Game Wide Vote!
With each mod post we've mentioned a rough estimate of remaining Arenas and we've been slowly ticking them down. Right now as we've planned it we have two Arenas left on the horizon, which will see us through until September/October or so. We're getting down to the wire, but since we've had mod changeover and some changes in the playerbase, we want to open up a vote to all of the Games' players as to see if this is the direction the game should take in the near future. If so, things will definitely start picking up pace.
Once we start into endgame, things will be heading into war. Our intention as mods is to aim for something more interesting than standard NPC'd fight threads. We hope to bring some real action and drama in, both with District 13 and the other remaining districts, in order to have a fun and engaging experience for everyone. The Capitol will also be looking to claim soldiers for their side, and this ultimately may mean friend fighting friend through the streets. We want to hear from you what you all would like to see of the war, to see if there are any suggestions we can incorporate and any direction we can approach. After all, this is your story to write, even if we're throwing the curveballs. How do you want it to end?
Two things that we want to see come from the descent into endgame include both revealing the nature of the Tribute's resuscitations from death and the chips every Tribute has within them. Looking into the chips - which are what cause the character powers to be locked, among other things - might open the chance to unlock powers later during the war, if that's what the majority wants. At this point, it is only matter of justification whether fear of the powers would win out over Capitol's and District 13's desire to use them against each other in the absence of nuclear weapons. The purpose of this poll here is to get a general feel for how the players as a body feel about learning this (potentially triggering, let's be real we're talking about death here) revival mechanic, Tribute's memories, and of powers being used within the war.

Plot suggestions? Ideal ending?: I'd like to see a "third party" of sorts– a chance for characters to rebel without being affiliated with D13. There are certainly Capitol characters and others who are sympathetic to Tributes who wouldn't necessarily want to work with D13, so this is something I'd like to see explored. I have some ideas on how to make this happen, but I'd like to gauge interest in this before going ahead with submitting it.

Plot suggestions? Ideal ending?: Ideal ending for me would be the rebellion winning the war, with Tributes playing an important role (either on District 13's side or as their own faction). Undecided on whether I like the Tributes being stuck there after the war or having the potential to return to their home worlds more. Personally I'd be interested in playing out rebuilding after the war, with Tributes having to figure out how they fit in with the new Panem.
I think it'd be fun for powers to come back, but either towards the end of the war and/or only in limited/controlled amounts during the war. I'm also agreeing with the people who think it's important to make sure non-powered people or those with limited powers to still play vital roles. Sam's used to being nonpowered among superheroes, but I can see why a lot of players with nonpowered characters would be concerned about feeling pushed to the side.

Plot suggestions? Ideal ending?: Cranking up the war, district focuses in a way that is playable (non-NPC focused). Putting in more intrigue and conflict for both Tributes and Capitol characters alike. Echoing that of Catching Fire and the MockingJay with a full Tribute + others rise against the Capitol, then taking the reigns from 13 also by the end (but not immediately) with a lot of speed bumps for characters along the way.

Plot suggestions? Ideal ending?: I know that for Terezi's specific character arc, I was hoping for her to be able to use her foresight/scrying abilities as a bargaining chip once I took her over to D13. I think as far as D13 goes, canonwise they were very keen on using whatever advantage they can get a hold of, so long as they thought that they could control it. Usefulness before anything else, etc.
As far as the overall plot goes, I'd like to see the confrontation between the two societies. The Capitol likes to employ methods to get into the enemies' heads, so using that sort of mental warfare through broadcasts would be interesting. Meanwhile, the Tributes could also uncover the nastier and more brutal side of D13, which might lead them to overthrow Coin as well. In that case, they would have to work within the D13 system, much like Katniss did in the books; since I don't think that the tributes could manage to hold their own as a third party in a war between two militarized societies. Not to mention it would thin the pool of possible CR even further to split it between three groups, which has been something of a concern in the past.

Plot suggestions? Ideal ending?: I love bittersweet endings, where the overall goal is achieved, but with a price. For revival and memories, my "yes" is contingent on it being a slow-burn reveal rather than a sudden infodump. My concern is with dumping a whole lot of extra misery on top of the misery that rebellion generates all on its own. I do get that it's war, and that it's going to be unhappy and unpleasant most of the time, but having played in games where it's nothing but constant unhappiness with no time to heal, it's can quickly become less fun from an OOC perspective. I feel that a slow-burn allows it to sink in over time, rather than one big gushing wound created by an infodump that can never really heal, because there's no time for it. But maybe that's also the plan already, in which case the yes stays!

