Lets Get Down To Business - District 13 plot

Introducing your newest District Thirteen plot, today's flavour is Rigorous Training and Surprise Missions.

The foundations of District Thirteen are built on people, all sorts of people from Districts that go beyond Thirteen. It's something of a safe haven, but a safe haven is only safe if the people protecting it are competent enough to do so. Tributes and Victors alike have been snatched for purposes beyond clear understanding, the only real truth is that they are to participate in the rebellion against the Capitol.

The only problem? District Thirteen doesn't think they're ready. They've reviewed your strengths and weaknesses, they know your fears, your distractions and your capability. You may have talents beyond your ability to fight, but the fact is that District Thirteen is a place for soldiers.

It starts with announcements and an assurance that training for the Tribute refuges will begin soon. Something that appears to be a survey will be handed out, there's little debate as to whether it out to be filled out or not. Tributes are asked to return their forms promptly so as to ensure the training runs smoothly.

OOC information:
Starting promptly, characters will be inducted into official District Thirteen training. Regardless of their merit as fighters, their loyalty and skill will be trusted through routine tests. Things such as notable weaknesses and fears will be used against the refugees in an attempt to test them, District Thirteen only wants to be represented by those they feel they can trust.

These tests will cycle like events, probably with one or two a month and with varying skills applied. They won't always rely on combat skills, sometimes it will be based on tactical thinking or your reliability and honor as a person. Since a person cannot be banished from District 13 for poor performance, those who fail missions or do badly will be punished with harsh training, grueling chores and other less favorable duties while good behavior and performance is rewarded.

Punishments and rewards will vary based on the tests, sometimes it may be RNG but for the most part it will be based on IC/OOC judgment.

We would like to roll out the first test in the months, the only detail you'll need to know is that it will be spontaneous for your characters. There will be plenty of warning for you, however.

Please fill this out both ICly and OOCly and post it in the comments promptly. The sooner it gets done, the sooner the fun begins (please try to turn it in before the 16th if possible).

Notable Skills:
+ Tactical experience of 50+ years in the field participating in and coordinating operations both overt and discreet specializing in outnumbered and/or guerrilla warfare.
+ Artillery and heavy weapons specialization including but not limited to: handguns, machine guns, semi automatic, and automatic weaponry dating from the mid twentieth century through the mid 2130's, and micro-demolitions.
+ Hand to hand combat training, both unarmed and with a knife. Passable with a spear.
+ Pilot experience for a multi-helm hybrid ground/water/aircraft.
+ Rudimentary field first aid training.
+ Practiced in urban and wilderness survival.
+ Knowledge of working military code from above timespan.

Areas of Improvement (in your personal opinion):
I could stand to improve my first aid skills.

Your characters fears/biggest weaknesses: He's very codependent and isn't doing well without Jet despite the stiff upper lip he's trying to keep around 13. He deeply fears losing those close to him, and despite his standoffish attitude he feels close to the other Tributes because of their shared situation, as well as anyone who's obviously been directly adversely effected by the Capitol (ie: Hannah, Cecil). He doesn't count it as a weakness, but he has a very hard time leaving allies behind in a dangerous situation, even if the best tactical decisions calls for it.

More physically, because of his eyes being so pale, he doesn't do well in incredibly bright light, though he can get by okay on hearing alone. He's used to being virtually indestructible in his canon and so even though he's mostly squishy human now, he still slips up from time to time and reacts in ways that cause him injury. He's also not structurally reinforced throughout his body and so his limbs sometimes cause him pain where they're grafted to the rest of him, including phantom pains in the metal limbs themselves.

Situations your character excels in: He takes charge well and is used to command. He can easily put personality differences aside and put his allies to jobs that suit their skills so long as he knows them. He keeps calm under fire and has no issue being on the front line either.

Physically, he's very much in shape and his arms and legs are cybernetic, which grant them better than average stability even if his entire skeleton isn't reinforced. His hearing is well above average, able to pick out individual sounds during a firefight if he concentrates hard enough (I have a canon video example of this if needed). All of the information he gave in his ic responses is accurate.

Punishments that would impact them: Being kept out of the loop, being told his actions directly effected 13's decisions on which Tributes to take (ie: not taking someone because he fucked up), loss of physical autonomy by way of drugs, hospital restraint, or non-consented to medical/scientific procedure (literally taking his legs, for example. They're robot legs, they come off). Returned to his cybernetic state from canon or similar without consent (please note that if things become dire enough, he may consent to it to give whatever side he's fighting for a better chance, but there would be conditions)

Rewards that would entice them: A cigarette and/or coffee allowance, meat based meals, 'rescue' of certain Tributes, access to some of 13's plans for the future, time outside, conditions of amnesty for certain people (generally Victors and other tower staff) in the final stages of the rebellion.
