I'm not sure if it counts as rebellious, but i'll throw it here just in case. Psii's said he doesn't approve of making Avoxes, even when he knew hidden mics would pick him up. Now he might want to speak up for them on national television, trying to present a plan for rehabilitating criminals instead of Avoxing them--all for the good of Panem of course. Their lack of ability to make decisions hinders their performance, blah blah blah....
