Character Direction Plotting
Hello players! We the mods have decided to try something a little new here in the Games, especially with end game getting ever closer! The Games was always meant to be an interactive game, where the actions of the characters held bigger impact over the world as a whole.
We've had Ariadne's execution, Eva's work towards taking out the power, Penny's assassination, and the recent Binding plot! We've also had open rebellious actions of District 3 Tributes combining with the patient zero plot, resulting in the wiping of D3 completely off the map, and Cecil's broadcast to follow! In Steve's first instance of speaking out, many Tributes were blown up on their pedestals. All these things have been the actions of characters going in to affect the world of the game.
This is a plotline too of the initial canon, where Katniss's actions led into wider rebellion. And likewise, had she turned down a different path, could've resulted in her swaying Panem back into complacency. How does your character intend to make their move? By inciting uprising in the Districts, working with the Capitol, or burning the whole place down?
Because mods can be scary to some people, we wanted to offer you all a place to work out some of your major goals in the game, even if they seemed to be otherwise wild or unbelievable!
Is your character a Gamemaker like Sigma Klim? Are they a part of the Peacekeepers like Albert Wesker? Do they do the news like Cecil Palmer? Are they an assassin? A graffiti artist? A spy? A hacker? A stylist with a message to send (like Cinna)? A regular person intent on bringing this place down? Now's the time to tell!

Character name: Terezi Pyrope
Position: District 3 Tribute / Junior Peacekeeper
Alliance: Pro-Districts/Pro-Rebellion
Character Goal: Terezi is trying to place herself in opportunistic positions within Panem in order to gather intel and find a way to strike back against the Capitol. She wants to bring the entire Capitol government down--and possibly also the city with it, as she thinks it's pretty much corrupt from the inside-out.
Relevent Skills: Terezi has spent years orchestrating the demise of other trolls around her. She's skilled in strategy and reading people, and she likes using their faults/follies/hubris against them. She has a good poker face, and she's more than willing to lie if it meets her end goal of justice. She would also be willing to frame someone in order to advance herself. The only thing she's not willing to do is put innocent people in jeopardy, if she can help it. (For frame of reference, she doesn't consider most Capitolites to be innocent unless they've assisted the Rebellion effort or shown sympathy towards the Districts.)

Character name: Tiffany Doggett
Position: Tribute, District 1
Alliance: Very pro-Capitol right now, and very eager to please the Capitol. This is something that could potentially change if she was given the right incentive, though.
Character Goal: I think it would be interesting to have her stay the Capitol's lapdog right up until any rebellion or overthrow, and then have to suddenly deal with being allied to the "wrong side". Depending on how things went down, she might stubbornly stick to her Capitol allegiance, or she might attempt to switch sides to get back closer to the top again. Either way, I'd be very up for playing out any IC consequences that would arise from this.
Relevent Skills: She's not very skilled at all, honestly. Even if she continues to be a fanatical Capitol devotee, she probably won't have much to offer anyone besides her loyalty. The fact that she's so easily manipulated could be of use to some people, but that's more like the opposite of a skill.
Needed things: People to continue to encourage her pro-Capitol leanings, maybe?
Other: Just noting that I am also prepared to go along with whatever comes; these are ideas of things that I think might be fun to do with Tiffany and something I've been vaguely planning on, but I'm very flexible with RP, and if something different ends up happening (either by my own direction or through NPC action/other PC action), that's completely fine with me!

Character name: Joan Watson
Position: D13
Alliance: Definitely anti-Capitol, but other than that her allegiance is currently in flux due to her increasing disillusionment with D13. She's pro-Tribute, but not willing to just turn her back on the wrongs being perpetrated.
Character Goal: Joan's ultimate goal is also in flux, but in the end it will be informed by her fundamental desire to protect the vulnerable and seek justice.
Relevant Skills: Joan is able to analyze information and deduce answers to any number of questions. She also has a number of connections and is in a good position to make sure information gets to the right people (or who she thinks are the right people, at least).
Needed things: Information! Other than that, no idea :)

Character name: Albert Heinrich
Position: Rebel/District 13
Alliance: Pro-rebellion; this encompasses Tributes, Districts, and Capitolites that have been going along with the Capitol out of fear
Character Goal: In the short term, Albert wants to get the off world Tributes/rebels and the 13 leadership to see eye-to-eye and understand that they have similar goals and they need to meet each other a little closer to halfway in order to work together and see the Capitol's downfall. He will not stand for unnecessary casualties and he does have a different definition of that than Thirteen's leadership, or so it seems, but he wants to at least try and work together.
Ultimately, Albert wants to see justice for the wronged people of the Districts and his fellow off-world Tributes. He wants to make sure in the end that those who want to are able to go home and those who don't don't have to. He will fight when necessary and with conviction alongside allies who share his enemy (see: District 13) but in the aftermath he wants it all to stop and will put himself in a position to make it. No more Games, no more dictatorship, no more Avoxing. Those who were involved in or working for the government should be tried for their crimes, including Peacekeepers. He won't be surprised if there are executions and won't stand in the way if it concerns Snow and his cabinet, but unless there is evidence of families being equally culpable, it should stop there. More personally, Albert wants to help rehabilitate Avoxes if he can, especially Initiate, and go retire somewhere in peace with his husband.
Relevant Skills: Albert is a soldier through and through with over 45 years of in-the-field action under his belt. He has training in formal military and guerrilla/small rebellion force tactics and assessment. He also is a cyborg, something the Capitol gifted him back in the form of metal arms and legs. These he will likely seek to replace with further cybernetic weapons when actual fighting gets underway in order to help the war effort (see below).
Needed things: As mentioned above, Albert was turned back into a cyborg against his will as a 'wedding present' from the Capitol (mainly Cyrus Reagan) in retaliation for mouthing off. In his own canon, Albert was a cyborg with weaponized limbs including mini missiles in his knees, and a knife and machine gun in his left and right arms respectively. I would like for him to reach the decision to re-upgrade his for-show Capitol cybernetics into weaponry once the Rebellion (and thus endgame) kicks into full gear as he feels it will benefit whatever side he's fighting for and complete a character arc I've been working on since before his entrance into the Games where he will finally accept that it's not what he is that makes him a monster or a hero, but what he chooses to do with his abilities.
Other: He's specifically angry at Sigma Klim and Cyrus Reagan to the point of holding grudges, in case the mods ever want to do anything with that.
Character name: Kurt Wagner, a.k.a. Nightcrawler
Position: District 11 Tribute; X-Man
Alliance: He isn't sure yet, but he'll likely end up pro-Tribute.
Character Goal: He'll probably just be trying to keep everyone he's friendly with alive. He's not so much a leader. He also has a small personal plot along the lines of finding other people who look different and building a support group of mutants, aliens, and generally those who may not be able to pass as Human at a glance.
Also dumb teenage things.
Relevent Skills: He's an excellent scout even without his powers as he blends into shadows thanks to his dark fur and has wonderful night vision. He's also quite acrobatic and can hang upside down and balance in precarious places thanks to his tail, so he's willing to do clandestine things so long as they're for the right cause.
Needed things: N/A for the moment

