Important Game Info - Reading is mandatory!
We've got some important stuff to announce here. Because of the importance of it all, we will need everyone to comment below right here to prove they've read everything.
The first thing that people should know is that due to plots and timing issues, endgame will not be ending in March, but in June. It will mean the same amount of content as before, only now it is more evenly spaced and allows optional downtime.
1 - THE REAPING
Remember all those kids the children of the Tribute Youth Programme wrote letters to? The ones who required NPCing? The truth is out now. Although their roles were relevant to the District tours, their relevance comes through their participation in the arena. That's right, the kids will be joining the offworld Tributes in one final fight to the death!
How this works is that these kids will be NPC'd by our awesome volunteers. Offworld Tributes will get first hand contact with a District-born person, but that's not all! These kids will be relying on you!
Scored accordingly, each NPC Tribute will be rolled in the weekly death rolls. Districts can attempt to keep their kid alive ICly, as well as put credits toward them OOCly, in attempt to keep them living and keep the Districts they'll inevitably visit on their side. OR offworlders may forsake them all together and kill them off themselves, picking off the kids to secure the victory of theirs, or themselves. There will be no revival mechanism for these kids. Once they're gone, they're gone!
For the first time in the 75th Hunger Games, offworld Tributes may get a real taste of what the original games were like.
The Tributes are as follows:
Sheen | District 1 | Amry
Aemila | District 2 | Lysoke
Mollusc | District 4 | Lexil
Rotor | District 5 | Lexil
Maglev | District 6 | Fritz
Hemlock | District 7 | Jormy
Deniera | District 8 | Danya
Irri | District 9 | Hannah
Bison | District 10 | Lisa
Bacopa | District 11 | Smurf
Char | District 12 | Smurf
The District 3 Tribute, of course, can't come from District three. In response to the TYP children's rebellion and to fill the void District 3 leaves, Capitol children will be reaped.
The following characters are eligible for having a 12-18 year old member of their family reaped to represent District 3 in the 15th arena:
Kurloz Makara
Porrim Maryam
Trish Whitworth
Cassian Bouchard
Jason Compson IV
Swann Honeymead
China Sorrows
Vittoria "Beck" Scordato
If they do not have a family member who qualifies for reaping, then they are home free. If they do, and you wish to NPC this child (or someone else does) in the games, let us know here by September 18th.
If you would like to NPC a Capitolite child for an NPC support Stylist, you may do so upon informing us.
If more than one person wishes to NPC a Capitolite child, there will be an RNG Reaping OOC as well as one that's IC.
2 - IN-GAME CHANGES
To keep with the spirit of unpredictability with the Games, and reflect of the nature of the arenas, we are looking to instate a new system. This system provides a possibility of death on war missions, but still allow you to play your character (Injuries will also be a rollable option on these missions). How this will work is that every Tribute recorded dead by Capitol cameras or Peacekeeper reports will be revived just as they would after an arena and be held a hostage of the Capitol. (Offworlders on the Capitol side may also be killed and revived. This does not apply to Panem natives.)
What this system also means is that we will be shuffling the Games up a bit.
If your character is already in District 13, congratulations, you are exempt from the shuffle. If your character is actively pro-capitol and will be fighting for them willingly, congratulations, you are also exempt from the shuffle. All you guys will need to do is comment with your character and your character's name in the designated sections.
As for the rest of you, your characters will now be thrown into the shuffle of:
a.) Those who will be fighting for the rebellion in District 13. Your character works just as any other character of the District 13 rebellion would. They are fighting to defeat the Capitol under District 13's supervision and embarking upon missions to do so.
OR
b.) Those who will be fighting for the Capitol. As your character is not pro-capitol, they will have other reasons to be there. Like say, a threatened loved one, a way back home, brainwashing, torture-- anything that would strong arm them into killing for the Capitol. And they will need to try and kill. Those on the Capitol's side attempting to show any acts of mercy towards the rebellion will be executed. But hey! You know how the arenas work! This should be easy for you! And if it's not, that's just unfortunate since the Capitol still has a tracker on you
The reason for this shuffle is not only to provide more drama and a better playing experience, but also so as to keep the war playable. Nobody likes threading fights with NPCs that aren't really there, and mods simply don't have time to NPC every Peacekeeper and bad guy.
