Important Game Info - Reading is mandatory!
We've got some important stuff to announce here. Because of the importance of it all, we will need everyone to comment below right here to prove they've read everything.
The first thing that people should know is that due to plots and timing issues, endgame will not be ending in March, but in June. It will mean the same amount of content as before, only now it is more evenly spaced and allows optional downtime.
1 - THE REAPING
Remember all those kids the children of the Tribute Youth Programme wrote letters to? The ones who required NPCing? The truth is out now. Although their roles were relevant to the District tours, their relevance comes through their participation in the arena. That's right, the kids will be joining the offworld Tributes in one final fight to the death!
How this works is that these kids will be NPC'd by our awesome volunteers. Offworld Tributes will get first hand contact with a District-born person, but that's not all! These kids will be relying on you!
Scored accordingly, each NPC Tribute will be rolled in the weekly death rolls. Districts can attempt to keep their kid alive ICly, as well as put credits toward them OOCly, in attempt to keep them living and keep the Districts they'll inevitably visit on their side. OR offworlders may forsake them all together and kill them off themselves, picking off the kids to secure the victory of theirs, or themselves. There will be no revival mechanism for these kids. Once they're gone, they're gone!
For the first time in the 75th Hunger Games, offworld Tributes may get a real taste of what the original games were like.

If more than one person wishes to NPC a Capitolite child, there will be an RNG Reaping OOC as well as one that's IC.
2 - IN-GAME CHANGES
To keep with the spirit of unpredictability with the Games, and reflect of the nature of the arenas, we are looking to instate a new system. This system provides a possibility of death on war missions, but still allow you to play your character (Injuries will also be a rollable option on these missions). How this will work is that every Tribute recorded dead by Capitol cameras or Peacekeeper reports will be revived just as they would after an arena and be held a hostage of the Capitol. (Offworlders on the Capitol side may also be killed and revived. This does not apply to Panem natives.)
What this system also means is that we will be shuffling the Games up a bit.
If your character is already in District 13, congratulations, you are exempt from the shuffle. If your character is actively pro-capitol and will be fighting for them willingly, congratulations, you are also exempt from the shuffle. All you guys will need to do is comment with your character and your character's name in the designated sections.
As for the rest of you, your characters will now be thrown into the shuffle of:
a.) Those who will be fighting for the rebellion in District 13. Your character works just as any other character of the District 13 rebellion would. They are fighting to defeat the Capitol under District 13's supervision and embarking upon missions to do so.
OR
b.) Those who will be fighting for the Capitol. As your character is not pro-capitol, they will have other reasons to be there. Like say, a threatened loved one, a way back home, brainwashing, torture-- anything that would strong arm them into killing for the Capitol. And they will need to try and kill. Those on the Capitol's side attempting to show any acts of mercy towards the rebellion will be executed. But hey! You know how the arenas work! This should be easy for you! And if it's not, that's just unfortunate since the Capitol still has a tracker on you
The reason for this shuffle is not only to provide more drama and a better playing experience, but also so as to keep the war playable. Nobody likes threading fights with NPCs that aren't really there, and mods simply don't have time to NPC every Peacekeeper and bad guy.
The shuffle will be done primarily by RNG. However, we will also be taking note of those with stronger motivations for one or the other, and those with roles of bigger impact (on one side than the other). We will be doing our best to make things both fun and fair.
Throughout the war, there will be chances for people to shift alliances through the death method (13->Capitol), a hostage method (13->Capitol), a capture method (Capitol->13, done with temporary imprisonment), and a rescue method (Capitol->13 done by removing the tracker).
Everyone MUST fill out info for each character by October 2nd. This is NOT OPTIONAL. If you fail to complete this properly you will be swept from game. You will need to fill it out even if your character is Pro-Capitol or in D13 already in case of future RNG shuffles.

The actual RNG shuffle will not be done until November 16th
3 - CREDIT SPENDING CHANGES
Because this will be the last arena, once it is over, credits will no longer be spent on arena gifts and buyouts. Instead, we are comprising a list of things that players will be able to be purchased with credits at select times in the war, namely mid war and at the ending weeks. (War begins late November, mid-war beginning in late January)
Winning the war will not be a guaranteed thing. There are eleven Districts out there and if any more are claimed by the Capitol than by the rebellion during the course of the war, then it could change the outcome of the endgame.
Districts will be won through organic play and-- a key piece of this game-- RNG. There will be three points that can be earned by one side or the other to win each district, each bringing up a different result. Each side needs a minimum of two points to win. However, a fourth point may be bought by players combining their collective credits to equal 5000. This will help make ties to prevent one side from winning, or break ties caused by a nuetral point result (this will be explained/revealed at a later point).
Alternately, come mid-war you may do a death buyout which be 1000 credits each. As with arenas, you must use the credits or lose them. Whatever you have now will be good for the arena or the first portion of the war. After final AC in the final month of war in May (June being used for aftermath), due to circumstances surrounding the revival mechanism, the death buyout prices will be greatly lowered or discarded. This will be re-examined closer to the date.
Finally, being split from loved ones can be difficult, especially if you're made a hostage, or worse, a soldier against your will! However, things can be made better. For the low price of 150 credits, you can have letters smuggled to the opposing side and sent to your loved one. For 50 credits you can pay for a delightful meal with booze for your war buddies, war stories and campfire optional, afforded to you via gift or theft from the Districts. More examples and an outline of how spending will work will be forthcoming. We'll make a post when it's up.
You may still use your credits this arena or you can save them for the first part of the war. Or you can use half in each! It is up to you for how you play it.
4 - AC CHANGES
Because of all the shuffling around and changing roles for characters within the game world, we're doing a little cleaning up of how many credits are awarded for different things and how many are required for AC.
Starting with the next Activity Check and continuing through into endgame, all players will be required to prove a minimum of 200 credits per character to pass AC, with the exception of disposable PCs. This includes players in District 13. We are also doing away with allowing the new CR bonus to be claimed for characters who are having their first thread together in District 13 even if they've threaded together before. We feel the opportunities for activity have equalized between the rebels and the Capitol so the training wheels are coming off!
Secondly, since heading into wartime the tower will less be divided into District loyalties and have more emphasis placed on being part of the Capitol forces, staff characters will no longer be required to make open District posts every cycle to pass AC. We do still encourage players to do so, as there are credit bonuses to making a post (you still earn credits for cumulative comments on posts you make!) but we feel that continuing with this requirement into endgame will detract rather than help. That said, disposable PCs are still required to make at least one open post per cycle as that comprises the entirety of their AC.
Lastly, a few value changes. Replying to a post is now worth 10 credits, up from 5. Finishing a thread is also now worth 20 Credits, up from 15, though the thread in question must be more than 6 comments total (3 from each character) to claim these credits. We want to encourage finishing threads, but don't want that reward being abused.

