Enter One Delusional Genocidal Maniac
Tipple here, with a new character, Jan Arrah aka the Progenitor, from DC Comics' the Legion of Superheroes, who's been sorted into District 2. Jan's a teammate of Brainiac 5 and Lyle Norg (formerly known as Element Lad, though he'll conveniently keep forgetting the Legion exists like he did in canon so I can have him avoid Brainy) who wound up doing something to save some of his friends that doomed him to being stuck in the early days of the universe and floating alone in the void for billions of years, unable to die, as he watched stars blink into existence and blink out as they were born and as they died. He went completely insane from loneliness and having his mind skewed by seeing things in the space between universes and because of his power of elemental manipulation he finally ended his loneliness by making friends.
Literally making them, because he stuck his hand in the primordial soup and made a species. Then he got bored with that species and made a new species and as their god, told them to kill the older species he was bored with. He's spent the last several billion years creating species' and leading holy wars to commit genocide when he's bored with them, shaping a whole galaxy and snuffing out billions of lives, and as such he's going to be just a little miffed his "godhood" was taken away by the Capitol.
Since he can't take it out on the Capitol, he's going to focus a lot of that aggression on his fellow Tributes, and even powerless, he's going to be brutal so he'll be yet another character available for terrible murder when players need one.
