Addressing revival and memories: Yes, unless it's the clones/kidnapped from timelines explanation most tributes are operating under. In that case there's no real reason to address it. Plot suggestions? Ideal ending?: My ideal ending is one where the Capitol is dismantled and Panem shifts into a tired, bittersweet but hopeful rebuilding of itself after the war. I'd also very much like the option for characters to stay behind in Panem and live there post-game instead of returning to their home universes, though I'm not opposed to that also being an option! I also agree with Tess about interspersing the inevitable horrors of war with some positive things so that there's no risk of endgame burnout for players who are having nothing but super heavy plot piled onto them.
I'd also like to amend to say that I agree with other players like Bri who have brought up concerns of powers coming back making the plot less accessible to non-powered characters. Maybe powers could be won back as the result of a plot like I said above (characters having to hack the chips to unlock them, maybe?) and only be available for the tail end of the war, or only be partially unlocked. I was under the impression they wouldn't be brought back the moment we switched into the war plot, so that non-powered characters would still have a chance to do more than just be support. I hope something similar to that is the case.
