Important Game Info - Reading is mandatory!
We've got some important stuff to announce here. Because of the importance of it all, we will need everyone to comment below right here to prove they've read everything.
The first thing that people should know is that due to plots and timing issues, endgame will not be ending in March, but in June. It will mean the same amount of content as before, only now it is more evenly spaced and allows optional downtime.
1 - THE REAPING
Remember all those kids the children of the Tribute Youth Programme wrote letters to? The ones who required NPCing? The truth is out now. Although their roles were relevant to the District tours, their relevance comes through their participation in the arena. That's right, the kids will be joining the offworld Tributes in one final fight to the death!
How this works is that these kids will be NPC'd by our awesome volunteers. Offworld Tributes will get first hand contact with a District-born person, but that's not all! These kids will be relying on you!
Scored accordingly, each NPC Tribute will be rolled in the weekly death rolls. Districts can attempt to keep their kid alive ICly, as well as put credits toward them OOCly, in attempt to keep them living and keep the Districts they'll inevitably visit on their side. OR offworlders may forsake them all together and kill them off themselves, picking off the kids to secure the victory of theirs, or themselves. There will be no revival mechanism for these kids. Once they're gone, they're gone!
For the first time in the 75th Hunger Games, offworld Tributes may get a real taste of what the original games were like.
The Tributes are as follows:
Sheen | District 1 | Amry
Aemila | District 2 | Lysoke
Mollusc | District 4 | Lexil
Rotor | District 5 | Lexil
Maglev | District 6 | Fritz
Hemlock | District 7 | Jormy
Deniera | District 8 | Danya
Irri | District 9 | Hannah
Bison | District 10 | Lisa
Bacopa | District 11 | Smurf
Char | District 12 | Smurf
The District 3 Tribute, of course, can't come from District three. In response to the TYP children's rebellion and to fill the void District 3 leaves, Capitol children will be reaped.
The following characters are eligible for having a 12-18 year old member of their family reaped to represent District 3 in the 15th arena:
Kurloz Makara
Porrim Maryam
Trish Whitworth
Cassian Bouchard
Jason Compson IV
Swann Honeymead
China Sorrows
Vittoria "Beck" Scordato
If they do not have a family member who qualifies for reaping, then they are home free. If they do, and you wish to NPC this child (or someone else does) in the games, let us know here by September 18th.
If you would like to NPC a Capitolite child for an NPC support Stylist, you may do so upon informing us.
If more than one person wishes to NPC a Capitolite child, there will be an RNG Reaping OOC as well as one that's IC.
2 - IN-GAME CHANGES
To keep with the spirit of unpredictability with the Games, and reflect of the nature of the arenas, we are looking to instate a new system. This system provides a possibility of death on war missions, but still allow you to play your character (Injuries will also be a rollable option on these missions). How this will work is that every Tribute recorded dead by Capitol cameras or Peacekeeper reports will be revived just as they would after an arena and be held a hostage of the Capitol. (Offworlders on the Capitol side may also be killed and revived. This does not apply to Panem natives.)
What this system also means is that we will be shuffling the Games up a bit.
If your character is already in District 13, congratulations, you are exempt from the shuffle. If your character is actively pro-capitol and will be fighting for them willingly, congratulations, you are also exempt from the shuffle. All you guys will need to do is comment with your character and your character's name in the designated sections.
As for the rest of you, your characters will now be thrown into the shuffle of:
a.) Those who will be fighting for the rebellion in District 13. Your character works just as any other character of the District 13 rebellion would. They are fighting to defeat the Capitol under District 13's supervision and embarking upon missions to do so.
OR
b.) Those who will be fighting for the Capitol. As your character is not pro-capitol, they will have other reasons to be there. Like say, a threatened loved one, a way back home, brainwashing, torture-- anything that would strong arm them into killing for the Capitol. And they will need to try and kill. Those on the Capitol's side attempting to show any acts of mercy towards the rebellion will be executed. But hey! You know how the arenas work! This should be easy for you! And if it's not, that's just unfortunate since the Capitol still has a tracker on you
The reason for this shuffle is not only to provide more drama and a better playing experience, but also so as to keep the war playable. Nobody likes threading fights with NPCs that aren't really there, and mods simply don't have time to NPC every Peacekeeper and bad guy.
The shuffle will be done primarily by RNG. However, we will also be taking note of those with stronger motivations for one or the other, and those with roles of bigger impact (on one side than the other). We will be doing our best to make things both fun and fair.
