Lets Get Down To Business - District 13 plot
Introducing your newest District Thirteen plot, today's flavour is Rigorous Training and Surprise Missions.
The foundations of District Thirteen are built on people, all sorts of people from Districts that go beyond Thirteen. It's something of a safe haven, but a safe haven is only safe if the people protecting it are competent enough to do so. Tributes and Victors alike have been snatched for purposes beyond clear understanding, the only real truth is that they are to participate in the rebellion against the Capitol.
The only problem? District Thirteen doesn't think they're ready. They've reviewed your strengths and weaknesses, they know your fears, your distractions and your capability. You may have talents beyond your ability to fight, but the fact is that District Thirteen is a place for soldiers.
It starts with announcements and an assurance that training for the Tribute refuges will begin soon. Something that appears to be a survey will be handed out, there's little debate as to whether it out to be filled out or not. Tributes are asked to return their forms promptly so as to ensure the training runs smoothly.
OOC information:
Starting promptly, characters will be inducted into official District Thirteen training. Regardless of their merit as fighters, their loyalty and skill will be trusted through routine tests. Things such as notable weaknesses and fears will be used against the refugees in an attempt to test them, District Thirteen only wants to be represented by those they feel they can trust.
These tests will cycle like events, probably with one or two a month and with varying skills applied. They won't always rely on combat skills, sometimes it will be based on tactical thinking or your reliability and honor as a person. Since a person cannot be banished from District 13 for poor performance, those who fail missions or do badly will be punished with harsh training, grueling chores and other less favorable duties while good behavior and performance is rewarded.
Punishments and rewards will vary based on the tests, sometimes it may be RNG but for the most part it will be based on IC/OOC judgment.
We would like to roll out the first test in the months, the only detail you'll need to know is that it will be spontaneous for your characters. There will be plenty of warning for you, however.
Please fill this out both ICly and OOCly and post it in the comments promptly. The sooner it gets done, the sooner the fun begins (please try to turn it in before the 16th if possible).

Name: Cecil Palmer
Age: 36
Notable Skills: Well-versed in communications tech of all kinds; knowledge of a lot of nearly-lost-to-history communications codes and methods; can put together a radio out of basically anything! Also: Not so much a skill, but Cecil is brave - if he feels he has a good reason to do something, he won't duck out of danger to do it.
Areas of Improvement (in your personal opinion): General survival skills. Ability to keep quiet in a high-stress situation. Not out of shape, and not a coward, but has no fighting skill whatsoever. Simultaneously willing to believe anything, and suspicious of authority.

Your characters fears/biggest weaknesses: Fears: Losing his voice, and/or going back to being an Avox. Being treated as invisible. Putting someone else in harm's way. Losing Carlos again. Weaknesses: ...See above, pretty much.
Situations your character excels in: Ones where he has to verbally persuade or convince someone of something; ones where bravery is required; ones where vocal imitation of someone else would come in handy; problems requiring investigation and/or piecing together of collected information.
Punishments that would impact them: Isolation from other people. Isolation from Carlos. No longer being allowed to broadcast to D13, or having his programming restricted. Being made to do menial labor, or in any other way reminded of his time as an Avox.
Rewards that would entice them: Greater freedom in his broadcast programming. Permission to go outside. The promise of coffee.

Notable Skills: One of Asgard's greatest warriors, skilled in the use of many weapons as well as hand to hand combat.
Areas of Improvement (in your personal opinion): A more thorough education in how this world works, the technology, the culture, the weapons.

Your characters fears/biggest weaknesses: Her number one weakness has always been Thor. Where he goes she will follow even if she knows that it is a bad idea, and if he was in danger she could end up doing pretty stupid things to save him. Other people she cares about are weaknesses in similar fashions though not quite to the same degree. She fears that Thor will revert to his brainwashed state, and she is rather afraid of being brainwashed herself. She isn't what one might call a crafty person, and very set in her asgardian ways so while she is by no means stupid, she is still not difficult to deceive which is definitely a weakness.
Situations your character excels in: Combat-related situations, and training others to become better fighters.
Punishments that would impact them: Being separated from Thor, being forced to do tasks where she feels as if she is not being used to her full potential or things that feel unworthy for a warrior of Asgard.
Rewards that would entice them: Being able to contact her friends in the capitol.