As someone who plays a couple of characters who would be *very* skeptical of D13 but would potentially be willing to help reform or overturn the system I think it might be a good idea - even on a small scale - to work on giving them some stuff to do.
As far as actual endings are concerned, I like bittersweet, we've suffered a lot of losses but (more or less) achieved the overall goal kinda thing. Basically I like to maximize options for people - so if I want to kill off one of my characters, or keep them in Panem, or send them home somehow, ideally there would be ways for any of those things to happen.

Powers during wartime: Yes, though none of my characters have any powers. It'd be interesting to see the new dynamics between Tributes and Panem citizens once that safeguard is removed.

I'd let the player decide if they want their characters to leave or settle and find their place. I would like see a third party in this conflict outside the Capitol and D13, to allow for freer interaction without being affiliated to Snow or Coin while aiding in the rebellion.

Plot suggestions? Ideal ending?: My ideal ending is one where the Capitol is dismantled and Panem shifts into a tired, bittersweet but hopeful rebuilding of itself after the war. I'd also very much like the option for characters to stay behind in Panem and live there post-game instead of returning to their home universes, though I'm not opposed to that also being an option! I also agree with Tess about interspersing the inevitable horrors of war with some positive things so that there's no risk of endgame burnout for players who are having nothing but super heavy plot piled onto them.
I'd also like to amend to say that I agree with other players like Bri who have brought up concerns of powers coming back making the plot less accessible to non-powered characters. Maybe powers could be won back as the result of a plot like I said above (characters having to hack the chips to unlock them, maybe?) and only be available for the tail end of the war, or only be partially unlocked. I was under the impression they wouldn't be brought back the moment we switched into the war plot, so that non-powered characters would still have a chance to do more than just be support. I hope something similar to that is the case.

Ideal ending?: This may or may not be moot depending on what the exact nature of tribute revivals and memory is, but I'd really like a chance for tributes to either go home or stick around after the end of the war if they want to... help fix things, make new lives for themselves, that kind of thing. Maybe not a perfect AND THEN EVERYTHING WAS PEACEFUL AND GREAT ending, but something with hope for renewal, for something better than they had under the Capitol's thumb.

Powers during wartime: No. I think one of the more appealing aspects of this game is the equal playing field it provides characters. I feel that by granting back those supernatural abilities, it's harder for depowered characters to realistically make any significant difference in the proceedings.

Addressing revival and memories: Yes, that sounds like a lot of fun.
Plot suggestions? Ideal ending?: I like the idea of when things dissolve into war, the Capitol scrambles to take the tributes still with them into custody to use as weapons or brainwash, especially if they have a power or skill that would be useful to them in the war. That would give people chances to play out torture, escape/rescue attempts, have their characters fight on the side of the Capitol temporarily despite not wanting to, set up conflicts, whatever. The Capitol can grab bits of their DNA and make mutts out of people who have special DNA somehow, they can hijack them Peeta-style, they can be surgically modified--basically, whatever the mun can think of that the mods are okay with.
I also like the idea of a third faction set up primarily by tributes and rebels disillusioned with Coin. I like the idea of these three sides grappling for powered tributes to use, I like the idea of Coin's rebellion (and maybe the third faction too) using powered or skilled tributes just as ruthlessly as the Capitol (with just a shade less brainwashing, but no less coercion).
I'm interested in all the facets of war that don't involve direct fight threads, like biological attacks, espionage, psychological warfare, and propaganda. I'd love to see the Capitol releasing pamphlets and commercials with skewed retellings of tribute backstories to either paint them as heroes if they're fighting for the Capitol or as monsters if they're with the rebellion. I'd love for Coin's rebellion to do the same, even if the people fighting for the Capitol are doing so unwillingly. Letters full of Capitol-anthrax could be sent around, spies can be inserted into both sides, people can get publicly executed as warnings, all that stuff. I'd love moral ambiguity, suffering, torn apart families--basically, let's turn the war into one horrific arena where there's no grand audience and death is permanent.
All that said, there should be room for lightness in all this, since I agree that it'd be easy to get burnt out if everything is gloom and doom. I think that could be dealt with with events, like parties in the Capitol or weddings in D13 or mutts gone wrong derping around the countryside harmlessly because the Capitol didn't know what to do with them.
As for an ending, something bittersweet would be nice. There's lots of destruction, lots of people died, everyone's scarred, but the Capitol has been overthrown and the tributes have the option to go home. I'd like for the tributes to have to work for that option a little, like discovering how to do it or rebuilding a machine that they can use or whatever, but I'd like them to be able to go home freely. If we're feeling extra generous, we could make the methods of going home two-way, so tributes don't actually have to choose and they can come and go between worlds.

