She's dressed as pantomime Aladdin. Apparently someone in the Capitol thought it would be funny to dress her up as the prince of thieves. But yes, she can definitely try to rob him. Does he have anything good? She's gagging for water now! Luckily, her old pal Wesker (god knows how she makes such alliances) has sent her a knife so she can at least threaten Ian with it (sorry).