The shuffle will be done primarily by RNG. However, we will also be taking note of those with stronger motivations for one or the other, and those with roles of bigger impact (on one side than the other). We will be doing our best to make things both fun and fair.
Throughout the war, there will be chances for people to shift alliances through the death method (13->Capitol), a hostage method (13->Capitol), a capture method (Capitol->13, done with temporary imprisonment), and a rescue method (Capitol->13 done by removing the tracker).
Everyone MUST fill out info for each character by October 2nd. This is NOT OPTIONAL. If you fail to complete this properly you will be swept from game. You will need to fill it out even if your character is Pro-Capitol or in D13 already in case of future RNG shuffles.
Please fill out the following, keeping it short and to the point:
And place the comment here in the correct subcomment. If your character is already in 13, comment to the District 13 heading. If they are pro-Capitol, comment to Capitol thread. Otherwise, comment to the shuffle thread.
The actual RNG shuffle will not be done until November 16th
3 - CREDIT SPENDING CHANGES
Because this will be the last arena, once it is over, credits will no longer be spent on arena gifts and buyouts. Instead, we are comprising a list of things that players will be able to be purchased with credits at select times in the war, namely mid war and at the ending weeks. (War begins late November, mid-war beginning in late January)
Winning the war will not be a guaranteed thing. There are eleven Districts out there and if any more are claimed by the Capitol than by the rebellion during the course of the war, then it could change the outcome of the endgame.
Districts will be won through organic play and-- a key piece of this game-- RNG. There will be three points that can be earned by one side or the other to win each district, each bringing up a different result. Each side needs a minimum of two points to win. However, a fourth point may be bought by players combining their collective credits to equal 5000. This will help make ties to prevent one side from winning, or break ties caused by a nuetral point result (this will be explained/revealed at a later point).
Alternately, come mid-war you may do a death buyout which be 1000 credits each. As with arenas, you must use the credits or lose them. Whatever you have now will be good for the arena or the first portion of the war. After final AC in the final month of war in May (June being used for aftermath), due to circumstances surrounding the revival mechanism, the death buyout prices will be greatly lowered or discarded. This will be re-examined closer to the date.
Finally, being split from loved ones can be difficult, especially if you're made a hostage, or worse, a soldier against your will! However, things can be made better. For the low price of 150 credits, you can have letters smuggled to the opposing side and sent to your loved one. For 50 credits you can pay for a delightful meal with booze for your war buddies, war stories and campfire optional, afforded to you via gift or theft from the Districts. More examples and an outline of how spending will work will be forthcoming. We'll make a post when it's up.
You may still use your credits this arena or you can save them for the first part of the war. Or you can use half in each! It is up to you for how you play it.
4 - AC CHANGES
Because of all the shuffling around and changing roles for characters within the game world, we're doing a little cleaning up of how many credits are awarded for different things and how many are required for AC.
Starting with the next Activity Check and continuing through into endgame, all players will be required to prove a minimum of 200 credits per character to pass AC, with the exception of disposable PCs. This includes players in District 13. We are also doing away with allowing the new CR bonus to be claimed for characters who are having their first thread together in District 13 even if they've threaded together before. We feel the opportunities for activity have equalized between the rebels and the Capitol so the training wheels are coming off!
Secondly, since heading into wartime the tower will less be divided into District loyalties and have more emphasis placed on being part of the Capitol forces, staff characters will no longer be required to make open District posts every cycle to pass AC. We do still encourage players to do so, as there are credit bonuses to making a post (you still earn credits for cumulative comments on posts you make!) but we feel that continuing with this requirement into endgame will detract rather than help. That said, disposable PCs are still required to make at least one open post per cycle as that comprises the entirety of their AC.
Lastly, a few value changes. Replying to a post is now worth 10 credits, up from 5. Finishing a thread is also now worth 20 Credits, up from 15, though the thread in question must be more than 6 comments total (3 from each character) to claim these credits. We want to encourage finishing threads, but don't want that reward being abused.

Character name: Temple Drake
District: 8
Allies in game: Linden Lockhearst, Swann Honeymead
Rebellion
Role: A whingeing, crying lump?