Quintus Falxvale
Character name: Quintus Falxvale
Position: Security coordinator of the Training Center
Alliance: Pro-Capitol
Character Goal: I've never really had a particularly firm endgame plan for Quintus, but based on recent and coming events here are a few things I'd be interested in possibly having happen:
-- Him getting promoted to a higher-up, more military position once war breaks out (in part so as to keep him in the thick of current events.)
-- Him publicly, violently outing other characters that are spies for D13 or otherwise planning rebellion.
-- I'd love for the Capitol to do something he'd view as really egregiously unfair, like using his colleagues as scapegoats or sheltering Capitolites that become involved in revolt. He's already in a position where he's starting to question the judgment of his superiors, and it would be great for him to develop more in that direction.
-- It occurred to me recently that if he did manage to get himself on the right side at the close of the war, he'd make an excellent politician. XD I'd rather have him go through some major development and reach a productive ending like that than get killed off in the fray.
Relevant Skills: Quintus is very, very good at his job on account of being paranoid enough to constantly be searching for issues and perfectionistic enough to make sure they're always fixed correctly. He's familiar with the latest and greatest in surveillance tech and probably has some experience/know-how in hacking. I wouldn't call him manipulative, but he's good at tactful negotiation and accustomed to hiding his insecurities beneath a professional facade. He's also gone through combat and survival training and is still in good enough shape to hold his own in a fight, though his damaged lung can wear him out if he exerts himself for long periods.
Needed things: Nothing at the moment!
Other: If he does get some increased media attention due to a promotion or whatever, you're welcome to mention things like the fact that he's from District 2, that he had a brother in the games and that he was wounded in combat. The specific details of the latter event are part of Emily Finch's backstory and going to be revealed down the line as part of their impending trainwreck of a friendship, so while the other stuff is fair game, I'd rather the D7 riot and his response to it not be elaborated upon.
I'm also always happy to supply him for interviews, public service announcements, and other kinds of correspondence. :)

Character name: Sigma Klim
Position: Gamemaker apprentice
Alliance: Pro-Tribute, Pro-Districts. Plays to both the Capitol and the Rebellion but also knows the cruelty the rebellion is capable of - if he knew the whole truth he would definitely be somewhere in the middle. Pro-"stop killing people."
Character Goal: To redeem himself for creating the Nonary Games - and now the Hunger Games - by saving as many lives as possible on both sides, more than he ever killed, by leaking sensitive info to whomever he decides will save the most lives. In a way, redemption could also mean "was punished for his crimes."
Relevant Skills: Prophetic powers, time traveler (though I'm only interested in using this in the unlikely event that I drop around endgame, to paradox himself out of existence or something, nothing game-breaking), has influence in the Capitolite sphere because he's gamemaker.
Needed things: Needs a more direct connection to D13 now since Initiate is Avoxed/leaving. There's Plutarch, but 1) he's an NPC and it might be more fun for a PC to be his connection and 2) he might suspect that Plutarch was trying to out him if Plutarch confessed (see: Eva). Also, need Rebels to arrest him or something in the end (a posse would be cool so as many characters as possible could speak with him one on one), and/or a tribunal.
Other: I'm interested in having Sigma pay the price for his betrayals instead of getting the hero's welcome he wants but knows will never happen. :) I'm also okay with him becoming Head Gamemaker if Plutarch ever leaves like he does in Catching Fire, but I don't think that will happen in game and I don't expect it to, just thought I would add.

Character name: Linden Lockhearst (Panem AU of L from Death Note)
Position: Mentor to District 6, Victor of the 63rd annual Hunger Games
Alliance: People are used to his behavior being a little bit eccentric and shocking, but though he has gotten side-eyes before for the occasional dry comment, he's never quite pushed it far enough to sound like treason. The night of his near-fatal, heart-stopping overdose, he came close, but Linden was high out of his mind, so fortunately no one took it too seriously. He is obviously not content with his lot, and Stephen's got him looking to the rebellion for new purpose in a life that feels stale and dried-up and distinctly lacking a meaningful future. He's been taking small risks and gathering what information he can from bidders, Sponsors, and also working to discern where the blind spots around the Capitol are. He is determined to help with the next big Rebellion event, but at the same time he realizes that his position in the Capitol as a Mentor is a very useful one and to get caught and squander that would be a horrible thing, so he's reigning himself back and doing his best not to draw suspicion or negative attention from Snow.
Character Goal: Linden wants to be free, but it's a complicated wish, because despite having been something of a hermit for much of his life and avoiding significant human connections, he's reliant enough on the help of others that he has baggage. He cares about his Tributes, specifically Karkat and Phillip, and would lie down on train tracks for Stephen Reagan. He carries a torch for Nill, and in District 9, there are two Avoxes that look a heck of a lot like him because they are his dissenter parents. Even if he had the chance to flee to District 13 tomorrow, he wouldn't take it because it would mean severing ties with these individuals and possibly leaving them to be punished for it. Also, his addiction is ever a stone shackled to his ankle; even if the people he's staying in the Capitol for were not an issue, District 13's prohibition represents a hurdle that feels insurmountable to Linden, especially now that his former lover and ruthless enabler Temple is back in the picture. Ultimately, Linden wants to break away from everything smothering him as a Victor and an addict alike, but he's unlikely to be able to do it alone, or even without significant help, so for right now, his goal is to help the Rebellion in any way he can, and he looks to Stephen for cues since any misstep could spell disaster.
Relevant Skills: Linden is probably one of the cleverest classic Victors; his intelligence is easily genius-level and though a lot of people missed this for years since he was a shitty factory worker in 6. Part of the reason he was so shoddy and neglectful on the assembly line was because he self-taught a passable education in a District where many are illiterate and school isn't really a thing for most kids. His slacking off wasn't due to incompetence but because he was trying to cram some book-learning in between shifts, so he does actually know how to assemble and operate hovercrafts and trains, at least in theory (as a somewhat runty kid, he mostly cleaned the big machines.) Linden's highly perceptive and has a keen intuition when it comes to reading people; he's good at sussing out lies and is naturally pretty cynical, so he's often looking for them. He's a creative problem-solver and has a talent for puzzles and deductive reasoning, and though his childish mannerisms put some people off a lot, they also endear him to a certain type of nurturer. He comes across as fragile, but that has the advantage of making him seem very, very far from threatening. Linden's got a quick wit and has a talent for phrasing multiple meanings and messages; he's pretty good at designing and breaking codes and ciphers, and is pretty good with Panem's computers. He also has those connections and that influence that is unique to Panem-born Victors; essentially, Linden is someone who could be devastating to the Capitol if he had the right support; he's single-minded, obsessive, and holds a grudge to eternity, and he hates Snow and the Games, so he is highly motivated.
Needed things: Support. Linden is unfortunately not the kind of character who can stand well or easily on his own. Willpower is a finite resource and no matter how smart he is, he's still an addict, and he's very prone to slipping. Having been hooked on Morphling for his entire adult life, Linden's going to have a rough time pretty much no matter what happens.
Other: Linden is an addict, even when he doesn't want to be. This cannot be stressed enough. :/ He's also in poor health physically and suffers from your standard Victor PTSD. While he's a sharp asset, he's a somewhat volatile one and I foresee something giving whether he relapses or manages to stay clean. Linden himself knows that if Snow wanted him assassinated it would be embarrassingly easy to stage another overdose. He's so well-documented as a brutally self-destructive Victor that he could be snuffed out swiftly and with little suspicion or consequence, and that has him very worried.
...speaking of which, there were rumblings on plurk of a possible Mentor mini-arena. I wholeheartedly support this.

