Quintus won't be out on the streets, but it's worth noting that he'll be sending out what teams of unaffected Peacekeepers he has at his disposal to try and get the crazed ones under control. He has an interest in keeping them alive if at all possible, so his troops won't treat civilians kindly who appear to be trying to kill said crazed Peacekeepers, even if their actions are in self-defense.