Motivations: If her son was threatened.
Capitol
Role: Hostage or a mole. Sending her over to the rebels to send intel back to the Capitol would be great.
Motivations: Temple is pro-Capitol already because a new uncivilized world scares her, but most importantly, because she has a son that the Capitol can and has threatened before.
Preferred side
ICly: Capitol
OOCly: Capitol
no subject

District: Capitol/4
Allies in game: Meulin, Derek, Chuck, Anna, Cassian, Ellis, Tucky (Tentatively Porrim, Sigma, Sam ???). But he'd betray most of them in a heartbeat...

Motivations: Derek being there, or some promise of rescuing him, alternatively a large enough threat against them shifting alliance here.
Capitol
Role: Soldier, Peacekeeper, propaganda, canon fodder, hostage
Motivations: Keeping Derek and his family safe. Alliances with D4, the belief that this is their best option.
Preferred side
ICly: Capitol

no subject
Character name: Albert Wesker
District: 11
Allies in game:
looolJoan Watson, Black Tom, Chyna PhillipsRebellion
Role: Information Sieve
Motivations: He doesn't like the Capitol, and he can see the writing on the wall. Unless the Capitol can kill the rebellion dead, the fight will also continue.
Capitol
Role: Without access to his powers medical, or science. With powers a soldier.
Motivations: As he wants to keep in the know, he'd play along without fuss for as long as possible. Though they are always welcome to try and incentivize him further with promises of power, etc.
Preferred side
ICly: The Capitol
OOCly: The Rebellion, with the possibility of breaking for 13 later on
no subject
Character name: Emily Finch
District: 7
Allies in game: Beck Scordato, Quintus Falxvale, Jason Compson, Cassian Bouchard
Rebellion
Role: Hostage, potential cannon fodder
Motivations: A direct threat to Beck or her family, being brainwashed
Capitol
Role: Propaganda, as a compliant District Victor
Motivations: As much as she hates the Capitol, she's even more scared of the anarchy that might reign if it falls. I would also like her to be bribed and essentially sell out to the Capitol as part of her development, but I will contact the mods about that separately.
Preferred side
ICly: Capitol
OOCly: Capitol (possible defection way down the line, but not any time soon)
no subject
Character name: China Sorrows

Role: Propaganda, organization or management of supplies
Motivations: If she thinks they’ll be the winning side
Capitol
Role: Propaganda, organization or management of supplies
Motivations: Seeming like a safe bet as the more powerful party, concern about what the rebellion will do to Capitol citizens, fearing for her property
Preferred side
ICly: Capitol
OOCly: Capitol
no subject
Character name: Vittoria Scordato
District: Capitol/12
Allies in game: Emily Finch, the Signless, Cassian
Rebellion
Role: Propaganda icon
Motivations: If she could be won over and convinced that the suffering for the people she loves would be worse under the Capitol, she would switch sides wholeheartedly. Her feelings about Avoces could be leveraged, too.
Capitol
Role: Propaganda icon
Motivations: She buys into the propaganda about the status quo, and wants to protect the people she grew up with and cares about. Mama bear, basically.
Preferred side
ICly: Capitol
OOCly: Capitol, probably, but I wouldn't be against her allegiance wavering
no subject
Character name: Anna of Arendelle
District: 4
Allies in game: Chuck Hansen, Derek Souza, Harley Quinn, Dave Strider
Rebellion
Role: Propaganda icon, soldier
Motivations: Her (true) belief that the Capitol is in the wrong and needs to be taken down.
Capitol
Role: Propaganda icon, conscripted soldier or Peacekeeper
Motivations: Anna is going to be brainwashed at some point, so that's going to be the biggest factor in her fighting on the Capitol's side; barring that, staying near Chuck and Derek and trying to keep them safe as well.
Preferred side
ICly: Capitol
OOCly: Capitol
Black Tom Cassidy
Character name: Black Tom Cassidy
District: 10

Capitol
Role: Tactician, soldier, saboteur. Black Tom is useful both in the field and behind the scenes.
Motivations: Tom's out for himself. So long as the Capitol pays him better he's sticking with them.
