*Reminder, Panem Natives and Allied Capitol Soldiers do not get shuffled unless except upon request here. They can however be rolled for injury if a Panem Native, or death and injury if Allied. Non-soldiers as marked here also do not get shuffled and will require notice to become a soldier or be shuffled in some other event.

Please note that former Capitol Soldiers shuffled onto District 13's side will be at least temporarily imprisoned. It is handwaved so you can assume them let out on a sort of parole or detained at your discretion. Icly, it will be based on what value they have to the District, who's vouching for them, and what excuse they have for serving the Capitol.

Final note that Powers are turned back on for this mission! All naturally powered individuals and power-experimented individuals will have these gifts returned for the duration of battle.

Is your character a non-soldier looking to take on a role in battle, becoming part of the shuffle again, or vice-versa? Did your Capitol Allied character get rolled with a "Safe ✘" and you want that to become a proper "Recovery/Seize"? Perhaps your character wasn't rolled for death (or recieved an "Injury ✘" if a Panem Native) and you want them to die anyway.

If your character has been on the same side (Capitol or Rebellion) for two consecutive Liberations, as a player you can apply on the next Liberation post to have your character switched during that Liberation with the following criteria:

1. Provide links to two threads, one in each of the two most recent previous Liberations, with at least 3 comments from your character each to prove that character had been active on the side they were initially shuffled to.

2. An expenditure of 400 Credits

(Mods reserve the right to refuse a character transfer from one side to the other.)

Hi! This is my first war round, so I apologize for my possibly silly questions...

Are only the rolled characters participating in the fight? In other words, why are some characters rolled and other characters not rolled?

Also, do characters participate in both District 9 and District 8 battles or do we have to choose one or the other? (EDIT: Never mind on this question, I just saw that we get to choose.)

Not a silly question at all!

These rolls are a little different that the old system in arenas. We do two sets. One is to determine who is getting results this round and other for the actual results. This keeps shuffles from being too frequent for people (as this was designed when Districts were one at a time and bi-weekly). If it says "rolled" you will not be rolled next round. If it says "1 battle" you may be apart of the first roll set but not the second, depending on results. If you do not get a result, it will keep saying "1 battle".

All characters on these lists are participant in the battle. Non-soldiers are listed in War Associations.

With the powers on and Haruto in possession of his equipment, I've got a question for a thing I'd like to see if he can do. One of his rings lets him put it on a person and basically jump into their mind and fight their inner demons/angry Phantom that wants out/just walk around and see their memories. If he were to do that to one of the brainwashed people (Kosuke Nitou in particular), would it be possible to weaken or even defeat the brainwashing they were subject to?

Switching: Rebellion to Captiol via capture
Requirements:
1. District 7 Liberation; District 1 Liberation
2. 400 Credits spent out of Albert's 1150, leaving him with 750 Credits remaining.

Lastly, I'd like to request a one time, plot-only use of a single micro-missile in order to shoot Jet Link out of the sky. It will be used by Albert using his activated cybernetics during the event. Usually I have it that when his powers are on, he still has to find ammunition, so he would have to requisition the micro-missile during the liberation. If further credits should be spent for this, please let me know and I'll record it. Thanks!
