He's not highly computer-savvy, but he can rig a portable broadcasting booth out of minimal materials. He's also knowledgeable about more modern forms of broadcasting - enough to reroute or interfere with digital signals.

Is your character a hacker/above normally tech-savvy: Yes, He's an engineer that works heavily with heavy machinery, heavy weapons, targeting systems, and computer systems.
Is your character experienced with cybernetics, robotics, or AI?: Yes, not only does he have cybernetics in him, he's very comfortable with the technology as well as being able to take apart and put a robot or any mechanical object back together again. Although his focuses are more toward code and adjustments of it.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Yes, but only rudimentary, it's been centuries since anyone in the galaxy has used analogue methods.
Does your character excel in another technical area not mentioned above?: He's an expert in weaponry, the heavier the better. AA guns and ships canons are some of his favourite things to work on. He's amazingly good at calibrating items and cobbling together weapons from odds and ends of machinery that can be found around. Hacking into computers takes him longer than he'd like but he can do it and splice in items efficiently if needed.

Is your character a hacker/above normally tech-savvy: Yes! Nill was in games where the primary way of keeping your conversations safe was to make it as hard for other people to see them as possible. She learned how to successfully make herself anonymous to most people and was fairly decent at hacking, which she got a lot more experience with in another game. She won't be as good at it without the telepathy (definite disadvantage for anyone within her range at the time), but she's still better than most people.

Is your character a hacker/above normally tech-savvy: Short answer, y. Tony has created programs to make him a brilliant hacker
Is your character experienced with cybernetics, robotics, or AI?: Again, Y. Tony has built several robots, and at least 4 A.I systems for Dum-E, Butter Fingers, J.A.R.V.I.S, and possibly very basic versions of JARVIS for SHIELD and the Warmachine Armour (Speculation based on the fact Tony routinely talks to JARVIS while in the suit about various systems in the suit, and the level of conversation Fury had with the AI in his office and car in Winter Soldier) Out of all his AI JARVIS is his crowning achievement as he probably is one or two steps below true sentience because he often has emotional inflections when interacting with Tony and often interjects when he doesn't need to as well as constantly anticipating Tony's needs.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Tony was born in the 70's and being a natural technical genius it stands to reason that if he can build a circuit board at 4, an engine at 6, and was present at a few of Howard's recordings, as well has hundreds of his own (While sober and drunk) it would be safe to say Tony has a very keen knowledge of radios, televisions and their recording equipment, especially seeing as back when he was a child radio and television were the only way to get technological entertainment.
Does your character excel in another technical area not mentioned above?: Tony can easily pick up other science disciplines just by researching them over night. Provided he's interested enough. So he also has proven a strong knowledge of Thermo-nuclear dynamics through this method.

Is your character experienced with cybernetics, robotics, or AI?: Y -- general robot repair... he has a passing familiarity with robotics, so he'd be able to fix one but not build it from scratch or anything. He spent 20 years bodyguarding a super-scientist, so he has picked some stuff up as a matter of course.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Y -- radio and satellite broadcasting in terms of operating (signals, etc). Again, not so much in terms of actually building a thing from scratch, though.
Does your character excel in another technical area not mentioned above?: Y -- mechanical skills (general: appliances, electronics, building Ikea furniture, etc; advanced: cars, engines) and MacGyver-flavored explosives. Also like gardening, he likes to garden.

Is your character a scientist?: Yes, he was chairman of the board of a global multi-billion dollar pharmaceutical company and oversaw research, especially after the apocalypse.
Is your character a doctor?: Yes. While not specified in movie canon, in the games Wesker received a doctorate at a young age and initially joined Umbrella as a head researcher. I prescribe to the theory that he did the same in movie canon - working his way up to chairman.
Is your character a hacker/above normally tech-savvy: He did, on more than occasion hack into and use Umbrella systems for his own gain. Specifically security, monitoring, and satellite systems.
Is your character experienced with cybernetics, robotics, or AI?: Umbrella maintained all of their research facilities with one central AI per facility. (Red Queen at one, White Queen at another, etc.) So he's familiar in working with them, though it's unlikely he had anything to do with design or programming.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Other than giving the occasional interview, I don't believe he has much experience with them.
Does your character excel in another technical area not mentioned above?: I would think he has a basic working knowledge of various animal physiology. Particularly those Umbrella worked with (dogs, rabbits, etc.), but otherwise I think that about covers it.

