Yo I'm gonna use this as a plotting post for postgame Stephen! He's going to jump right into helping rebuild Panem. He's torn up about Cyrus's death, but he's going to deal with it by throwing himself into solving the problem in front of him.

I figure he'll be in a support role for a good long time -- no one wants to put a Capitolite in charge of much, vouched-for by Rebels or not, but he's got excellent people skills and good organizational skills and has experience helping to manage an organization that runs things.

Also, he's got information about the capitol's R&D department: what technology they were developing, where it's being kept, and how it might be useful.
