So, some info on 13 in canon:

13 is most likely DC, it was the district that provided nuclear war heads and other weapons (though the Capitol now says it was graphite) and in the dark days when the rebellion originally happened it was the District the Capitol simple wiped off the map. So physically fairly far away from the Capitol (but other districts can run away to there if they get the chance, a good chunk of 12 goes there after 12 is firebombed)

Except they didn't, because 13 had the nuclear weapons. Instead they made a deal that if 13 pulled themselves away and pretended to be wiped out they wouldn't fuck with them and vice versa.

13 has a fair amount of tech, they all live underground, but due to the trace radiation, their population is starting to dwindle, which is in part their push for rebellion (again.) They are run by Alma Coin who is...not as bad as snow but not necessarily a nice lady. And things there, because they are a self sustaining society are very strict (For example they calculate exactly how much food people need for their jobs, and that's all they get)

OK NOW I HAVE INFO DUMPED

Me and Lisa were thinking, last time we talked, about some kind of message system where there was a delay. Like possibly the Hacker and Brainy traded messages once a week between those in the Capitol and those in 13 (or once a day or something). But we are open to more suggestions, and radio might work into it! We want there to be communication possible, but we don't want it to become an easy, handwaved magical network kinda thing.
