Rebellion Role: Soldier, general dramatic heroic sort. Possibly a vehicle pilot of some sort, with proper training. Motivations: Haruto wants to stop the games and bring down the Capitol, because it's an unjust system and things can't continue like this. He'd also like to go home. As long as District 13 feels like the right side to be on to make these things happen, that's where he'll fight.
Capitol Role: Soldier, possibly leverage? Motivations: Threatening the people he cares about (Nitou more than anyone right now), threatening to bring in any more people that he cares about (bring up doing bad things to a version of Koyomi and he's yours). If they drove him to the right kind of despair, popped Dragon out, and got him under control, Dragon could possibly be used as a weapon.