Preferred side
ICly: Capitol
OOCly: Capitol
Re: Team Capitol
Character name: Cassian Bouchard
District: Capitolite
Allies in game: ...He thinks he's friends with pretty much everyone. But probably Emily, Karkat, Peggy, Temple, and any other Capitolites would be people he would count as allies.
Rebellion
Role: ...I'm pretty sure his only use would be similar to Effsy. He can make people look good for propaganda, and he might be able to help with propaganda focused on effecting Capitolites since he is basically a walking and talking example of typical Capitolite behavior.
Motivations: If Cassian ever winds up on the rebel side--Being captured or whatever, he'll probably be willing to work with them, since he figures that the Capitol wouldn't accept him back anyway. In general, he's as dumb as a rock so he's easy to manipulate, and in the end his heart is in the right place, so once he stops drinking the Capitol koolaid he might start to see the bigger picture and want to help fix the bad things he had never realized was happening.
Capitol
Role: Serving as propaganda, making sure everyone is looking good, possibly spying and helping interrogate as the 'good cop'. He's really good at reading people and learning what makes them tick, how to put them at ease or piss them off. The Capitol could use that.
Motivations: The Capitol is the world that Cassian knows, that he is comfortable in. The destruction of the Capitol puts him out of that comfort zone, and he'll try to help keep that comfort zone. He has been pretty much brainwashed to support the Capitol from birth, and the idea that they could be wrong is foreign and frightening. There's also the fact that as far as he's concerned, if you support the rebels, you die. And Cassian likes living.
Preferred side
ICly: Capitol
OOCly: I'm fine with whatever honestly. He'll definitely start out as Capitol, but it'd be pretty hilarious if he wound up at D13 and drove the rebels crazy complaining about how his roots are showing.
Quintus Falxvale
Character name: Quintus Falxvale
District: Capitol
Allies in game: He’s friendly with Emily (whose own relationship to the Capitol is It’s Complicated) and China, and on the side of peacekeepers and pro-Capitol staff, such as Redglare and Cyrus.
Rebellion
Role: Given his position, I would vastly prefer Quintus to remain in the Capitol for the bulk of the war. I do have some long-term plans for him that I don’t wish to disclose much of here due to them being potentially plot-significant, and I intend to contact the mods once I get them more solidified.
Motivations: It would take something very, very egregious to convince Quintus that there is any merit to helping the other side. He’s spent much of his life beholden to the establishment—really, beholden to the concept that it’s holding back the floodgates of social chaos—and he isn’t one to be moved easily. (Though again, I plan to have him undergo some development that’ll shake up him up a bit.)
Capitol
Role: Quintus is currently Head Peacekeeper and thus will be helping to coordinate the activities of troops—I see him continuing to have more of a sheltered position in the Capitol, rather than being out in the thick of the fighting. He’ll be in correspondence with the commanders in the districts and likely will have a council of staff in Peacekeeper Headquarters to assist him. His background is in surveillance, so he’ll make pains to control the flow of information to the media and try to be strategic about his own press disclosures.
Here are a few ideas of things he could do in the context of his position:
- Preside over public torture/execution of captured rebels, spies and defectors.
- Broadcast messages meant to intimidate the rebellion (perhaps through hacking their communications) and propagandistic pieces meant to recruit additional troops.
- Report military intelligence to the president and his ministers.
- Reprimand and discipline the incompetence/transgressions of those further down the chain of command, while still having to carry out orders that he might find ill-advised.
Motivations: Quintus firmly believes that there’s nothing worse than violent revolt, and though he’s been finding himself increasingly frustrated with the excesses of the Capitol and the willful obliviousness of his superiors, he remains convinced that the current government is standing between him and an anarchic free-for-all. He’s terrified of what might happen if the system comes down, and sees himself as less a supporter of the Capitol way of life than a defender of law and order.
Preferred side
ICly: Capitol
OOCly: Capitol
no subject
Character name: Molotov Cocktease
District: Capitol Citizen, formerly D6
Allies in game: Black Tom Cassidy, Arya Stark, Rick Ford
Rebellion
Role: Soldier, best applied to special missions. Molotov is an extremely experienced spy and assassin, capable of taking down entire squads of special agents.