Throughout the war, there will be chances for people to shift alliances through the death method (13->Capitol), a hostage method (13->Capitol), a capture method (Capitol->13, done with temporary imprisonment), and a rescue method (Capitol->13 done by removing the tracker).
Everyone MUST fill out info for each character by October 2nd. This is NOT OPTIONAL. If you fail to complete this properly you will be swept from game. You will need to fill it out even if your character is Pro-Capitol or in D13 already in case of future RNG shuffles.
Please fill out the following, keeping it short and to the point:
And place the comment here in the correct subcomment. If your character is already in 13, comment to the District 13 heading. If they are pro-Capitol, comment to Capitol thread. Otherwise, comment to the shuffle thread.
The actual RNG shuffle will not be done until November 16th
3 - CREDIT SPENDING CHANGES
Because this will be the last arena, once it is over, credits will no longer be spent on arena gifts and buyouts. Instead, we are comprising a list of things that players will be able to be purchased with credits at select times in the war, namely mid war and at the ending weeks. (War begins late November, mid-war beginning in late January)
Winning the war will not be a guaranteed thing. There are eleven Districts out there and if any more are claimed by the Capitol than by the rebellion during the course of the war, then it could change the outcome of the endgame.
Districts will be won through organic play and-- a key piece of this game-- RNG. There will be three points that can be earned by one side or the other to win each district, each bringing up a different result. Each side needs a minimum of two points to win. However, a fourth point may be bought by players combining their collective credits to equal 5000. This will help make ties to prevent one side from winning, or break ties caused by a nuetral point result (this will be explained/revealed at a later point).
Alternately, come mid-war you may do a death buyout which be 1000 credits each. As with arenas, you must use the credits or lose them. Whatever you have now will be good for the arena or the first portion of the war. After final AC in the final month of war in May (June being used for aftermath), due to circumstances surrounding the revival mechanism, the death buyout prices will be greatly lowered or discarded. This will be re-examined closer to the date.
Finally, being split from loved ones can be difficult, especially if you're made a hostage, or worse, a soldier against your will! However, things can be made better. For the low price of 150 credits, you can have letters smuggled to the opposing side and sent to your loved one. For 50 credits you can pay for a delightful meal with booze for your war buddies, war stories and campfire optional, afforded to you via gift or theft from the Districts. More examples and an outline of how spending will work will be forthcoming. We'll make a post when it's up.
You may still use your credits this arena or you can save them for the first part of the war. Or you can use half in each! It is up to you for how you play it.
4 - AC CHANGES
Because of all the shuffling around and changing roles for characters within the game world, we're doing a little cleaning up of how many credits are awarded for different things and how many are required for AC.
Starting with the next Activity Check and continuing through into endgame, all players will be required to prove a minimum of 200 credits per character to pass AC, with the exception of disposable PCs. This includes players in District 13. We are also doing away with allowing the new CR bonus to be claimed for characters who are having their first thread together in District 13 even if they've threaded together before. We feel the opportunities for activity have equalized between the rebels and the Capitol so the training wheels are coming off!
Secondly, since heading into wartime the tower will less be divided into District loyalties and have more emphasis placed on being part of the Capitol forces, staff characters will no longer be required to make open District posts every cycle to pass AC. We do still encourage players to do so, as there are credit bonuses to making a post (you still earn credits for cumulative comments on posts you make!) but we feel that continuing with this requirement into endgame will detract rather than help. That said, disposable PCs are still required to make at least one open post per cycle as that comprises the entirety of their AC.
Lastly, a few value changes. Replying to a post is now worth 10 credits, up from 5. Finishing a thread is also now worth 20 Credits, up from 15, though the thread in question must be more than 6 comments total (3 from each character) to claim these credits. We want to encourage finishing threads, but don't want that reward being abused.

The Rebellion
no subject
Character name: Jet Link
District: 13
Allies in game: Albert Heinrich, Sam Wilson, Terezi Pyrope, The Initiate, Bucky Barnes (MCU), Venus Dee Milo, Phillip Grey, Leonidas Cora
Rebellion
Role: Soldier, big damn hero type, etc
Motivations: The Greater Good and also wanting to free his friends and family from the potential danger of the Capitol. Evil Organizations are bad.
