbered and/or guerrilla warfare.
+ Artillery and heavy weapons specialization including but not limited to: handguns, machine guns, semi automatic, and automatic weaponry dating from the mid twentieth century through the mid 2130's, and micro-demolitions.
+ Hand to hand combat training, both unarmed and with a knife. Passable with a spear.
+ Pilot experience for a multi-helm hybrid ground/water/aircraft.
+ Rudimentary field first aid training.
+ Practiced in urban and wilderness survival.
+ Knowledge of working military code from above timespan.
Areas of Improvement (in your personal opinion):
I could stand to improve my first aid skills.
OOCly
Your characters fears/biggest weaknesses: He's very codependent and isn't doing well without Jet despite the stiff upper lip he's trying to keep around 13. He deeply fears losing those close to him, and despite his standoffish attitude he feels close to the other Tributes because of their shared situation, as well as anyone who's obviously been directly adversely effected by the Capitol (ie: Hannah, Cecil). He doesn't count it as a weakness, but he has a very hard time leaving allies behind in a dangerous situation, even if the best tactical decisions calls for it.
More physically, because of his eyes being so pale, he doesn't do well in incredibly bright light, though he can get by okay on hearing alone. He's used to being virtually indestructible in his canon and so even though he's mostly squishy human now, he still slips up from time to time and reacts in ways that cause him injury. He's also not structurally reinforced throughout his body and so his limbs sometimes cause him pain where they're grafted to the rest of him, including phantom pains in the metal limbs themselves.
Situations your character excels in: He takes charge well and is used to command. He can easily put personality differences aside and put his allies to jobs that suit their skills so long as he knows them. He keeps calm under fire and has no issue being on the front line either.
Physically, he's very much in shape and his arms and legs are cybernetic, which grant them better than average stability even if his entire skeleton isn't reinforced. His hearing is well above average, able to pick out individual sounds during a firefight if he concentrates hard enough (I have a canon video example of this if needed). All of the information he gave in his ic responses is accurate.
Punishments that would impact them: Being kept out of the loop, being told his actions directly effected 13's decisions on which Tributes to take (ie: not taking someone because he fucked up), loss of physical autonomy by way of drugs, hospital restraint, or non-consented to medical/scientific procedure (literally taking his legs, for example. They're robot legs, they come off). Returned to his cybernetic state from canon or similar without consent (please note that if things become dire enough, he may consent to it to give whatever side he's fighting for a better chance, but there would be conditions)
Rewards that would entice them: A cigarette and/or coffee allowance, meat based meals, 'rescue' of certain Tributes, access to some of 13's plans for the future, time outside, conditions of amnesty for certain people (generally Victors and other tower staff) in the final stages of the rebellion.
Bucky Barnes
Name: Bucky Barnes
Age: 25
Notable Skills:
- Trained soldier
- Liaison for various departments: Tribute relations, tactical and physical training, and propaganda, plus whatever else anyone needs from me around here
- Sniper specialty
- Good at moving undetected
Areas of Improvement (in your personal opinion): I don't know, I would hope someone would have mentioned something by now.
OOCly
Your characters fears/biggest weaknesses: Known strong attachment to Peggy Carter, who isn't present but could potentially be used against him. Has no contact with his family but if something were going on in D10 he would worry about them and potentially act (like if the Capitol was going to bomb 10 and 13 refused to do anything). Has a potential sympathy for the off-world Tributes that I can see the heads of 13 worrying over as it may divide Bucky's loyalties.
Situations your character excels in: He's a good little soldier and follows any and all orders given by 13. He's a good mission lead. When 13 points him in a direction and says go, he goes, always with 13's best interests in mind. He will also take the fall for 13 if he feels the District's well being as an entity would suffer for coming under scrutiny. (Ie: He implied to Albert that it was his decision not to grab Jet after the Arena when in reality it was the decision of those above him in the chain of command)
Punishments that would impact them: The discovery and seizure of his motorcycle, the loss of the ability to send messages (usually via snailmail and clandestine telegrams) to Peggy Carter, reassignment to a job other than Tribute Liaison, cleaning duties.
Rewards that would entice them: More free time, bringing his family to 13, steak.

Name: Cecil Palmer
Age: 36
Notable Skills: Well-versed in communications tech of all kinds; knowledge of a lot of nearly-lost-to-history communications codes and methods; can put together a radio out of basically anything! Also: Not so much a skill, but Cecil is brave - if he feels he has a good reason to do something, he won't duck out of danger to do it.
Areas of Improvement (in your personal opinion): General survival skills. Ability to keep quiet in a high-stress situation. Not out of shape, and not a coward, but has no fighting skill whatsoever. Simultaneously willing to believe anything, and suspicious of authority.
OOCly
Your characters fears/biggest weaknesses: Fears: Losing his voice, and/or going back to being an Avox. Being treated as invisible. Putting someone else in harm's way. Losing Carlos again. Weaknesses: ...See above, pretty much.
Situations your character excels in: Ones where he has to verbally persuade or convince someone of something; ones where bravery is required; ones where vocal imitation of someone else would come in handy; problems requiring investigation and/or piecing together of collected information.
Punishments that would impact them: Isolation from other people. Isolation from Carlos. No longer being allowed to broadcast to D13, or having his programming restricted. Being made to do menial labor, or in any other way reminded of his time as an Avox.
Rewards that would entice them: Greater freedom in his broadcast programming. Permission to go outside. The promise of coffee.

Notable Skills: One of Asgard's greatest warriors, skilled in the use of many weapons as well as hand to hand combat.
Areas of Improvement (in your personal opinion): A more thorough education in how this world works, the technology, the culture, the weapons.

Your characters fears/biggest weaknesses: Her number one weakness has always been Thor. Where he goes she will follow even if she knows that it is a bad idea, and if he was in danger she could end up doing pretty stupid things to save him. Other people she cares about are weaknesses in similar fashions though not quite to the same degree. She fears that Thor will revert to his brainwashed state, and she is rather afraid of being brainwashed herself. She isn't what one might call a crafty person, and very set in her asgardian ways so while she is by no means stupid, she is still not difficult to deceive which is definitely a weakness.
Situations your character excels in: Combat-related situations, and training others to become better fighters.
Punishments that would impact them: Being separated from Thor, being forced to do tasks where she feels as if she is not being used to her full potential or things that feel unworthy for a warrior of Asgard.
Rewards that would entice them: Being able to contact her friends in the capitol.
