This does seem viable! Is his re-education public knowledge? Bacopa will be extra cagey around people who are pro-Capitol or who have been brainwashed by the Capitol, so that makes her more liable to bolt from him at some point, but I think it'd be cool for them to team up at some point.

Bacopa's sister died after teaming up in her arena, so Bacopa isn't so sure about the benefits of it for herself. That will make her hard to keep around for too long.
