Ok one sorta big announcement.

The mod have talked, and we decided that we are capping Tribute apps at 8 per district. We are currently at 4-6, so we would need AT MINIMUM 24 new characters (and probably closer to 36) before this cap would even be put into place.

When/if we get there, we will let you know what else this shifts around, when the cap will be lifted, etc. This would also only cap tribute character, not other types.

The game doesn't need to stay super small for us to handle, but we also don't want to get so many people we can't run more personalized plots.