Powers during wartime: Yes, with caveats. Slow rollout only near the very end, or else the war would basically be handed over to the Tributes lol. There could also be an IC option for natives to pick and choose who gets powers back and to what extent, to OOCly avoid game breaking powers. Or, simply that more powerful characters had higher security on their chips that takes longer to crack. (Don't let Psii at it though, he's a hacker lol.)
Addressing revival and memories: Yes, with caveats. I've been playing (like the previous Psiioniic/Helmsman who was here) as if deaths in the arenas are real, meaning they ping his precognitive powers concerning death and doom. As long as the mechanic involves the soul leaving a corporeal body, i'm for it. What happens to the soul after (shoved into a clone, destroyed and stolen again from homeworld timeline for memory reinsertion, etc.) doesn't matter, as long as there is an actual death. If not (e.g. the soul is tied to the chip rather than the body and never ever leaves the chip), then i'd have to say no, if only because that contradicts Psii's visions and can't be retconned, as i was not made aware of it when i apped in.
Plot suggestions? Ideal ending?: Some sort of mechanic to keep otherworlders from running away from war and civilization in Panem entirely, since that is sort of the focus here. Whether they are forced via the chip (help us or I'll make you kill your friends), or there is some sort of emotional investment.... Perhaps there is no option to go home, and otherworlders must make a life here, therefore they would care more about the outcome of the war and the people of Panem?
I always thought a Tribute-centric faction would arise only after the big war against the Capitol? :? Seems a little late for one to be forming. Ultimately i don't care if there is a third faction, since I'd personally rather keep things simple. But i know some people have been discussing it here, so there's my thoughts: A third faction might be cool, but a third comm or location isolating CR would not be. Perhaps a third faction created by Tributes within D13, working within D13's system and still able to branch out for CR?
A look at the noncombatant side of war. Espionage, looting, field medics, weapon construction, code breaking, supply hijacking, civilian suffering,
bagging bodies. Yes, the war is a focus, and there are big players in it, but it can also be a backdrop for a variety of stories. There are a million wartime movies that span a lot of genres, from romance to survival to action, with characters from all walks of life. Room for wartime living between plot stuff would be great, in a similar timescale to how Tributes return to Capitol life for a breather after an arena. The playerbase has stayed here because they like the balance of plot/action vs. slice-of-life.And (on the flip side, i'm sorry) creative ways to fight! The Gamemakers are a twisted bunch, and they've gotten a lot of practice killing people in arenas. Gas, traps, mutant animals, psychological warfare, etc. And i wouldn't put much past D13's forces either, since some of them were former Tributes and have Seen Some Shit.

Powers during wartime: Yes, but I'd like the return of them to be a plot. Like the Capitol authorising Tributes on their side (willing or not) to have powers so that D13 is has to allow powers on their side to combat that also and they're only allowed for missions. Then later on there could be a plot where the Tributes take control and figure out how to switch them on themselves permanently near the very end.

Plot suggestions? Ideal ending?: The Tributes win the war. After a period of fighting for D13 or the Capitol the Tributes are like "fuuu thiis" and form their own faction. They take out Snow and Coin both and start to rebuild Panem into something better, with the game being left as a sort of sandbox for people wanting to keep playing that out.
I can go either way with Tributes discovering the key to the transporter to go home or being forced to make this world their home on a permanent basis.

Ideal ending?: Regarding the "qualifications" I mentioned up there for the powers unlocking, I'm all for it if the mods are careful with how quickly powers are given back, how many characters in total get their powers back, and if thought is given to how non-powered or low-powered characters still get to be relevant to the goings-on. I love the idea of our characters getting to do what they do best, but the war could quickly get one-sided for one faction or the other, and it could leave a lot of characters essentially back at the base scratching their behinds for lack of anything to do. Maybe if getting powers back needs to be requested OOC or mod approved or done with quotas or something? Other than that, I am for whatever form the final plot shall take.

