Baron Bartlett is an OC politician who comes with his own permissions post. He is loosely inspired by Baron Vladimir Harkonnen from the Dune series, including his icons and PB (Ian McNeice played Harkonnen in SyFy's adaptation of the books).
I'm not sure if there are any people in this game who haven't read the Hunger Games trilogy, but just in case, I'm going to explain a bit about Baron so you all understand.
In Mockingjay, Finnick Odair eventually releases a video in which he exposes what bidding is. Katniss manages to stay pretty vague about the details but her narration does mention a variety of taboo and disturbing subjects such as strange sexual appetites, incest, backstabbing and blackmail.
The Baron falls under the some of the categories. He is not a nice man and he considers all of the Tributes to be up for bidding. If he interacts with your Tribute or Victor he is going to think of them as if they are a tasty slab of meat that he can take to bed...
Please heed all warnings and reply to my permissions post so that I can keep track of the muns who would prefer to opt out of playing with him. I do not take it personally if you would prefer to keep the creep out of your posts.
Please also keep in mind: all of his activities are secret from normal Capital citizens. To them he's a rich, influential politician who owns a majority of the factories in District Three. If you're curious about the history I've written up for him, check out his application. District Three tributes have more reason to know more of the details behind who he is because of his history with that District (assuming that your mentors managed to explain).
Also, I know with the AC credit system players can purchase sponsors for their characters and that's how sponsorship was handled by the game up to this point. I wasn't sure how the mods wanted to fit having a PC into that system, but Baron is going to be willing to interact with people in person and on the network for fun.

I wasn't sure how that would work. Like if in order for Baron to sponsor people, would they have to have credits?
Or is it just that I'll be earning credits for him and then just use those credits to have him be giving things to whatever characters I feel like he would?

Eponine is a District 3 tribute actually, so she'll probably have heard of the Baron but not really recognise him... and half expects people to be awful to her, so... Yeah. I'll go fill in your form! But I'm pretty chilled; I'll roll with whatever!
