HEYO FRIENDS, it's Amry (Cecil's player), introducing my second character!

Cyrus Reagan is a Capitol OC - he's a member of President Snow's cabinet working in Capitol-District relations, wealthy beyond belief, and devoted in life to systematically fucking over the Districts in whatever way is most beneficial to his family's political position. He'll be coming in soon to help the Tributes clean up their act, and find them a more stable, less free place in Capitol society. Because he cares.

His official assignment will be to help better establish the off-world Tributes' relationship with the Capitol and the Districts, and clear up the legal gray area they occupy - the better to standardize punishments and quell rebellious activity! AW YISS.

I would absolutely love to establish backstory for him, especially with other Capitol characters - if your character follows politics at all, they'll likely know who he is, and those with closer knowledge of how Capitol wheels turn might have met him (or advised him, or bribed him...). Mentors and citizens from the Districts might have been directly affected by laws he's passed or promoted. He was also briefly present in Tribute Tower during the family event, where he was visiting Stephen, his beloved younger brother.

I don't know if they'd have really met much personally but I'm sure they might possibly know each other's names? Jolie is pretty close to Stephen but mostly they talk about who they want to sleep with and it isn't kosher to admit you'd bang someone's brother.

Yes this is absolutely feasible. Jolie would try so very hard to tease him an appropriate amount without crossing the line and then just sort of make it more awkward and look for an out. Again and again.

Upon reading your history section I've determined he's kind of like a male Azula in his motivations.

I imagine her father was probably very supportive of his family and their interests in the past and so she is familiar with him even if they may not have spent much time outside of mindless party chatter. After all she spent a good chunk of time retired in a hospital after she became a victor.

And yes, I imagine that he at least knows her name, and knows of her. Cyrus is... not the biggest fan of people from the Districts, but Azula's been involved in the Capitol more than long enough that they've likely spoken!

...Also, a friend of the Reagans is always a friend of Cyrus. B)