Is your character a doctor?: N. He does know how to patch things up, but he's not a trained doctor.
Is your character a hacker/above normally tech-savvy: Yes. He's capable of hacking into/creating advanced computers and understanding alien tech.
Is your character experienced with cybernetics, robotics, or AI?: Yes, but not enough to be a bonafied, unqualified expert, nor has he personally created a complex AI.

Is your character a scientist?: Yes, a theoretical physicist.
Is your character a doctor?: He has a PhD and has ten years of experience administering healthcare, but no MD.
Is your character a hacker/above normally tech-savvy: Yes, he is good enough at technology and encryption that he was able to hide communications from the military for an undetermined amount of time.
Is your character experienced with cybernetics, robotics, or AI?: He hasn't been shown to be, but since [spoiler alert for AoU!] he has apparently helped Tony build Ultron in the next movie, he's probably pretty good with them or can learn really quickly.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Yes, he knows how they work and how to deal with them, but they're not his specialty.
Does your character excel in another technical area not mentioned above?: Biochemistry, regular chemistry, regular biology, engineering (especially involving improvising complex equipment with sub-par materials), and is in general a fast learner and quick to understand difficult concepts.

Is your character a scientist?: Yes, a bioengineer and biochemist.
Is your character a doctor?: Yes, but her specialty is less the application of medicine and more performing medical research. Despite this, she acts as a doctor for the tributes.
Is your character a hacker/above normally tech-savvy: She's not a hacker, but she's savvy with programming and engineering, since both of those are skill sets she needs in the construction of certain artificial limbs.
Is your character experienced with cybernetics, robotics, or AI?: Yes. As a bioengineer, a large part of her work is the creation of prosthetics that can work as well as natural pieces of the body, so things like cybernetic limbs, implants, chips put in the brain, those kinds of things are all within her skill set.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Yes, in the sense that she knows they exist and knows how to use them (okay, she might not know how to use a radio all that well), but they're not her specialty.
Does your character excel in another technical area not mentioned above?: Invention, medicine, and the ways biology and mechanical advancements intertwine are all parts of her specialty. Is your character experienced with cybernetics, robotics, or AI?: Not in making them. There appear to be some cybernetic components to his wings, however, given that he's able to manuever in air with them while also shooting or carrying people, so he does have some experience in using them.

Does your character excel in another technical area not mentioned above?: He's a fairly accomplished diver/swimmer, including underwater combat and recovery and escaping from sinking aircrafts; skilled at parachuting and helicopter insertion/extraction; trained in mountaineering. Is your character a hacker/above normally tech-savvy: Sort of (to tech-savvy)! He grew up in District 6, worked in a factory, and knows how to put together hovercrafts and high-speed trains, even though this isn't his preferred work and he finds it tedious.
Is your character experienced with cybernetics, robotics, or AI?: To the level a District 6 worker would be, absolutely.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): He has no reason to be so no. :<
Does your character excel in another technical area not mentioned above?: Linden's a genius; when he applies himself, he learns very, very quickly and is pretty good at thinking outside of the box. He's lived his whole life in Panem and is from an underprivileged District, but technology excites him, his thought process is conducive to working with computers, and he'd fall in love with this stuff if exposed to it. (I hope he is!)

Is your character a doctor?: Nope, he has some field medic knowledge

Is your character a hacker/above normally tech-savvy: Jet knows how to hot-wire and build a car. He's got a good mind for schematics and technology in the way that, once he's seen it, he can replicate it pretty closely and he can build anything with an engine-like power source as long as it's first been explained or shown to him. The only thing he could build from scratch, however, would be a car or jet plane due to the amount of time he's dedicated to learning how they work and how they're made back home.