Motivations: Money, threats to Tom, a guarantee of safety and comfort for them both after the war. It can be noted that Molotov is liable to switch sides based on who's winning the war.
Capitol
Role: Soldier (as above), propaganda icon
Motivations: Pretty much all the same stuff as above. While Molotov is a lone wolf, she has an allegiance to the Capitol currently due to her position in society as well as finding it more stable than what she thinks will essentially be anarchy.
Preferred side
ICly: Capitol
OOCly: Capitol
Re: Team Capitol
Character name: Augustus Sinclair
District: Capitol citizen
Allies in game: Swann Honeymead, Temple Stevens
Rebellion
Role: Propaganda, finances, soldier if he can't lie his way out of combat.
Motivations: Blackmail, extortion and holding his Avox hostage.
Capitol
Role: Propaganda, financing their weapons, ect.
Motivations: He's already finding his own niche in the Capitol, why not continue the traditions?
Preferred side
ICly: Capitol
OOCly: Capitol but it's pretty much whichever side is more lucrative and open for survival.
Re: Team Capitol
Character name: Jason Compson
District: D7 Escort
Allies in game: Swann Honeymead, Peggy Carter, Emily Finch, Cassian Bouchard (kind of), Wednesday Addams
Rebellion
Role: Smuggler/someone who knows the details of security, law and finances in the Capitol.
Motivations: Jason's mostly in it for him and his own survival, but is extremely loyal to Swann and Peggy.
Capitol
Role: Leverage against Peggy, perhaps? I have no idea tbh.
Motivations: The Capitol is Jason's status quo and therefore comfortable.
Preferred side
ICly: Neutral.
OOCly: Jason has pre-approved defection to D13 at some point in the future, once his embezzling is uncovered.
no subject
Character name: The Batter
District: 2
Allies in game: Like, nobody. Maybe Leo Sinclair.
Rebellion
Role: Soldier
Motivations: If fighting for the rebellion, the Batter would see it as a chance to expose the corrupt members of the Capitol for the impure filth they are, and consider it an honour to purge this world of them as well.
Capitol
Role: Soldier
Motivations: Basically the opposite of fighting for the rebellion; the Batter would see the rebels as the impure creatures in need of some serious eradicating, viewing the Capitol as his authority and semi-divinity to fight for.
Preferred side
ICly: Capitol
OOCly: Capitol
no subject
Character name: Swann Honeymead
District: D8 Escort
Allies in game: Jason Compson, Augustus Sinclair, Temple Stevens, Bayard Sartoris, and most of her manly man Tributes have gotten pretty fond of her.
Rebellion
Role: She would best be used as leverage against her father, for media control.
Motivations: Threats against herself, Jason, her father, or her Avox. She's also willing to go pretty far for her stupid pink pets, so.
Capitol
Role: tbh she's not tons of use outside of being leverage to get other people to fight. She might be capable of talking to Rebels in hopes of turning them.
Motivations: It's her home, and where she feels most comfortable.
Preferred side
ICly: Capitol
OOCly: Capitol, but she's going with Jason when he defects.
no subject
Character name: World
District: Capitol
Allies in game: Main tier: Revas Tabris, Jane Shepard, Phillip Gray, Phi, the Initiate. Low tier: Kurloz Makara, Albert Heinrich, Roland Deschain. [These he would betray if he perceived his life was in danger]
Rebellion
Role: Spy, leaking and withholding information as he sees fit.
Motivations: Revenge for Diana and other guests, upholding his promise to the Initiate, general optimism that there can be a better future.
Capitol
Role: Propaganda icon to keep the games "noble" and to prevent "human extinction." Engineer, can create traps to stop the rebellion. Can use his foresight to predict rebel attacks that would kill soldiers or citizens and therefore limit casualties.
Motivations: Keeping Phi and others safe, keeping himself safe, preventing the Rebellion from becoming as evil as the Capitol.
Preferred side
ICly: Rebellion/Other.
