Rebellion Role: An effective soldier only if he had his magic but otherwise I think he could probably be good at sneaking around for info, if needed. Motivations: Vivi has a desire to go home and see to that the unfinished business gets done. Also, he never was for the Games in general and finds it cruel.
Capitol Role: Hostage or his image could easily be used as a propaganda icon. Motivations: They can offer him to prolong his kinds' lifespan but that probably won't be enough. Anything that effects his close CR like Daryl and Rick would keep him at bay.
