Some clarification on powers!
There seem to be two different types of powered abilities, Constant and Non-Constant. Tributes with Constant powers will find this to have been altered a little. These abilities will be altered to be highly low level and will only work with a distinct "push" for it. While they will have the flame over them at all times, marking them, they will only receive consequences with having pushed for the power.
For example, while Bucky Barnes might get back a little back of his strength as a super soldier and would thus have a constant flame, he would only face consequences when exercising that supernatural strength, say, through punching through a door. He could have his super-healing back but it would not be as good as when fully allowed.
For those with Non-Constant abilities, the flames will disappear 5-10 mins following power use. Those who normally get powers from items are denied their items this round. Powers begin upon the sounding of the arena canon following the countdown.
There will be a place going up for people to tell us mods if your characters will be using their abilities in a significant way. They will then have an RNG for the results of said power usage.
To make clear, the Gamemakers are actively punishing those who have and use their abilities. This arena has been designed to be a disadvantage to them.
