Cecil's performance was poor. He had a gun, but leftover Avox conditioning (and his own terror) prevented him from using it except by very occasional accident before someone more competent took it from him. He was willing to take initiative, but had no follow-through whatsoever. He got hung up on the civilians, torn between following orders and helping innocents. He accomplished basically nothing of use.