Powers during wartime: No, unless there are heavy restrictions made so that non-powered characters can still play major roles. For example, either really slow rollout of powers, only select characters getting powers back to avoid gamebreaky powers, or some kind of experimentation to give normals additional powers.
Addressing revival and memories: Eh. It's kind of already ICly figured out by characters who have been here long enough and can put two and two together? They're either clones or ripped out of time. Memories would be more interesting to me. Neither really strikes my preferences unless the mods have a good plot for it.
Plot suggestions? Ideal ending?: I'm all for rebuilding the world and a bittersweet ending. I also definitely want more Tribute involvement, so a third faction would be interesting. Right now it feels a little bit like Tributes are waiting for D13 and the Capitol to come to blows.
Personally, I'd rather not have characters able to return home, because I feel like adapting to and rebuilding Panem would be much more interesting.
For what I'd like to see in the war: espionage, defection, political intrigue, Coin holding kangaroo trials for traitors, chemical warfare, and possibly things like the Tributes hijacking the revival mechanism to pull in offworld monsters. I would love for Tributes to be calling the shots and having fights amongst themselves over some truly morally grey options.

Powers during wartime: Yes, given that there is some sort of limit still in place that won't allow anyone to blow up the planet/the non-powered characters will still have the opportunity to make a difference.
Addressing revival and memories: Yes, but as someone above me said, I would prefer if it were (depending on what it is), if it were given out in such a way that characters are given proper time to deal with it. If it's all doom and gloom 100% of the time, thing quickly become overwhelming and not as much fun to play. (And even in the canon, they still found time for a wedding and a silly bit about frosting.)

Ideal ending?: For an ideal ending, the characters who wish to leave can do so, then either the machine is destroyed or permanently shut down in some other fashion so no one can be tempted to use it for ill gotten gain again. (There could even be a plot bout it accidentally being destroyed or destroyed early or something for Muns who want their characters to stay, but don't have an IC reason for them too.) Characters who wish to stay can then help to rebuild Panem/live out their lives as they choose.

Powers during wartime: no preference - both would be very interesting to work with, so whichever happens is fine by me! Admittedly, though, if powers are brought back, it might present more of a challenge if they were activated in bursts? Like maybe someone creates a localized/temporary power chip disruptor, or the Capitol makes something that disables abilities remotely once people figure out ways to get them back.

Ideal ending?: I like the idea of being able to work for either D13 or the Capitol, but not having to stick to those regions, or working specifically to ferry information/supplies from one to the other. Basically, the more chances for espionage, or even semi-neutral mercenary work, the better! No preferences for exactly how the game ends--I'm good with whatever, as long as it makes sense with what the characters have done.

Plot suggestions? Ideal ending?: I have ideal endings for both characters, both of which involve the toppling of the Capitol and eventual rebuilding of Panem, so that's ultimately all I'm wanting to see happen.
I would like to eventually see the branching off of a third party for Tributes, capitolites and 13ers who are disillusioned by either the Capitol or District 13, but I would strongly urge that it take a slow course as there's not very many reasons currently for characters to instantly distrust 13. So my ideal ending would be the characters wresting control from Snow and Coin and either having the option to go home or stay and rebuild, preferably with no 'go-between' option as that just seems too easy to me.

Plot suggestions? Ideal ending?: My ideal ending would be an eventual victory for the rebels and time spend rebuilding Panem. Until then I would like to see incentives for characters being on the Capitol's side- big rewards to have Tributes work for them against the rebels, because I think having all the Tributes on the Rebellion's side would be a super boring endgame. Of course, I'm biased having a pro-Capitol character, ahaha. Maybe this could be their powers (though Sigma's would still have to be suppressed probably), because having powers does kind of seem like an "I win" button for the Rebellion. It depends on how it is handled. I would also like to see plots involving political intrigue during the war. Of course, I trust the mods to do this already :) And this has already been shown to a degree, but I would like to see the Rebellion's evil side, like it is explored in the books. I think Ali has a great idea with a "third path".
In addition, I know we recently had a mod changeover, but as I recall, awhile ago the last mods said "4 more Arenas max" and it's been about that now, so 4 more Arenas on top of that is a ton in my opinion. We do an Arena once every three to four months so that would be looking at about a year until starting the war, and that seems excessive to me.