Character name: Altaïr ibn La-Ahad
Position: D11 Tribute
Alliance: lone wolf/pro-freedom in general. The Assassins preferred not to take sides on major conflicts. They worked ultimately for peace and freedom, assassinating key figures who cause widespread suffering.
Character Goal: I want to mirror Altair's journey from douchenozzle to level-headed teacher. He has the physical skills he needs, but his pride needs to be taken down several notches. I usually do this by throwing awful shit at him. I'm debating/looking for the right time to get him in an altercation with Peacekeepers, and it would be great if that were during a plot where he had some direction or mission. I also would like him to start understanding why his enemies do what they do, grow compassion for them even if he still has to kill them. Bonus points for getting to hear their dying words. He's a compassionate man, it just got lost under bravado.
Relevant Skills: Eagle Vision, swordfighting, knives, horseback riding, pickpocketing, eavesdropping, interrogation by fists, parkour, climbing really high stuff, infiltration (his education is outdated in Panem, but his observational skills, discipline, and instincts are still useful), drawing. He has experience teaching and leading small groups of people on infiltration and assassination missions.
Needed things: People to stalk, stuff to steal, places to sneak into, people to assassinate. I keep a running list of his targets here. Unless otherwise plotted, it is assumed he doesn't have the means or access necessary to kill them. Also, later down the line if he is responsible enough to be a proper leader, he may start recruiting like-minded people into his order of Assassins. People of every kind of skill would be welcome.
Other: Though he questions Assassin traditions, he refuses to break the tenets of the Creed (been there, done that, suffered the disastrous consequences): 1) Stay your blade from the flesh of an innocent; 2) Hide in plain sight; 3) Never compromise the Brotherhood.

Character name: (Commander) Jane Shepard
Position: Tribute, D5
Alliance: Anti-Capitol/Pro-Rebellion, District-ambivalent
Character Goal: I would like Shepard to take a leadership role of some kind, whether through managing and directing her various contacts and friends, or through a more formal military-style position, even if it only a small one, or something more like the blank check to burn shit down which was written for her in canon. Most of all, I want her to be respected, whatever the going's on, by her opinion if not for her actual leadership, and that's a hard goal to strive for. Relevant moments I daydream about have included:
⭐ Shepard breaking up the fighting between two people via impassioned logic and also yelling and threats
⭐ Shepard hand-picking people for cool missions using cool phrases like, "You're with me" and "Man the blockade"
⭐ Getting to give a cool speech wherin Shepard urges the tributes to acknowledge that they might all be stuck here and that everyone has a real stake in Panem now
⭐ The super-dumb but also superduper-heroic phrase "we fight or we die"
⭐ Shepard choosing to execute someone(s) in cold blood at point-blank range as a demonstration of how few fucks she gives and what a cold-hearted monster she can be.
⭐ Shepard gaining respect for the Rebellion via being treated like a military asset and being given free range to act to the full extent of her capabilities in the service of a mission-- and having that respect returned.
Relevant Skills: Years of command experience, combat experience, and training, in addition to a take-charge give-no-fucks attitude.
Needed things: not....sure...
Other: On a more personal note, I also sort of want Shep to have romantic feelings for someone else but haha oh lord what a minefield, expecially after all she's been through here. I doubt it'll ever get to happen, really.

Character name: Jet Link
Position: District 2 | Tribute
Alliance: Pro-tribute
Character Goal: Jet's main goal (and my main goal with him) is to defeat The Big Bad (Snow, the Capitol as a system) and give the country a chance to make a functioning government and functioning lifestyle. He doesn't want any real part in the latter half of that, politics is not his thing, but he's down for kicking ass because that's what he's good at. My goal for him is to see action and take an active part in the physical act of taking down 'the bad guys' either through more stealthy methods or through the front door method. He'll likely be fighting on 13's side, but if the other tributes decide they need to split off or usurp 13 to make a 'real' rebellion, he'll back them 100%. In the end, he doesn't care what happens with trials or the government or anything like that, he only cares that the Games end and Snow be executed no exceptions.
Largely, Jet's character arc of development has either ended or will be wrapped up soon, the only goal involving a hundred percent him is that I'd like for him to get his wings back somehow, either through a wing pack like Sam's or through his own cybernetic powers turning back on.
Relevant Skills: Flying, not only himself if he has the ability, but just about any aircraft he gets behind he can figure out how to fly, same goes for vehicles. Reconnaissance, his reflexes are above average and he's easily classified as a sharp shooter for his aim, He also has his tenacity going for him, if he has a mission or goal in mind, he will stop at nothing to see it through. Including some morally gray missions.
Needed things: Just that ability to fly, he's really not the same without it. He'll be coming back from this next arena without his cybernetics, so they won't be able to be converted like Albert's. Honestly, I'd prefer something like Sam's wing pack, but I'm also willing to work with whatever.
Other: Jet will happily kill Sigma without a second thought or hesitation, so that might be a thing and I wouldn't mind playing with it, likely with him maybe trying to do something about it and being stopped, depending on what was wanted later.
Character name: Bucky Barnes (Panem)
Position: Head of propaganda and training, Tribute Liaison, general D13 rebel
Alliance: District 13. Mostly.
Character Goal: Bucky has a character arc he's in the process of undergoing in which he realizes that the 13 he supports and believes in is not the one he actually helped make, he's been kept out of Coin's most inner circle and so he doesn't know her end goals. His goal is to end the Games, de-throne Snow and establish a new government. I want him to reach that point where he realizes D13 isn't what he thought it was and pushes to either reform it or help the off-world tributes split off into the kind of rebellion he'd actually like to be a part of. In the process of this, I anticipate he will lose his position in 13 either after his upcoming plot or soon after.
On a less goal-driven plane, I'm aiming to have Bucky regain at least some of who he used to be because he's lost his identity to 13 and his goals and his need for vengeance, he's willingly become a weapon and my goal with him is to become a person again. I suspect this will likely happen through CR interactions, but a little plot and emotional manipulation through plot wouldn't hurt.
Relevant Skills: He's a leader, he's used to leading missions or giving the order to split up, knowing the leaders of the sub groups will do their parts to the best of their ability. He's a manager, although he can follow orders as easily as he can give them. Physically, he's fairly strong and (like his canon counter part) is a mean sniper.
Needed things: Likely a thread with Coin some time in the future, but not for a little while yet. Beyond that, I can't think of anything specific right now, but I'll be sure to let someone know if I come up with anything!
Other: When it comes to Snow, he's on the fence on the subject of execution vs. trial, but he does believe an actual functioning justice system would need to be in place first. He does not believe in having a Games with the Capitolite children like Coin does, however, he just wants to make Panem a safe place.
Character name: Pietro Maximoff
Position: District 6 | Tribute
Alliance: Lone-wolf of sorts, he's out for himself and what's best for him, that means siding with whoever he can get the most out of.
Character Goal: I honestly don't have any real plans for Pietro right now, it's mostly just a 'wait and see what happens/what CR he gets/what decisions he makes and where those lead him' plan. I'd like for him to make it out okay, but going out in a blaze of glory because he decides to do the right thing for once is a weakness of mine. Of course, running off into the sunset and letting the two sides fight it out between them is also a possibility. Hopefully he finds a reason to choose a side before he gets that opportunity.
Relevant Skills: He's fast, even without powers, and he's really good at manipulation because he can be a real crowd-worker and charming.
Needed things: Really just a chance for him to play both sides until he chooses one which shouldn't be hard!
Other: All bets concerning all of this are off if a Wanda if any kind shows up.

