A language question; this is more for the possible future in Arenas or over the devices.

Can all spoken languages be translated or understood by Capitol or other Tributes? Example: Russian? (I think I saw somewhere that something like French might eventually be translated if it went up high enough or was thought important enough - not sure if I saw that right)

And how would this work out for languages that are long extinct on Earth or alien? (Such as Ancient Egyptian and Goa'uld)