Is your character experienced with cybernetics, robotics, or AI?: Jet was a cyborg for roughly 70 years before coming to Panem and has since become one again, so he has a very intimate knowledge of his and his teammate's cybernetics which can translate well to other cybernetics/robotics. He'd probably be able to repair something damaged, but not build something of his own from scratch without direction/a blueprint.

Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Nope

Does your character excel in another technical area not mentioned above?: Jet's very good at figuring out how things work given enough time to look at it even if he might not understand the exact details of how it works. Is your character a hacker/above normally tech-savvy: 2020's general technological knowledge as well as a smattering of Star Trek ('09) level advanced things. He could use a replicator but not know how it works exactly.
Is your character experienced with cybernetics, robotics, or AI?: Yes. He was a cyborg for roughly 70 years previous to coming to Panem and now that he's here, he's been remodeled yet again. He has thorough knowledge of his own former cybernetics and makes a point of studying his current ones so he can do any maintenance himself. He could probably eventually build something given appropriate parts and instruction but not come up with something himself. He could easily repair something cybernetic or robotic. As for AIs, he hates them.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Yes. He knows how to operate a normal radio, two-way radio, and broadcasting radio as complicated as that found in military aircraft equipment. He also knows not only Morse Code, but a plethora of German military codes circa early 2000's and some historical ones (from semaphore to Übchi and a bunch in between), as well as being fluent in various languages (German, French, and Russian) should the Capitol chip be circumvented.
Does your character excel in another technical area not mentioned above?: Knows how a car works, can probably repair an engine with a little help and hotwire a vehicle. He also knows how to fly relatively rudimentary single-occupancy aircraft and has encyclopedic knowledge of modern weaponry from WWII through the 2020's.

Edna isn't tech savvy save for what regular Capitol citizens would know and how to use specialized patterning and sewing equipment.

Is your character a scientist?: Yes, he is a Doctor of Genetic Engineering, as well as a Doctor of Artificial Intelligence Programming and Robotics. He has also presumably dabbled in immunology, as he has antiserum he created in his lab.
Is your character a doctor?: Not the medical kind. The research kind, yes.
Is your character a hacker/above normally tech-savvy: Yes. He has programmed a quantum computer.
Is your character experienced with cybernetics, robotics, or AI?: Yes. He created his lifelike cybernetics, and two AI - including one fully sentient robot.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Not really. Sigma just has a layman's knowledge of those things, as they went out of use following the apocalypse. He would be familiar with holograms and projecting technology, however, which is digital so whatever.
Does your character excel in another technical area not mentioned above?: He can create machines and traps. He spent 45 years studying to create his own death game from scratch, which involved scanning technology, wristwatches that could communicate with eachother, traps that would spring in the event of broken rules, and doors that would only open to certain people. He also created a suit of biosensing "power armor" that his son grew up in, to combat muscle and bone atrophy caused by the moon's gravity.

Is your character a scientist?: No, but he does know poisons and explosives.
Is your character a doctor?: No. He does know first aid, though, and would be competent patching people up in a pinch.
Is your character a hacker/above normally tech-savvy: Yes. He's a competent (but not comparatively great based on his universe) hacker. He's also pretty good at jury rigging stuff together. This really isn't his true area of expertise! But he knows his shit.
Is your character experienced with cybernetics, robotics, or AI?: Sort of? There's a minimal AI in the Batmobile. It's kind of like... Siri-level? But he would know how to work with something like that. I imagine Koriand'r's ship has something similar as well.