Character name: Karkat Vantas
Position: District 6 Tribute
Alliance: His first allegiance is to his various friends here (both from his world and those he's made here, including other tributes and some Panem/Capitol natives), but in all he wants to help the general span of tributes who are stuck here and the Districts who've been chained to the Capitol's leadership. He has no place to go back to, as he views it, so he wants to help Panem - the people there at large - and take down the Capitol.
Character Goal: Like I said, Karkat wants to take down the Capitol and all it represents. The Hunger Games are cruel and unfair to both the new tributes and the people who went through the old version, and the Capitol's general attitude and structure with using the Districts reminds him a lot of how the hemocaste system worked on Alternia, if even more arbitrary and pointless in some ways. In canon, he always had ambition to be some kind of great leader, respected, and in some ways he accomplished that during Sgrub - but I would like him to do that again here. He cares about these people a lot, and he's going to want to do all he can to direct them and their skills to places they're needed to help take things down. This would probably be more relevant once things get more clearly into Capitol-falling-apart endgame stuff, but it won't happen without him getting his foot in the proverbial door beforehand.
Relevant Skills: Karkat is an experienced leader, if not in the long way some other tributes doubtlessly had. But he did manage to guide a team of 11 other trolls with disparate skills and ornery personalities towards common goals, and eventually gain them victory. While his haste/impatience kind of messed up part of that, he does have the capacity to learn from his mistakes. He's also got a good bit of combat skill, between knowing how to use a sickle, and more recently the knife skills he's been training in, and the general training from Shepard that's been going on since the end of the space arena.
Needed things: Something to lead people in, essentially. You can have a team all set up with cool skills and everything, but it won't do a lick of good without a specific goal to direct them for. "Take down the Capitol" can't be done without smaller options along the way.
Other: Karkat is at least going to try to keep his head down while the mess about the Initiate blows over, but this doesn't mean he's given up on his rebellious goals. The whole thing taught him the lesson to be careful, and watch your allies, just in case they've got a knife ready to go in your back.

Character name: Haruto Soma
Position: Tribute, District 11
Alliance: Anti-Capitol, pro-Districts, pro-rebellion. He wants to fight to end what the Capitol is doing, but has no desire to harm the citizens that are just ignorantly going along with the way things have always been.
Character Goal: Most immediately, Haruto is getting more and more attracted to the idea of somehow getting out to District 13 and doing what he can to be of help there. He doesn't know how things work there, and he has misgivings, but it feels like he'd be 'doing more good' as an active rebel than a celebrity playing pretend at being alright with what's being done to him and those he cares about. A large part of how he perceives himself and motivates himself is by being useful, and it's feeling more and more like he's having trouble keeping the people around him in the Capitol safe. That's not being useful.
He's not a very political kind of guy. Very idealistic, but not much of a head for the logistics of it all. He fights. He'll fight for the side of "good", which to him is the one where the Districts aren't oppressed, the arenas are over, and those responsible are brought to justice. When its done, he'll be immediately trying to find some other place or role or position where he can do good and be useful to others.
Relevant Skills: The fighting skills obtained after a year and a half of battling weird monsters, excellent at riding motorcycles and other similar vehicles, and there's sort of the whole "magical superhero" thing. Sort of.
Needed things: If the rebellion want him at full effectiveness, they'd need to find a way to get him his rings and driver so he can properly use his magic. Without those, turning his power back on just gives him a vulnerability with no accessible benefits. He would desperately want his magical gear back because it would mean that he could do so much more, but if in the end it was impossible, he'd still fight as hard as he could and train to be useful in the ways that he possibly can be.
Other: From an out of character perspective, I've always kept the possibility of Haruto somehow having his hope crushed, resulting in the Dragon inside him killing him and manifesting. It would be able to shift in appearance to look like him, and fight way more effectively than some ringless gangly guy that took up superheroing, but it'd also be an aggressive, self-centered monster. The side effect of Avoxing gone wrong then being chucked into a powered arena? A purposeful thing done on the part of either side's scientists out of some misplaced desperation? Dragon would not want to be controlled, and would be extremely dangerous to have manifested. It's a super bad end so I'm hesitant to do it, but it's interesting so hey, putting it out there.

Position: District Citizen, previously of District 2
Alliance: Pro-Capitol, but leaning more and more pro-tributes, the more chances she has to get in contact with them and see what's being done to them. Pro-"people she cares about being safe and okay" might be the way to put it.
Character Goal: -Get to know more Tributes, the better to wind up feeling more sympathy for them. She may cozy up or edge close under the premise of being curious or starstruck or eager for material to write about, but she's quick to start liking people.
-Get called out on all this taking interest in Tributes and possible sympathizing.
-Get made an example of when she finally gets caught at something rebellious or her uncle Torin finally gets caught at something rebellious. Alliance: Herself and Zed, the Emperor of Darkness, at the moment. She's newly arrived and her priorities have yet to align towards any particular faction in the current conflict. Once she starts to settle, she will initially be pro-Capitol, if just because the general unfairness and class structure of it makes a kind of sense within her worldview. Her leanings are very much open to change, depending on how things go.
Character Goal: -Learning about just how this world works, what the Capitol does, where the Districts fit in, that there's a rebellion, etc etc and so forth.
-Suffering sufficient harm from the Capitol (or Zed suffering sufficient harm) that her heart turns towards sympathizing with the rebellion more out of spite than out of any sense that their goal will improve the world.
-Maintaining a visible facade of playing the arena game and being a compliant Tribute. Possibly by informing on others, keeping peacekeepers informed of goings on in the tower, etc etc and so forth.
-Possibly taking a human form in the future as some sort of visible symbol of adapting to/adopting the Capitol as her home?
-Throwing everyone and everything in the Capitol under the bus as soon as the tide turns against it.
Relevant Skills: Social graces, a mind accustomed to scheming and political wrangling, being in the habit of manipulating others, knowing how to give orders... her general Shadow Monster powers are not entirely relevant to her attaining her goals, other than possibly being of personal help while still being put in arenas and a matter of possible intimidation.
Needed things: Zed. In one way or another, she feels obligated to serve, protect, and otherwise tend to Zed. Where he goes, she will try to find a way to go as well. This may change her plans entirely.
Other: The whole "taking a human form" thing is not strictly canon. Some Shadow Monsters have been demonstrated doing it, but not all of them. Gritta is not one of them. If doing something that is not 100% canon approved rubs anyone the wrong way, I will pass on doing it.

