It is up to the character's cognizance. If they know they're dreaming, they could do anything a lucid dreamer could conceivably do, including have their powers. If they think they're awake and still restricted, then they act like it.

In either instance, none of the powers in the dream would affect reality. For example, a mindcontroller couldn't control anyone in the dream unless a dreamer thought they could be controlled.