OOCly: Capitol. Hah. :D
no subject
Character name: Stephen Reagan
District: Capitol
Allies in game: Cyrus, sort of, it's complicated; Linden Lockhearst; Porrim Maryam; pretty much all other Tributes have been alienated for now
Rebellion
Role: Spy/ally in the Capitol is what I want most. If captured, propaganda icon, absolutely, though I'd love to see them turn him into a soldier.
Motivations: If he can't do any good in the Capitol or would be killed on sight, he'll work with the Rebellion willingly. Also, threatening someone he loves would work but would make him resentful.
Capitol
Role: Propaganda icon, low tier politician
Motivations: Threat of a loved one (especially family), thinking he can play double-agent, brainwashing, convince him the Capitol is going to win
Preferred side
ICly: Helping the Rebellion from inside the Capitol
OOCly: Same as IC, though I'm willing to play with all possibilities
no subject
Character name: Leonidas Cora
District: 2
Allies in game: Jet Link, China Sorrows, Linden Lockhearst (somewhat), The Batter (HA), Atlas Fairweather, Torin Byrd, Felicity Yoshida
Rebellion
Role: Soldier, strategist, medic
Motivations: Watching his friends and loved ones suffer. His true loyalty are with his District and the Capitol's harsh punishments will break that trust
Capitol
Role: Soldier, strategist, ect.
Motivations: His loyalties lie with the Capitol because he was and always will be a Career tribute, the indoctrination runs deep
Preferred side
ICly: Capitol
OOCly: Capitol with the chance of switching sides if he loses enough people
no subject
Character name: Miss Gritta
District: 7
Allies in game: Zed, Karkat, Vivi, Philip Grey
Rebellion
Role: Propaganda icon
Motivations: A chance to go home, to take revenge on the ones that have hurt her and Zed, to bring to an end this completely wrong-headed system of government (and possibly help nudge a better one into place). To follow Zed in the unlikely chance he joined the rebellion.
Capitol
Role: Propaganda icon
Motivations: A desire to keep those she's fond of safe, taking the chance to manipulate the system from the inside while she looks like she believes entirely in it, to be on hand when things finally collapse upon themselves. To keep an eye on Zed because it is unlikely he'd voluntarily join the rebellion.
Preferred side
ICly: Capitol
OOCly: Capitol, if just because she'd rather be subversive from the inside.
no subject
Character name: Felicity Yoshida
District: 2, currently a Capitol resident
Allies in game: Torin Byrd, Leonidas Cora, Linden, possibly Initiate? Maybe Signless?
Rebellion
Role: Propaganda Icon, propaganda producer, possible soldier with training
Motivations: Sympathy for the tributes. Loyalty to District 2 and displeasure with the Capitol's treatment of the districts. Anger at harm done to her family.
Capitol
Role: Hostage, Avox
Motivations: Brainwashing. Avoxing. Harm to her remaining family.
Preferred side
ICly: Rebellion
OOCly: Capitol, if just because her planned attempt at rebellion is not intended to end well for her.
no subject
Character name: Zed
District: 1
Allies in game: Gritta, Tiffany Doggett
Rebellion
Role: He wouldn't really cooperate to fight, so he'd probably serve best in some kind of propaganda role.
Motivations: He's too self-centered to want to cooperate against the Capitol, since the Capitol's got all that luxury to tempt him with. Granted, he's fickle enough that this could change if the Capitol starts rubbing him the wrong wa or if certain parties can convince him otherwise.
Capitol
Role: Propaganda, soldier.
Motivations: The Capitol's way of doing things works well with Zed's way of doing things. He's got little love for either side, but he might as well stick with the people that let him party and cover himself in body glitter.
Preferred side
ICly: Capitol
OOCly: Capitol
no subject
Character name: Torin Byrd
District: 2
Allies in game: Felicity Yoshida, Linden Lockhearst, Leonidas Cora
Rebellion
Role: He'd serve more as a trainer than as an actual soldier; he's not in good enough shape for any actual fighting.
Motivations: He wants to free Panem of the Capitol's influence and corruption once and for all.
Capitol
Role: Propaganda, training other soldiers.
Motivations: Same thing that's kept him going serving the Capitol--concern for his family and the knowledge he's probably going to get himself killed if he's not careful.
Preferred side
ICly: Rebellion
OOCly: Capitol
(no subject)
