Rebellion Role: Battlefield tactician. Maybe a group or squad leader of some kind, or a handler, but no higher. Great for keeping others in fighting shape too in terms of training. Motivations: He pretty staunchly believes that the Capitol government and everyone willfully involved in it is evil, so his motivations are clear. He is however more motivated by keeping people alive - priorities to his husband, his close CR, off-worlders with few exceptions, 13 as a whole, innocents on the Capitol side (Avoxes, most mentors, sympathetic staff, regular citizens) in that order - than by annihilation of the other side. He wants victory and the downfall of Snow, but on the right terms.
Capitol Role: Leverage for quite a few people, but he could become a killing machine again as in canon. Probably useful as a soldier/WMD if outfitted. Motivations: If Jet were taken, Albert would do literally anything to win his freedom.