Alliance: General trouble maker and rebel in the making. Pro-tribute, pro-freedom
Character Goal: Sandy has come a long way from the scared little girl who ran away every time trouble popped up. She's gone from acting as bait to lead other tributes to their doom, to actually fighting for her life and winning. She's taken a more active role in the rebellion only to feel emotionally crushed when she saw innocent people suffering for her act of revenge. Finally she's reached a point where she has the courage and patience she needs, if not for the occasional streak of recklessness. I want her to continue seeking out ways to be a more effective rebel so that when the time comes she can help bring this place down.
Relevant Skills: While Sandy has studied a lot of practical skills like first aid, knife play, rope work and so on, she still has a hard time connecting with people. Either her age or her history of losing people she's close to has made it hard for her to forge new bonds with people.

Other: Thanks to Cinna she learned how to locate blind spots in the Capitol and disguise herself. Using those skills she's stashed things like first aid supplies in various drop points during "The Binding" plot. Some of those drop points might still contain useful tools.

Character Goal: Now that Ruffnut is starting to develop empathy, I'd like for her to continue to grow as a character and make connections with others. She already feels bad about letting the people of District 7 down, now she just needs some friends to be loyal to in the Capitol...I am not opposed to her being tricked into switching sides out of "Friendship"
Relevant Skills: What Ruffnut lacks in finesse she makes up for in durability and berzerker tendencies. She'd just as soon see the whole Capitol burn as she would anything else, but she's not quite ready to sacrifice so many lives, including her own.
Needed things: As will be a theme with my characters, I just need to have Ruffnut forge new connections with characters that can help her learn and grow.

Character Goal: After losing so many people she grew attached to or cared about Harley dropped off the radar for awhile and shirked her responsibilities as mentor. Now that she's done with "The Binding" She's bounced back to being extremely dedicated to helping her tributes and seeking out new and interesting ways to turn the Capitol on it's head.
Relevant Skills: Harley is a very easy to place girl. She can find excuses to pop up just about anywhere in the Capitol so it's no problem for her to mix and mingle. She's also plenty talented at spotting peoples emotional weaknesses and probably has been building a list of the staff in Tribute Tower in case she ever finds a good reason or a need to try and help cause chaos in the building.
Needed things: She's tried very hard to appear like a good mentor, but being caught during things like The Binding or the mass jail break that failed usually winds up with her looking worse for ware. Given the chance to get in better with the Capitol she might take it if only to try and use that position against them.

Character Goal: Arya's main goal is to get out of Panem and back to Westeros. She has nothing but contempt for the Capitol, and although she knows only the barest hint of the Rebellion (thanks, Initiate!) she's seen this before with the Brotherhood Without Banners and to her they're no better than the Great Houses. If she had to choose one or the other she'd fight for the Rebellion, but she'd only seriously commit to this if most of her CR went and fought for D13. I'm fairly certain, however, that she's placed those in charge of the Capitol on her kill list, and it would be great if she got the chance to kill someone high ranking herself (more than happy to make this an unnamed NPC).
Relevant Skills: She's good with a sword and better with a bow, and her skillset has diversified here to more weapons under the tutelage of Molotov and Tom.

Alliance: Pro-D7, but mostly pro-herself and her family
Character Goal: Emily is currently torn between her hatred of the Capitol for what they've put her through personally, and quite enjoying the luxury she lives in there at the moment. She likes the idea of a revolution, but to her the reality is that they'll all get themselves killed and the Capitol would retaliate against the Districts, getting her own family and people killed as a consequence. At the moment, then, Emily wants to keep the status quo exactly as it is, she thinks they're better off slaves to the Capitol than dead. I'd love for her to be in a position later on where it's vital for her to choose one side or the other, as right now I can see her selfishness and cowardice winning over and her siding with the Capitol, she hates the idea of being noble and martyring herself for a cause even if she agrees very much with the cause of the rebels. I've often imagined a scene where someone high up in the Capitol basically buys her loyalty in exchange either for the safety of her family or for full Capitol citizen rights for herself, and she agrees despite feeling she's sold out. This could lead to her either being banished or executed later on, though I can also see her switching sides further down the line.
Relevant Skills: As a D7 Victor of the old games, Emily is a bridge between the D7 and the Capitol. Her actions, if fed back to her District in the right way, could either incite them to further violence or placate them in support of the Capitol at least for a while. I can see her becoming a sort of a Capitol media image of a "good Districter".

Other: This is subject to change depending on how badly Quintus and Emily's friendship implodes with her discovering his past in her District, as I'm not sure how far that would push her toward the rebel cause and need to play that by ear.

Character Goal: Lilah is brand new, so I don't have a set direction in mind for her yet and want to wait until she's settled a little more to see where she's heading. She'll definitely take her cue from the other Dragon Ages, particularly Cullen as she relies very much on her Advisors back in her own version of Thedas. Personally, she'll be trying to survive foremost, though if she can help out D13 without it endangering herself too much, she'll definitely do that.
Relevant Skills: She's good with a bow and arrow and has the anchor on her hand. She's used to both leading and being an underling in different organisations, and is adaptable to whatever's asked of her.