Capitol
Role: Soldier or leverage for one of his friends or family
Motivations: If someone he loved was in trouble, he'd do whatever was asked of him
Preferred side
ICly: Rebellion
OOCly: Rebellion as much as possible. If he gets rolled later then so be it!
no subject
Character name: Bucky Barnes (Panem)
District: 13
Allies in game: All of 13, Coin, Peggy Carter, all of the off-world tributes in 13 currently, Hannah
Rebellion
Role: Soldier, leader
Motivations: The fight itself, he wants to see Snow taken down no matter if he's the last one standing
Capitol
Role: A soldier or leverage
Motivations: They would have to have Peggy, Hannah or Sam to get him to not just let himself be killed or brainwashed
Preferred side
ICly: Rebellion
OOCly: Rebellion, I don't really have any plans for him to be Captiol fodder, but then again brainwashing could be fun if that ended up happening. If he got taken to the Capitol and one of those three people weren't being used against him, he'd have to be brainwashed/tracker jacked anyway.
no subject
Character name: Albert Heinrich
District: 13 (formerly 3)
Allies in game: Jet Link, Terezi Pyrope, Initiate Fraysong, Sam Wilson... basically every PC in 13 currently besides Peggy and Linden to some degree lbr. Clara Murphy, Dave Strider (?)
Rebellion
Role: Battlefield tactician. Maybe a group or squad leader of some kind, or a handler, but no higher. Great for keeping others in fighting shape too in terms of training.
Motivations: He pretty staunchly believes that the Capitol government and everyone willfully involved in it is evil, so his motivations are clear. He is however more motivated by keeping people alive - priorities to his husband, his close CR, off-worlders with few exceptions, 13 as a whole, innocents on the Capitol side (Avoxes, most mentors, sympathetic staff, regular citizens) in that order - than by annihilation of the other side. He wants victory and the downfall of Snow, but on the right terms.
Capitol
Role: Leverage for quite a few people, but he could become a killing machine again as in canon. Probably useful as a soldier/WMD if outfitted.
Motivations: If Jet were taken, Albert would do literally anything to win his freedom.
Preferred side
ICly: Rebellion
OOCly: Rebellion
no subject
Character name: Sam Wilson
District: 13 (formerly 5)
Allies in game: Clint Barton, Bucky Barnes (Panem), Jet Link, Albert Heinrich, Steve Rogers, Bucky Barnes (MCU), Initiate, Terezi Pyrope, Venus Dee Milo, Porrim Maryam, the Psiioniic, Nick (TWD), most of the Tributes and rebels in general, really
Rebellion
Role: Soldier/medic, possibly therapist or Tribute/13 relations
Motivations: Sam's reached the point where he's as committed to this war as he ever was to the ones he fought back home. He considers this his fight, and he's fighting for the Districts and the Avoxes as well as to keep all of the people he loves safe.
Capitol
Role: Leverage, also a soldier/weapon
Motivations: Brainwashing, the Capitol using his loved ones as leverage if one or more of them was captured
Preferred side
ICly: Rebellion
OOCly: Rebellion initially, but I'm hoping for a capture by the Capitol at some point
no subject
Character name: The Initiate
District: 13
Allies in game: Jet Link, Albert Heinrich, Sam Wilson, Terezi Pyrope, The Signless, The Psiioniic, Sigma Klim, Sandy Marko, Jane Shepard, Cecil Palmer, Punchy, Karkat (from his view), Porrim, Clara, Carlos, MCU Bucky... I'm probably forgetting some.
Rebellion
Role: Gearing up to get back into a soldier role, possibly helping the other soldiers through guiding.
Motivations: His friends and family are safer if rebellion wins.
Capitol
Role: A living brainwasher, a soldier, an avox.
Motivations: Threat of losing all his memories, threat of death to a loved on, threat of death to himself (sending him back home), or simply reconditioning him back into whatever role is wanted of him.
Preferred side
ICly: Rebellion.
OOCly: Rebellion, but I will happily play whatever he gets.
no subject
Character name: Hannah Megido
District: 13 (formerly 7)
Allies in game: Panem Bucky.
Rebellion
Role: Keeper of information, Spy, soldier.
Motivations: Vengeance against the Capitol.
Capitol
Role: Soldier. Especially good for kamekaze style missions...
Motivations: Threat of Avoxing, Avoxing, reminding her that she wants vengeance against 13 too, not just capitol, making her angry enough.
Preferred side
ICly: Rebellion tentatively.
OOCly: Rebellion.
no subject
Character name: Bucky Barnes
District: 13
Allies in game: Sam Wilson, Steve Rogers, Aang, Jet Link, Albert Heinrich, Peggy Carter (Panem), Clint Barton, the Intitiate... othersI may be forgetting
Rebellion
Role: Soldier/Assassin
Motivations: Taking down the oppressive Capitol government and Snow, more freedoms for everybody!
Capitol
Role: Soldier/assassin or leverage against someone.
