Ok so guys!
We originally had the limits on apps because this is the first time we have modded in awhile and we didn't know how well we'd do on accepting apps in a timely manner. However, now that we are firmly started we feel perfectly fine in our app accepting time.
So were opening apps up all the time for both Capitol citizens and tributes. When applying you can decided if you want to just sit on the character until the next game cycle starts, or if you want to introduce them living in the Capitol until the game starts.
Hopefully this makes the whole when and when you can't app thing smoother and clears up a lot of confusion. We may reinstate this if we start getting too many apps but for now we're doing fine!

- You can apply as either a Capitol citizen or Tribute at any time, however some things to know, if you are apping a Tribute:
You can not app into a cycle of the game already happening. If the game has started before you submit your application, you must wait till the next cycle to play.
You can app and either play your character living in the city before being taken to the arena (training, partying, etc) OR you can app and wait to introduce them directly into the arena.
If you want to play out your tribute going into the games not knowing they are brought back to life, you will want to introduce them directly into the arena. If you do decide to wait for that to introduce them, you'll need to post to the arena post or the cornucopia post within a week, or we will assume you've dropped the character.
Reserves are not limited, however only 48 tributes will be accepted per round. We will shut down tribute apps once we have reached 48 new tributes. If you posted your app before they closed and are 49+ you will be places on the wait list for the next round.
We are aware this gives potential for you to be accepted up a significant time before you can start playing. To tide you over, we have a community,
thecircus for memes, a "Training Room" test drive meme that will be posted every cycle, and anything else you want to post so that you may have some fun and play around before the real fun starts. For reference this is NOT an April Fool's day post. Just to be clear.
