Time for the hot seat

So later this week we will be going into the arena's first round of Hell-rena.
Since it is no secret that this is a Silent Hill based arena, it is probably not going to be very shocking what happens if you are familiar with silent hill.
If you are not, here is a good clip to show what's about to go down.
Air raid sirens will go off. The fog will clear up real fast, and it's gonna get hot. We're talking 100+ Fahrenheit. With humidity.
The buildings will be easier to see, but will deteriorate as in the clip.
The creatures will become more active. Anxious, more aggressive, and faster moving in the heat.
There is constantly a loud, grinding, unpleasant metallic sound throughout everything. In the underground rooms of building and close to the town green it is so loud you need to shout over it, and you can feel it vibrating through you.
If you have been eating/drink the arena's produce, you will feel over heated, uncomfortable, and like you have had WAY too much coffee.
HOWEVER it's not all bad.
There is going to be one building every round that is safe. Cool, quiet, the creatures don't come near, and it is stocked with fresh food and water. It is easy to see because the outside does not dissolve. And powers are still nerfed inside.
EDIT: For this round, the safe space will be the Theater. More specific details about layout, etc. will be in the starting event post.
Because the other perks of this is that powers are available outside. Anyone too powerful, or with game breaking power will be muted down to reasonable levels, and feel free to direct questions about such here if you are unsure about something.
I think that is everything, at least that I can think of. Any other questions can be posted here!

EDIT: And if she condensed some water out of the atmosphere and used her magic to purify it would it be considered safe/drinkable?

I wanted to know if this would be too breaky since he could essentially act as another living safe point if he holed up in a room somewhere with people. The caveats that would already be in place would be that he'd only be able to shield, say, about 10 people, since his brain's a mess this arena, and he he'd have to sit there focusing only on that without moving the whole time. It'd take every bit of his focus and willpower.
And it'd be a miserable, terrifying time for everyone stuck in it since the monsters might be be there pounding on it and it'd be cramped and hot inside.
But since that still could potentially offer another small safe shelter for people caught out in it, I was wondering if that'd be okay.

It sounds, the way you're describing it, like they're reacting to cold like lizards or something, a slowing, hibernating kind of effect. Would you say fairly that it's slowing their metabolism?

See, at some point I want to get Starkiller into trouble. This arena seems like a good place to do that. Among his powers are the ability to create lightning. I was wondering if it would be possible for him to target the force-field surrounding the arena with his lightning, in an attempt to overload it and break out. Regardless of whether anything comes from it, I would like for him to get punished for it after returning to the Capitol.
Would it be possible to set something like this up? The reason I want to is because I'm looking for a way to get him involved in the rebellion and this seems like a good way to do it. Like I said, I'm not for sure yet but is it a possibility?

On the flipside, I was thinking he could overheat in response to the temperature because man in a tin can here. So in theory he could kick ass but he'll go down like a sack of rocks pretty soon after. Possibly need to be dragged to safety/lower temperatures.

ANYWHO! I'm sure I'll have some more questions later, but as of right now-
Will Gabriel be able to teleport around the arena? If so, how far can he go? Like will he be able to get from one side to the other easily or can he only go several yards at a time? And can he pop others around with him?
Can he sense other people in the arena assuming they don't happen to have anti-detection sigils etched into their ribs?
Can he heal injuries?
He's definitely not going to be a nuke like last time. The most I'm thinking he'll be able to do is kill someone by touching them if he so inclines. Also, I imagine that when the powers turn off again, he'll go back to as hungry and sore as before.

Even so, without mjolnir it seems like he can control the weather, but again if it's condensed in a force field I assume he can't actually tamper with the weather in there? Maybe the Capitol experiences a multitude of rainy days.
So the question I suppose is clarifying whether mjolnir and weather control are out and whether it would be acceptable for him to still be able to project lightning through a conductor? SORRY THIS IS CONFUSING.

Secondly, if he were to hit the dome and then fall because electricity and cyborgs don't mix, could a building of mod choosing break his fall?

The range of stuff he can do with it is pretty ridiculous from healing tiny lesions he senses in a character's brain that might someday cause a stroke to turning the atmosphere of a planet into toxic gas.
It essentially makes him omnipotent at full power so I definitely need help figuring out what limitations to run with.
So to start with, can I assume these limits are in place?
1) He can't alter himself to permanently remove whatever method of power inhibition they use.
2) He's had his senses deadened so he can't sense whatever method they're using on the subatomic level so that he can't provide that info to anyone.
3) He can't fly like he usually can by messing with the air around him/his own density because then they'd have to worry about him trying to escape the arena
4) He can't do any grand scale stuff that alters the atmosphere. Like maybe he can turn the air into toxic gas around a person but finds the ability blocked if he tries to for the whole arena.
And then in terms of what he can do:
1) Can he transmute himself to other substances, like stone or metal to punch people/be immune to damage with with so long as he automatically warps back to flesh and blood and has his power inhibited again when the hell part ends?
2) Can I otherwise have a free range of horrible ways he can kill people with his power? (obviously only with ooc permission, but I want to know if I can basically leave the how based on the creativity of me and the player that wants their character killed.)

And he could fly, because there is a roof to the arena. So he'd just hit the forcefield at the top and bounce back down.

Also, either in this round of Hell-rena or the next, Sabriel may baptize a person or two- but not explain to them what she did, or teach them anything in the hopes that they'll be resurrected with their mark, and the Capitol won't suppress their magic because they won't realize they have it. And then be rather disappointed when it turns out baptisms don't stick after arena deaths so her plan won't work. Tell me if you'd like to volunteer your character for this! Sabriel would probably try to target people who don't seem to have any superpowers.