Motivations: Karkat has no place but Panem anymore, since he's permanently dead back in his own world. He wants to save it - to make it a better place for both the native people of Panem and for the Offworlders who would stay - and to stop the Hunger Games and all the Capitol stands for.
Capitol
Role: Soldier, propaganda icon, leverage.
Motivations: Threatening the people he loves would be the biggest motivator possible for him, followed shortly by destruction of civilian locations (in the way of, you work for us or we destroy more). Brainwashing would also be highly effective, but I'd rather only do that if it's temporary/other things aren't an option. (The threat would work well on its own.)

Role: Propaganda same as above. He could also be useful leverage for characters like Karkat and Roland, or be forced to act as as spy.
Motivations: He wouldn't be swayed by threats to his own life -- he'd just let them kill him. Threaten his loved ones, though, or especially threaten to wipe 12 off the map same as 3, and he could be persuaded.

Someone posing as a rebel should give him missions to fight/kill supposedly "Capitol-allied" people, especially key figures. Motivations: Keeping his loved ones safe, the threat of dragging his family here (he hasn't forgotten the dream event) -- not necessarily the most effective, he'll still try to find a way to help 13. Brainwashing -- highly effective, already been clearly used against him.

Motivations: Signless. That or the tracker, but without a loved one counting on him to fight for the Capitol he'd be looking for every opportunity to go to D13.

Role: Shepard's utility as a solider and mole is not to be underestimated.
Motivations: Basically, at this point, if they could bring Thane back and cure him of his illness, actually physically present her with him, she'd have a hard time saying no to that. Her motivation to work with the Capitol would have to be both tangible, and precious.

Role: Tabris is used to leading from the front lines, so I'd say that she'd either become a commander again, leading a small squad of fighters, or become a second-in-command, primarily tasked with using her skills with people to make sure everyone is operating well, stays motivated, and are able and willing to fulfill their objectives.
Motivations: Tabris puts the blame of Alistair's death on the Capitol, and quite frankly, a host of other issues. She would love to burn the Capitol down and dance in the ashes.
Capitol
Role: Tabris could serve as a fighter here as well, though I doubt that the Capitol would put her in command of anything. She could also be used for propaganda, and being a double agent or a sleeper agent, because let's face it, no one would suspect Tabris. Being a sleeper agent could probably work with some of the plot stuff I've discussed with the mods.
Motivations: Basically, this correlates with what the Capitol makes her do. Something like being a sleeper agent would probably take some hijacking and/or brainwashing, fighting for the Capitol would take at least threatening the lives of various people cares about--And the Capitol is free to go grab people from her world, including Alistair, but she's got plenty of people in Panem she'd fight for. Propaganda wouldn't take as much. Tabris also has a lot of dark secrets regarding shit she's done in the name of the Greater Good, stuff that she doesn't want people from Thedas to know. Basically, the more involved they want her to get, the more convincing they'll need to be.

Role: He will want to fight ,naturally. But if you want to use him as an icon you are welcome to try. He can be inspiring when he believes strongly in something. He got half of his class to join the survey corps. However, he would not do well with anything scripted.
Motivations: Taking down the twisted individuals that sanction these games, of course. I don't think anything can demotivate him from fighting those that he believes he needs to take down.
Capitol
Role: He would absolutely refuse to fight for them. But I suppose regular hand to hand fighting would suit him best. Expect him to try and get out of killing though, consequences be damned.
Motivations: Nothing unless they have someone he cares about hostage and he is new here. He hasn't had time to make friends. Bribing him will not work.
Stubborn as he is, they are going to have to play hard ball with Eren if they want him to cooperate in any capacity. Bribery won't work because his pride is not likely to allow it - even if they tell him they'll let him go. Why should he believe them? The hostage situation might work if it is a small child - he feels sorry for them but again, there's no one here he feels deeply attached to. It would be one life versus whoever he's forced to kill. Better yet, if you go that route it may be good to threaten him to send the 12 year old into the battle field in his place. That's so much worse than just killing them. OR the other out I see for Eren without him getting killed for outright defiance, is to load him up with tracker jack venom and confuse him to the point that he doesn't know who the enemy is anymore.
I'd prefer no the have my character permanently mentally crippled, however, so I'd like the effects of the trackerjack venom to be a temporay thing, even if it takes him about a month to get himself straight again and remember which faction is what.
