They can try, but their chips still have trackers in them and the trip is several hundred miles. They'll probably end up lost in the woods and picked up after the chaos dies down.

For this plot (I can't speak for the other non-breakout mod plots), no attempt to break free of the Capitol and get to D13 will be successful.