Position: District 1 Tribute
Alliance: Zed is pro-Zed. He likes the Capitol quite a bit so far, mostly because he has so far been able to pretty much do what he wants...at least, no one's tried to stop him from covering himself in body glitter and going clubbing. With Gritta here and with D1 having a Mentor, his fun is likely to get curtailed, which will make him grumpy. He'll pick whichever side he thinks will offer him the most freedom--though he's convinced that the Capitol is doing a fine job of gathering darkness, and that should he choose, he can take that darkness. He doesn't care who rules what so long as he can do what he pleases.
Character Goal: Zed's got several ways he can go, and at this point, he's still treating this like it's a game and/or like he's won a really crappy vacation. If the Capitol continues to behave to his satisfaction and lets him do whatever, then he'll toe the line and won't want to rock the boat. As far as Zed is concerned, all this fighting is a boring pain that is distracting him from possibly having fun, rather than anything important. If his fun gets spoiled, then he'll be more likely to fight--but he is ultimately fighting for no one but himself. The side that offers him the most fun is the side he will fight for, and if war breaks out with powers turned back on, I could see him decide to pull back, watch, and harass both sides equally.
In some kind of crazy, highly unlikely turn of events, it is not entirely out of the realm of possibility that, in fighting against the Capitol should the Capitol piss him off enough, that Zed would inadvertently do something good (i.e. selfless, full of what his canon would term light), and thus find his own shining...which would probably utterly blow his mind because so much of his character is being unable to understand or care enough for this sort of thing. That would largely depend on the sorts of CR he makes and what they need done in the end, along with whether or not he actually likes anyone enough to care to do anything. He would likely weaken himself through doing so, and for that to happen would have to take a lot of doing and a whole lot of people being unusually selfless around this brat to give him ideas.
Relevant Skills: If he gets his darkness powers back outside the Arena, he'll be sullen about it but thanks to the way his kids' show darkness powers work, pretty strong thanks to all the negative energy the Capitol generates with its murdergames. Without powers, he's got a certain awareness of political intrigue--though it doesn't seem to be his strongest skill at all--and has a great deal of fighting skills, most notably with swords and hand-to-hand combat.

Character Goal: Nitou is happiest when he can be actively out doing things and working for a goal. He'd have his own set of problems with the Rebellion, but would definitely see it as being preferable to the Capitol, even if mayonnaise rationing would make him whine so, so very much. I'd like to get him out there doing more as far as rebelling is concerned, though he's no idiot and has at this point figured out that for once in his life, he needs to be careful with how he goes about doing this.
Relevant Skills: He's an adventurous hobo with a lot of wilderness survival skills, a noted lack of caution, exceptional bicycle riding skills, and a great deal of monster-fighting experience.
Needed things:
Mayonnaise. He's going to need all of his magical equipment--his rings, belt, and Mirage Magnum--back from the Capitol. He'll also need some means to keep Chimera fed. Chimera likes eating magic, but he'll also eat Helheim fruit, which Nitou had a large quantity of when he was taken. Mostly I just want a scene where people are like fuck, we have to rely on Compson.
Relevant Skills: Hella old money connections. Jason's also pretty intelligent and has a deeper and more precise working knowledge of Capitol law and Capitol financial markets that some of the other Capitolites might not have because of the way he runs his household. He could be useful for transferring resources one way or another, stealing large sums of money, opening an avenue for clemency or helping smuggle people out of the Capitol via immigration snaggling. Oh, and he forges documents like a motherfucker!

Alliance: Aang is very pro-districts and pro-rebellion. This doesn't necessarily mean he's pro-District 13, but he would currently consider himself to be so because he hasn't really learned much about it.
Character Goal: What I really want is a character arc for Aang. I want him forced into helping the Capitol somehow--maybe he gets caught and brainwashed, they use his power as a battery, they pull a Peeta and plant him in District 13 after jacking him, whatever--and then I want him to cope with the consequences from that, both internal and external. I also want him joining District 13 and ultimately deciding for himself that they aren't what he wants to fight for before just walking out, regardless of whether or not there's a third faction. I want him to have a role in building the third faction.
Relevant Skills: I feel like all three of these things can be linked up. He has a deep sense of right and wrong and often acts as a moral compass for the people around him. He's trusted by the tributes and is a fantastic warrior, so he could do a lot of damage if planted in an unsuspecting District 13. Afterwards, he'd probably be distrusted by District 13 at large and he'd be in a vulnerable place where he'd be forced to meditate a lot, and he's brave and sneaky enough to just leave. After his experience with District 13, he'd be very assertive about trying to help shape any new faction that developed to make sure it wasn't just as bad as the others. The least of his skills in this sequence is his combat: what really matters are his stubbornness, his moral compass, his experience with pain, and his wisdom.
Needed things: Opportunities. I need an opportunity for Aang to get targeted and caught up by the Capitol, and then I need the opportunity to have him somehow placed in District 13 (either by the Capitol or by something else). After that, I think that Aang would make the progression on his own.

Character name: Bruce Banner
Position: D3
Alliance: Pro-Tributes/Pro-Districts. He would consider himself allied with District 13, but he's wary of them.
Character Goal: He has access to the entire surveillance grid. I want him to do something big with that. My vague goal is to have him use this to arrange a bunch of assassinations of high-ranking Capitolites all at once to destabilize the Capitol and allow the rebellion to use the confusion to liberate Districts and grab valuable land. Or he could use it to steal lots of weapons plans and things like that, but that's less dramatic. After this, if he doesn't immediately die, I'd like him to be part of the third faction that will spring up, but I'm not against the Capitol capturing him and using him and/or creatures made from his blood as a giant angry weapon to tear through the countryside.
Relevant Skills: Like I said, he has access to the surveillance network. He has extreme organizational skills and a genius eye for detail.

Character Goal: I still want a Victors-only mini arena, or else a situation where the Capitol forcefully pits the classic Victors against the new Victors. But barring that, Peggy is a super powerful personality who has been kept in a marginalized position her whole life. I want her to escape the Capitol (and I don't mind having her jump through hoops for that), and I want her to realize that she doesn't like District 13. I want her to be one of the founding members of the third faction and to help rally natives behind the third faction by using her classic Victor status and experience with politics and subterfuge to her advantage. I want her to help rally the Victors to care about something again, and I want her to help give the Districts hope that someone cares about them as something other than land to grab. Where Aang would push to be an unofficial moral compass, she would be an officer of this faction, and I want her to have a personal hand in destroying the Capitol and taking down District 13. Then I want her to get an important position in government, especially in Intelligence, but that's probably post-endgame.
Relevant Skills: She's a classic Victor, which means she's a symbol for Panem in a way that off-worlders and 13ers can never be. She's also fiery, charismatic, and has a very powerful personality. This is on top of her spying and combat skills.

Position: District 11 Tribute/Teen Pop Idol
Alliance: All over the place. Is it possible to be Pro-Capitol and Pro-Rebellion? That's what Gary is.
Character Goal: Personally, Gary wants to enjoy the Capitol for all it's worth. This means preserving the parts of the Capitol he likes--his fame, fortune, lavish luxury, etc. But he also wants to impress his friends and make them happy, and a lot of them want to see the Capitol burn. Gary is pliable enough that he would, no questions asked, do the Rebellion's dirty work for them, if his friends told him to (like he did when he ran supplies for the Binding plot). I want him to get caught up in one of those missions as an unwitting accessory--involved enough that he really has to face that choice of helping his friends versus staying comfortable, and facing the consequences of whatever his decision ends up being (as loudly and explosively as possible).
Relevant Skills: As seen in the Binding plot, Gary is excellent at moving things and himself through the city discretely and quickly. He's also had multiple discussions with Punchy about stealing and delivering precious cargo for him (he was mostly serious and would totally do it if Punchy asked him to). So the Rebellion not only has precedent for Gary's skills, but also a plant that can convince him to carry out the mission. As he's not at all interested in going to District 13, Gary is also in the position of being a plant in the Capitol that can do this work without risking D13 personnel. In the event that things go sour and he's working with others, Gary is both loud and agile enough to make for an excellent distraction. He knows this and would volunteer for it. It helps that he's kind of a dumbass.
Needed things: People in D13 who need very specific items delivered, probably. It could be like a stealthy "outside the books" sort of mission, even! I am flexible.