Motivations: It would have to be a severe threat to an important loved one or brainwashing
Preferred side
ICly: Rebellion
OOCly: Rebellion preferred, but if he got rolled to the Capitol I'd be good for it
no subject
Character name: Wyatt Earp
District: 13
Allies in game: Venus Dee Milo, Joan Watson, Bucky Barnes, Albert Heinrich
Rebellion
Role: Reluctant hero, doing what has to be done, even if doesn't always agree with the methods
Motivations: He knows those in power in the Capitol need to be stopped and he wants the Games to end. He wants to keep those he cares about safe and he wants them to be free. He knows that will never happen if things don't change.
Capitol
Role: Bargaining chip, forced soldier
Motivations: If they threatened those he cared about.
Preferred side
ICly: The Rebellion
OOCly: The Rebellion
Re: The Rebellion
Character name: Joan Watson
District: 13
Allies in game: Punchy, Wyatt, Cecil, Albert, Bucky (Panem), Carlos, Wesker (shifty eyes)
Rebellion
Role: Intelligence, strategy, medical
Motivations: Because it's the right thing to do, to protect the vulnerable and oppressed, and to protect her friends.
Capitol
Role: Leverage, possible source of information
Motivations: To protect a loved one.
Preferred side
ICly: Rebellion
OOCly: Rebellion
no subject
Character name: Carlos
District: 13
Allies in game: Cecil, the Initiate, Clara, Punchy, Albert, Jet, Joan Watson, Dave Strider, Steve Rogers (MCU), Wyatt Earp...am I missing anyone
Rebellion
Role: Scientist/inventor, analyzing and replicating Capitol technology. He wouldn't want to make weapons but could be tricked into it.
Motivations: The Capitol is both comprehensible and terrible and needs to stop, friends who the Capitol would kill if they could, Avox sympathizing, personal history of injury by the Capitol
Capitol
Role: Scientist/inventor (see above), propaganda icon
Motivations: Brainwashing, Cecil as leverage
Preferred side
ICly: Rebellion
OOCly: Rebellion
no subject
Character name: Linden Lockhearst
District: 6
Allies in game: Temple, Karkat, Phillip Grey, Signless, Peggy, Stephen, Torin, Terezi, Bayard, (actually sort of) Jason Compson
Rebellion
Role: Linden's not a fantastic foot soldier, but he's really good behind-the-scenes support. Strategy is a strong point of his, security and hacking, and he's a famous Victor native to Panem who would be willing to appear in propaganda.
Motivations: Seething hatred of Snow, the Capitol, the Games, and everything they stand for. Though he'd be unlikely to throw his lot in with 13 if he thought he could do more damage to the Capitol alone, that's not the case, making him very loyal for the purposes of this war.
Capitol
Role: Hostage, leverage
Motivations: He'd probably rather eat a bullet than go back. He wouldn't have a choice in the matter if he was taken alive, but he has a soft spot for his probable biological son Bailey, as well as Temple.
Preferred side
ICly: Rebellion
OOCly: Rebellion
Re: The Rebellion
Character name: Venus Dee Milo
District: 13
Allies in game: Wyatt Earp, Albert Heinrich, Jet Link, Joan Watson, Phone Guy
Rebellion
Role: Soldier, propaganda icon - basically anything but a tactician.
Motivations: She pretty firmly believes in the cause by now.
Capitol
Role: Soldier, propaganda icon - basically anything but a tactician.
Motivations: Brainwashing
Preferred side
ICly: Rebel
OOCly: Rebel
Punchy
Character name: Matthew "Punchy" O'Connor
District: D13
Allies in game: Joan Watson, Albert Heinrich, Cecil Palmer, The Initiate, Dave Strider
Rebellion
Role: Soldier and hacker
Motivations: He's an anti-authority motherfucker who wants to play the big damn hero.
Capitol
Role: Hacker/security analyst, foot soldier.
Motivations: Probably brainwashing or holding someone he truly loves hostage.
Preferred side
ICly: Rebellion
OOCly: Rebellion
no subject
Character name: Terezi Pyrope
District: 13 (Formerly 3)
Allies in game: Anyone marked "Not Guilty" here.
Rebellion
Role: Tactician and Propaganda
Motivations: Vengeance/Justice for D3 and also the other districts, keeping her allies safe.
Capitol
Role: Tactician/Soldier
Motivations: Holding someone she cares about hostage.
Preferred side
ICly: Rebellion/13
OOCly: Rebellion/13
no subject
Character name: Harley Quinn
District: 13 (Formerly 9)
Allies in game: Dave Strider, Roland Deschain, Anna, Kousuke Nitou, The Ψiioniic, Daryl Dixon, Albert Heinrich, Carlos, Haruto Soma, Initiate, Steve Rogers, Terezi Pyrope, Cecil Palmer, Peggy Carter, and though she's never met AU Steve Rogers or Sayaka Miki she would want to protect and help them by proxy of them being in the district she left behind.
