THE CAPITOL

With the Games ending, the city is going nuts. Parties everywhere. This arena marks the end of summer, and everyone is letting it go out with a bang.

Although at first easily dismissed as due to the excitement of the end of the arena, and summer, there is a higher ratio of Peacekeepers than normal. Much higher. On the street, any kind of disturbance is put down quickly and with extreme prejudice.
