OK so I'm moving Stephen from an Escort position to that of an ordinary citizen. IC, this happened right before the dream plot went live. Altair roughed Stephen up, and out of INCREDIBLE CONCERN for the UNACCEPTABLE DANGER his poor little brother was in, Cyrus put his foot down.
The end result is that Stephen has resigned and will no longer be District 6's escort. He's decided to take a different approach to helping the Rebellion. He didn't fight Cyrus over it, and he's putting on a very strong ugh, Tributes act. Basically, if you're a Tribute, expect Stephen to be awkward and avoidant at best and cold and unfriendly at worst.
He'll be taking a job underneath a member of Snow's cabinet post-dreamplot. Not his brother, a different minister. He also got the job without his brother's help, because he knows that if Cyrus had his way, he'd put Stephen in a cushy, foolproof job that Stephen couldn't possibly fuck up and where he won't learn anything useful. So Stephen went out and used his own family connections to get a better job, himself.
I'm hoping for Stephen to even fool some of the Tributes. His motive for the change is plausible: he's stuck his neck out for the tributes so much and the way he gets repaid is being used by the Initiate and attacked by Altair, and the job just isn't fun anymore, and he's done.
TL;DR: Stephen Reagan is quitting his job because he's ~so tired~ of you ~ungrateful Tributes~, is going into Capitol politics, and is still 100% on the side of the rebellion, but will be putting on a damn good pro-Capitol act until further notice.
