A few things!

All characters may attend and bid. NPCs may bid on another character's behalf if you want to set up an awkward date of two people who wouldn't bid on each other.

Any Tribute can be signed up, even if they wouldn't sign up themselves. We can handwave that an Escort or friend volunteered them.

Characters under the age of 14 can be signed up for dancing but not dating.

While romance and awkwardness is encouraged, please remember that this has nothing to do with the Victor bidding system/sexual abuse that the Capitol engages in. There are other places in the Capitol to thread that.