Powers during wartime: I'm torn. On the one hand, I want to see the Capitol fall, and I'd like to give powered characters a chance to be cool. On the other, I also like the idea of even the superpowered characters being in as much danger as everyone else. I'd support minor powers being returned, or even powers but with a cap. Full power return, though, I'd say no to.
Addressing revival and memories: Yes. I really want that to come up.
Plot suggestions? Ideal ending?: I'd like the Tributes to take over Panem, honestly. I'm fine with them having the option to return or not, but I also like them being stuck here. Basically the only ending I'd be truly unhappy with is if the Capitol clearly won or if D13 took over and it was the new boss same as the old boss.
....to be completely honest, I want it up to the players re: whether or not their characters are able to return. I'm planning to keep Carlos in Panem, and with Aragorn, sending him back would be great, but so would forcing him to stay and letting him take up a position in the rebuilding effort. I haven't honestly decided yet.
I'd also definitely be okay with the Tributes having the option to form a third-party group not dependent on the Capitol or 13. If that happens, I definitely want Aragorn involved in it. I just want to make sure it's believable and that the problem of splitting characters between that many places doesn't limit CR.

Ideal ending?: I'd be happiest to see powers remain limited for a while - I think it would be fun to introduce them eventually, but to me, addressing the revival mechanics and memories would be much more interesting than simply adding powers to the Tributes' arsenal. Also, while of course I'm not gunning for a Capitol victory, I'd like to see some escalation both in what the Capitol is willing to do to prevail, and what it can do - if powers come back, maybe it could be following a big ramp up in the Capitol's own power, more of a come-from-behind advantage than 0one the Tributes can exploit from the beginning.
Also, in general, I'm in favor of fewer Arenas rather than more - I'd like to see enough time to get Capitol plot really going and move into the war with proper drama, etc., but I'm not too excited about more Arenas just for the sake of getting to play in more Arenas.

- there should be no means of escaping the war -- this gets characters involved whether they want to be or not
- opportunities for capture, hijacking, or torture to those who want to explore those dark situations
- lots of capitol propaganda, lies being spread about tributes to test them and split them apart, hijacked tributes being set loose on loved ones e.t.c. e.t.c. Basically I'd love to see aspects of warfare other than just fighting
- the revival mechanism being hijacked to pull in creatures from other worlds
- a bittersweet ending where the Capitol is defeated and tributes are then faced with a 'choose their own adventure' situation where they have the opportunity to head back home or help rebuild Panem under peaceful rule (the latter also being an option for folks who still want to play around in The Games after the war, if that's possible)

Powers during wartime: My preference is no. As some people have mentioned above, there's the issue of them potentially conferring an unfair advantage. If powers are returned, then I ask that there be caps or other rules to limit them.

Plot suggestions? Ideal ending?: A few thoughts, mostly in regard to my character:
-- I'm not sure exactly how you'll want to handle the situation at the Training Center, but it would be interesting if it were eventually turned into a prison/holding facility of some kind, or if security measures were otherwise tightened there as the Tributes became involved in the war. One of the character development arcs I'm considering with Quintus involves him getting more hardcore in response to the unrest and having to face that dark, sadistic side of himself, and that would be one way to draw that out.
-- Barring that, I could easily have him bumped into a Capitol police sort of position where he'd be both involved in the surveillance stuff and doing things like interrogating/torturing suspects. (Seriously, if you end up needing a Capitol character for things like that, shoot me a message.)
-- It would be cool to have a district trip/things going on in the districts that characters can participate in, as well as in the Capitol.

Powers during wartime: No, unless they're handled on a case by case basis and have limits. Just so the characters without powers are given an equal opportunity to do things during the war, and aren't stuck as cannon fodder while the powered characters wrap up the plot. Alternatively, allow non-powered characters access to some kind of temporary powers so they're not rendered useless/redundant.
Addressing revival and memories: I'd actually prefer knowing more about all of this first. But I'll say yes.
Plot suggestions? Ideal ending?: The third faction that's been suggested sounds appealing, or some option for characters who don't affiliate themselves with D13 but still want to oppose the Capitol.
Ideally the Capitol is defeated, and there's a chance for characters to return home if they choose to, or stay in Panem. Having the ability to bring in others from their home worlds would be a fun thing to play around with too, from a post-endgame perspective.