Alliance: Anti-Capitol, pro-District, pro-Tribute
Character Goal: Not necessarily to bring down the Capitol, but at the least to make communication free and open - Cecil has found that both the Capitol and its primary opposition are about equal in controlling what people see and hear. He'd like to have a part in creating a Panem where people aren't afraid to speak.
Relevant Skills: He's well-known for his final broadcast to the Capitol, and it's now beginning to be known that he's still alive; he's very good at communications, including broadcasting on illicit channels, covering his tracks, and using different codes and digital and non-digital platforms.
Needed things: Eventually, maybe, he might need a platform from which to speak, a channel that belongs to neither side. But, things could also change a lot, and I'm still waiting to see how things shake out for him!

Alliance: He's firmly pro-himself-and-his-friends, and has had some small involvement in a rebellion plot, but is not yet decidedly anti-Capitol, though he's moving in that direction.
Character Goal: His goal is to get out of Panem, if he can; barring that, his more immediate goal is to get out of the Arenas. He doesn't see himself as big or influential enough to accomplish this, but under the right leadership, he could start to take active steps toward helping end the Games.
Relevant Skills: Sam's smart, stubborn, and good at concealing things - both in the sense of stealth and in the sense of secret-keeping. Also, he's got a strong sense of justice and doesn't back down easily. He's good rebel material, even if he wouldn't think of himself that way.
Needed things: Someone in whose cause he can really believe; someone he feels loyal to and has an active reason to help in their goals. Someone who might depend on him for something.

Character Goal: Cyrus wants the status quo to remain exactly as it is. He wants the Capitol to be as stable as possible, to eradicate upheaval, to keep everything and everyone in their proper place, so that he can remain in his proper place.
Relevant Skills: He wields a lot of power and influence and can get away with a lot, and is willing to do a lot of under-the-table dealing - more and more, I hope, as time goes on and he gets more desperate to maintain control. He has connections, foresight, and a large network under him, and also, more money than God.
Needed things: People to work under him, to do what he wants them to do - both to spread out potential blame among a wider network, and to influence those elements of society (Tributes, Districters) who would never take direction from him.
Other: I should mention - I've been bad about it recently, but Cyrus is totally available for use in other people's player plots. If people need a conniving Capitolite to involve in their plots, want to deal with authority somehow, or want someone who'll inflict consequences, Cyrus is totally here for that!

Alliance: Pro-rebellion, pro-Tributes, pro-districts.
Character Goal: I'd love to get Sam involved in some District 13 missions, especially anything involving infiltration and extraction, since that was his specialty back home. I'd especially love for him to be able to get his wingpack back and use that in those missions! He's been pretty clear in his opinion that he favors an alliance with them, and he's passed on some pretty sensitive plot information to them. I also think it'd be interesting to have Sam trying to liaison a little between the Tributes who are in District 13 and the rebel leaders to try to strengthen their alliance and do some negotiations - although maybe not necessarily successful ones, or possibly having some initial success before hitting a wall. I'd like him to be a part of forming a third-party faction, and I'd love for one of the reasons he ends up wanting to help form it is because of that lack of success.
Ultimately Sam is going to obviously be in favor bringing Snow and the other people in position of high power to some kind of justice, but he's going to be very against holding the citizens of the Capitol accountable. He'll fight to try to make sure no one goes too far when it goes to punishment. He's also going to be very invested in the treatment of the soldiers - either from 13, the districts, the Tributes, the Avoxes and possibly even the Capitolites - and is going to be looking to try to help build up something like the VA back in his world.
Relevant Skills: Years of experience as a soldier, heavy involvement in a top secret government project, experience in leading infiltration and extraction missions, one of the few people who can actually operate a wingpack, years of trauma medical experience, experience in counseling traumatized vets, excellent interpersonal relationship skills.

I will be canon updating him after arena 14, which will mean his wingpack will end up in Capitol hands, and I'd love some kind of mission to retrieve it - or possibly it being retrieved as a side to another mission. Character Goal: He's up in the air right now! Derek doesn't like the Capitol, but he doesn't feel the need to risk anything by stirring things up. He also really doesn't like the new Tributes and it would take quite a bit to consider them allies. I'd love for him to have a reason to be swayed to either pro-rebellion or pro-Capitol - the biggest motivation is going to be whichever he thinks stands a better chance of keeping his family safe.
Derek's potentially in a good position to learn vital information from the Capitol, since most of them tend to view him as a big dumb animal, so if someone motivated him enough he could easily pose as a soldier for the Capitol and feed information to the rebellion - or the opposite, if whoever swayed him was pro-Capitol.
Relevant Skills: Derek is a classic Victor and has been training near constantly since his game, so he's an excellent fighter and in top shape. He's also very book intelligent, even if he doesn't show it, skilled in a lot of the sciences. He's also spent a lot of years perfecting the art of looking dumb and unimportant but useful.
Needed things: People? A leader type (or types!) to follow, someone to sway him enough that he'll believe siding with them is the best way to protect his family.
Other: Anything that involves him is highly likely to also involve Chuck, since Chuck is Derek's highest priority.

Alliance: Lone wolf right now, acting purely in the interest of staying alive.
Character Goal: I'm honestly really open to ideas here - he's incredibly suspicious of the Capitol but might be swayed either way if - if - he could be convinced that there would be some tangible reward for doing so. It'd mostly have to involve protecting Tess or getting himself out of the arenas/having the ability to leave and live quietly on his own. He kind of hates the Capitol for taking Ellie away from him, but if someone were to bring her back or convince him she was alive somewhere and he could get her back, he could be swayed one way or the other.
Relevant Skills: Well, he's survived the zombie apocalypse in his world for over 20 years so needless to say, he knows how to keep himself alive and he'll do whatever it takes to do that. He's vicious in a fight, good at sneaking around and scavenging, that sort of thing. But he's not a spy or infiltrator, really, and he doesn't work well in groups.
Needed things: nothing I can really think of, tbh.
Other: Again, I can potentially see him going in multiple directions depending on if anyone offers him something he wants enough. Capitol, Rebellion, a third party, whatever. All he wants is his kid with him and safe, and to be able to live somewhere quietly without being bothered, so anything that brings him closer to that, he might do.

