District 13 Mission 2: Inception and Deception + a note
First off, there have been a few tweaks made to the District 13 page! A few NPCs have been removed and a new one has been added! If you'd like CR with him, feel free to PM his account or the Mod account.
The most important change to note is that we are tapering off the idea that Thirteen blames Tributes for participating in The Games. Thirteen does not consider Tributes complicit in the Capitol's regime for their participation. However, there are many people who do believe this and will tell Tributes as much. You can consider some of the Re-Education Professors similarly minded, but their view is not the one Thirteen wants to sell. Residents of Thirteen, of course, DO get mad when anything is remotely Pro-Capitol and they don't sympathize well with the consequences of speaking out.
That aside, it's time for a NEW MISSION.
By now the New Citizens of District Thirteen probably understand the intentions of the Higher Ups a little better. No? Well. If punishments and report cards don't get the message across, perhaps it's time for another mission. Perhaps it's time to hit a little closer to home.

This mission will not be announced formally. There are no rumors, nobody is quite sure when the next round begins. Maybe paranoia makes it harder to sleep, but with a rigorous schedule like this, everyone drifts off in the end. District Thirteen seems particularly fond of their Dream Tech, but this might be the last time they utilize it. New Citizens will dream up something simpler this time, so simple that it doesn't feel so surreal. It's just District Thirteen as they know it, they can walk through it and find that it seems a little emptier, but overall it feels as if they've woken up and they're going about their day as usual.
Within a few minutes, they'll be approached by someone in the familiar jumpsuits of District Thirteen, but it might be someone who shouldn't be there. In this dream, the Trainees will be tested by a dream version of people with the most influence on them. They will seem just as they should be, their mannerisms are perfectly on point and their voices are comfortingly normal. They are, however, determined to convince Trainees that District Thirteen is wrong and that the best course of action is to escape. They aren't necessarily speaking in favor of The Capitol, the thing they really care about is the fact that Thirteen isn't trustworthy.
And isn't it true? Don't they treat you poorly? Don't you deserve better? Your familiar face can offer you better. You can run away, find a new place to hide or find a new team to side with. Better food, more respect and better company. A better chance to fight against The Capitol, even. District Thirteen never helped you anyway, it's time to cut ties, wouldn't you say?
The choice is, of course, entirely up to you.
Summary:
As stated in the dramatic reading, District Thirteen is testing weaknesses. What this means is, we're inviting people outside of Thirteen to Guest Star in Dreams!! We ask that characters coming in have some reason to influence the Trainees here, though they don't necessarily need to be best friends.
Here are a few dot points of what you can expect from this:
- People from outside of Thirteen AND inside guest starring in dreams for your character.
- People inside Thirteen can be used to fake-influence each other if that works best.
- We ask that anyone who signs up do so with good reason, they must have some connection to the people in Thirteen.
- Dropped characters are OKAY if the muns are interested in playing them for this.
- Characters who have never been in the game do not count as Thirteen has no way of emulating them.
- Multiple threads with multiple visitors are OKAY.
- If you choose to play an influential character, do so knowing that they're basically being Role-Played by people from District Thirteen.
The overall consequences for failure will be decided as this plays out. Unlike the last mission, we're giving you a week and a bit to gather your people and make plans. A little after the post goes up, I will be asking how many people allowed themselves to be fooled. Remember that the dream is very, very vivid and there are very few tells as to whether they're being tested or not.
This is very much an independent plot, there will be a post to use for starters and the direction you take your threads is entirely up to you.
Go ahead and use this post to plan and feel free to use your plotting comments to coax people into signing up. There will be a comment for signing up and asking questions in the comments.