Rebellion
Role: Soldier, maybe a little propaganda, and Psychologist.
Motivations: Her better moral judgement, her desire to finally do what she promised Wonder Woman she would do all the way back after her first arena "Turn the Capitol on it's head" and her hunger for revenge after meeting with and seeing so many members of the Bat family die.
Capitol
Role: Soldier mostly, maybe propaganda?
Motivations: Blackmail, threatening people she cares about, brainwashing
Preferred side
ICly: Rebels
OOCly: Rebels
no subject
Character name: Haruto Soma
District: 13
Allies in game: Kousuke Nitou, Albert Heinrich, Karkat Vantas, possibly Harley Quinn?
Rebellion
Role: Soldier, general dramatic heroic sort. Possibly a vehicle pilot of some sort, with proper training.
Motivations: Haruto wants to stop the games and bring down the Capitol, because it's an unjust system and things can't continue like this. He'd also like to go home. As long as District 13 feels like the right side to be on to make these things happen, that's where he'll fight.
Capitol
Role: Soldier, possibly leverage?
Motivations: Threatening the people he cares about (Nitou more than anyone right now), threatening to bring in any more people that he cares about (bring up doing bad things to a version of Koyomi and he's yours). If they drove him to the right kind of despair, popped Dragon out, and got him under control, Dragon could possibly be used as a weapon.
Preferred side
ICly: Rebellion
OOCly: Rebellion, but I'm open to rolls doing interesting things!

Character name: Peggy Carter
District: District 10
Allies in game: Bucky Barnes (Panem, MCU, fem), Jason Compson, Linden Lockhearst, Steve Rogers (AU), Derek Sousa, Chuck Hansen, the entirety of D10 except Tom (Clara, Tabris, Eowyn, Ayra, Eliana), and probably far more that I've forgotten.
Rebellion
Role: Soldier, leader, propaganda icon
Motivations: She believes in the cause. She wants to make a world where kids can grow up and never face what she had to. She also is angry enough at the Capitol to want to take it down brick by brick.
Capitol
Role: Propaganda, soldier, leverage
Motivations: If they had Panem Bucky hostage, she would do what they wanted. There may be others they could take, depending on how her relationships progress. Either that or brainwashing.
Preferred side
ICly: Rebellion
OOCly: Rebellion, but if she ends up being brainwashed/arm-twisted/captured by the Capitol at some point, that could be pretty fun to play with.
Re: The Rebellion
Character name: Cecil Palmer
District: 13
Allies in game: Albert; Terezi; Panem!Bucky; Carlos; Joan Watson; Punchy; Initiate; Harley Quinn
Rebellion
Role: Propaganda, for sure, as well as covert communications and some signal-hacking.
Motivations: Continued belief in the Rebellion's need to defeat the Capitol; wanting to free the Avoxes back in the Capitol
Capitol
Role: Again, propaganda, if he could be convinced to do it (possibly through taking advantage of the remnants of his Avox conditioning); he'd also make good leverage, as he has both a lot of information and a very public persona in D13.
Motivations: He could be convinced to work for the Capitol if he thought Carlos was in direct danger; if he had reason to believe the Capitol had some member of his (presumed dead) family; or if his Avox conditioning were reinstated to any degree.
Preferred side
ICly: Rebellion
OOCly: Rebellion (though if he were forced into a stint of Capitol allegiance I certainly would not complain)

Character name: Steve Rogers
District: 13
Allies in game: Bucky Barnes (MCU, though he considers all Bucky's his allies), Sam Wilson, Clint Barton, Albert Heinrich, The Initiate, Carlos, Dave Strider, probably some others...
Rebellion
Role: Soldier, leader, strategist, propaganda if they need it
Motivations: It's pretty easy to keep him on this side, because it's the right side of the fight. The Capitol's corrupt and needs to be taken down, he fights for the everyone who's been abused by the Capitol, even its ignorant civilians. This is his fight until its won or he's not breathing.
Capitol
Role: Soldier or Leverage (Mostly against MCUBucky or Sam), Propaganda if brainwashed
Motivations: Using someone as leverage against him, especially MCUBucky or Sam. Otherwise, brainwashing is about the only other method to get him to fight on the wrong side.
Preferred side
ICly: Rebellion
OOCly: I am good with either, so wherever the rolls land him