Alliance: Preeeeeeeeeetty much only cares about the folks from Thedas and getting back home, honestly. And the more people/Gamemakers try to discourage and/or break up the Thedas alliance, the more he digs in his heels and tries to present a united front.
Character Goal: I'm not too sure with this one - if he thought the authorities were mostly acting in the best interests of their people, he'd want to side with them, but he doesn't. As far as he's concerned, you're all barbarians and he just needs to get home. He might feel some affinity for folks in the districts if he could see them firsthand, though, and be a bit more willing to work in their interests.
Relevant Skills: In general, anyone who can sway him to their side would benefit immensely. Cullen's not just a good soldier, and good in a fight - he's got leadership skills, experience with command, knows how to train newbies, is excellent at military strategy, all that good stuff. He just needs to be convinced the cause is worth putting his skills to use.
Needed things: I think a district visit would really help Cullen put a face to the suffering in this world - his only real experience of Panem natives so far is with Capitolites. He's not lacking in compassion, far from it - but understanding some of what's going on in the districts might start pushing him more in the direction of wanting to help people here if he can. Maybe.
Other: Ultimately, no matter what he does, Cullen's goal is always going to be to get himself and his fellow Thedosians back home. I really doubt anything will change that, unless it becomes very clear that going home isn't a possibility. And just being told it's not won't convince him. He'd need some kind of tangible proof that it just wouldn't work.

Character Goal: Feferi's goal is freedom for herself and other Tributes, but prefers to (try to) do it at her own pace. Because she has an extremely long lifespan, she doesn't feel as much of a rush, and her preferred method is to work her way up the ladder and insinuate herself into the Capitol hierarchy. Whether it takes years, decades, or centuries (if it happens at all) remains to be seen. At present, she is trying to either win the Games or petition her way out, so that she can start working towards that goal. So far, she has done a lot of work to try and improve her public image. She's done modeling in her free time (mostly for hair product ads), and has put a lot of effort into the new tribute schooling program. She tries to be extremely mindful of her actions in public and is working on her public speaking. She doesn't know a whole lot about D13 or the real Rebellion, just that they're things that exist and that she more or less ignores.
Relevant Skills: Feferi has become very tenacious-- if she wants to learn something, she'll learn it. If she wants to do something, she'll find a way to do it, eventually. Her Ancestor, the former Alternian Empress, is also a formidable and present figure in her life, despite not being in Panem, so she has a ruthless rolemodel to style herself after. (Even if she doesn't want to admit that's what she's doing.) She also has excellent trolling skills; she might not be much of a stage actress, but she can ham it up with the best of them. Her actual leadership skills are lacking, however, and she's bad at actual long-term planning. She works well in a group, but only as long as she has a clear direction and trusts their leadership.
Needed things: More Capitol contacts! A lot of her Capitol CR has left, so she needs someone new to suck up to. She's always looking for new opportunities to put her name out there, and showcase her abilities.

Character Goal: Molotov is amazingly neutral. She does not give a single shit what happens to this world as long as she and hers are good. That said, she's always going to side with the team that's most likely to win, even if she has to team-hop multiple times -- she is an actual mercenary, so she's up for grabs. She can be won over by either side, as long as the payoff is right: safety guarantees, provisions for after the war, etc etc. Without a forecast on the winner and/or her payment, she's likely to hide out until she's got the score.

Alliance: Pro-tributes, and maybe even pro-district. He's ultimately loyal to his friends.
Character Goal: The only goal Nick has in mind is to make sure his friends are safe, first and foremost, even at his own expense. He's not one to be overly optimistic because of all the emotional beat downs he's had, but if the opportunity comes up after the Capitol is defeated, he'd like to be able to start over. But if you ask him that question now, he'd probably won't even say that because that sounds too good to be true for him, so he goes where his friends go.
As a writer, I'd like to see him get the development he deserves and I think a lot of that can come from the plot relevant things going on. I'd like to see him grow to be more confident, to silence that self-doubt stemming from growing up in an environment that didn't work for him, to be his own person and not live in the shadow of somebody else etc.
Relevant Skills: Nick has his vulnerable side but he has that inner quality of being loyal to a fault. He's not blindly loyal because he knows when to speak up whenever he thinks something or some idea is "bullshit". He's emotional and quick to annoy, but time spent in the Capitol (and plenty of practice from living under Bill's rules) has enabled him to keep his lips shut when speaking up could mean harm or death to his loved ones. If the Capitol were to torture him for information, he would never talk.
Basically operates on the power of love lmaoAs far as hands on skills go, he's a zombie apocalypse survivor so he's gotten used to living on the go and in the outdoors (not to mention his uncle would take him out a lot). Character Goal: Vivi still looks to find his way home because he has a lot of unfinished things he needs to see to, but since he's stuck here, he wants to do what he can to survive and help others along the way. He's glad he's made friends and people that care about him and vice versa, because that'll keep him going. As a writer, I'd want to see him grow up, basically...and learn more about himself in a way that can be learned from being here.
Relevant Skills: Vivi's courage is shaky at first but once he climbs over the initial hurdle, he displays an unexpected amount of willpower. Also, yeah, his black magic is pretty damn strong...and his hella cute face that he is oblivious about helps too.

Character Goal: His character in the game has always been to simultaneously atone and let go of what happened at Freddy's and move on with his life. Talking with Linden and bonding with other Tributes, notably Venus and his friends, has basically brought back some of the optimism and drive that he used to have. But the Arenas have also hardened him up, that he has to make difficult choices to get out of the hole his mistakes have made. If he ever does kill anyone, it will destroy him for a while. He's silently not in favor of the Capitol because of the way it controls the Districts but not too keen on the rebellion either. Either way, if he can help his fellow Tributes in any way, he will do it!
Relevant Skills: Insomnia (pfft), good reflexes, charisma, at least five ways to dispose of bodies and evidence

He will do his best to play the game and survive but he will be more overt if the threats to those he cares about get too close. He's not one to take things lightly and when El gets a grudge, he won't let go.

Character Goal: Fitz's priorities are getting home to get back to his Important Quest Things, but also to bring down the Capitol, because he is very bad at leaving injustice alone. I don't really know where I want to go with this, though I would be interested in him being recruited to the Rebellion and dealing with disillusionment there. His whole thing is that he's been a political tool most of his life, and hates it, and I'd like to play with that vs. his hate of the Capitol vs. his sympathy for the people in the Capitol...? Generally speaking he's a very impulsive person who tends in canon to make dumb choices that make a big splash and screw him over, so something like that would be fun (like, something like trying and failing to assassinate someone important off his own back). If the Rebellion were to recruit him as a spy he could do that really well, or get really pissed off and mess everything up, and either of those things would be fun.
Relevant Skills: Strong fighter (good at sneaky assassinations, but also brawling, melee weapons, berserker rages and suchlike), experienced in gathering intelligence and drawing conclusions, great memory, some mind magic if powers are on, knowledge of (medieval) medicines and poisons, good at reading people (except if it relates to him, usually), and he's efficient at killing people who need to die, though he doesn't enjoy it.