Is your character a scientist?: No!
Is your character a doctor?: Only if we're counting basic first aid. He's also less familiar with human physiology, so there's that. Like, it's not completely foreign to him, that's a factor.
Is your character a hacker/above normally tech-savvy: Yes! He is from Star Trek, so like, roughly the 23rd Century. He's also like, a super spy? And so very well versed in hacking security networks, and sneaking into places where he shouldn't be.
Is your character experienced with cybernetics, robotics, or AI?: Yes, to the degree required to deal with computer networks in the Star Trek universe.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): To some degree? These would be so basic as to not be in use in his time, but he'd probably understand the base theory of them and be able to figure it out given time.
Does your character excel in another technical area not mentioned above?: He can fly a shuttlecraft, and serves well enough as a tactical officer on a small starship. Basically he's competent in a lot of things, but best at anything that allows sneaking around.

Is your character a scientist?: N
Is your character a doctor?: No. But he has first aid training to a level. While he can't do surgery or diagnose an illness he does know how to set a bone or a dislocated limb, how to stop bleeding, stitch a wound, apply a tourniquet etc. That sort of thing. He was taught enough to patch himself up in case of injury should he be trapped for a period before extraction was possible during a mission.
Is your character a hacker/above normally tech-savvy: No.
Is your character experienced with cybernetics, robotics, or AI?: Kinda? He has a cybernetic arm but couldn't tell you the ins and outs of how it works.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): He knows military codes, morse code for example and how to operate radio frequencies.
Does your character excel in another technical area not mentioned above?: Some of this stuff may fit into the above but I'm unsure how so I'm just going to throw it all in here.

He can operate a number of vehicles, up to and including flying a plane. He's also experienced in using and maintaining a wide variety of weaponry from basic guns to heavier artillery. He can set and disarm explosives. Bucky's also a specialist in infiltration tactics as an assassin, he knows how to disable a wide variety of security systems without being detected as well as pick locks and use a variety of gadgetry designed for espionage work. Beyond that Bucky is an incredibly fast learner and picks up new skills easily.

Is your character a hacker/above normally tech-savvy: Marco is one of the Animorphs' hackers, although this is mostly under Ax's tutelage and regarding alien races that have no real connection to Panem. Is your character a scientist?: HA HA HA HA HA yes he is. He does all science and no science -- the less realistic the science is, the more likely Carlos will be able to do it. I usually try to balance "believable" with "rule of funny" here.
Is your character a doctor?: Not of medicine.
Is your character a hacker/above normally tech-savvy: N.
Is your character experienced with cybernetics, robotics, or AI?: Some robotics, some cybernetics, but no AI.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): N
Does your character excel in another technical area not mentioned above?: he can make liquids bubble in different colors and stroke his chin thoughtfully while looking at them

he can build machines that hum and whirr and have blinking lights

he can do quiet mental science

IN ALL SERIOUSNESS, Carlos is kind of a wildcard. His specialties usually involve making his own detection equipment (think Jane Foster) and analyzing paranormal phenomena. However, I've played those skills as transferable to building other machines and doing general chemistry. Chemistry and electronics, I think, would be his specialty, if I had to nail one down.

District: 9
Is your character a scientist?: No, but he's studied physics and metaphysics and likes to play with equations.
Is your character a doctor?: No, but he can stitch up something in a pinch and knows first-aid and basic (troll) anatomy.
Is your character a hacker/above normally tech-savvy: Yes. Hell yes. He is obnoxiously good at hacking. His specialty is esoteric programming languages similar to ~ATH. He also knows binary/beenary so he can communicate with bees that were fed mind honey.
Is your character experienced with cybernetics, robotics, or AI?: With the right tools (computer parts, bees, and mind honey) he can power computers with bees. I guess that counts as biotech? He can program robots, but building them he might need help. He could probably assist with AI programming, but that doesn't interest him as much as hacking, viruses, or building networks.
Is your character familiar with non-digital methods of broadcasting (such as television or radio?): Yes and yes. He can cobble together a radio from spare parts. He is very good with his hands. He also knows analog/pen-and-paper cryptology.
Does your character excel in another technical area not mentioned above?: In order to fly with his telekinesis, he knows the mechanics of single-person flight. He's also piloted a small ship across water (thanks Signless). He is of genius intellect and a fast learner if an activity interests him. (His main interests being protecting friends and stopping the Capitol's injustices.)
